The meeting between General Chcvalller and the
President, old companions In exile as well as in the
Held, was enthusiastic and cordial, and as they
clasped each other in arms, the scene was as affect
lng as it evidently was heartfelt on both sides. The
following day the President formally accepted the
resignation of his Cabinet, and appointed the follow
ing persons. General Vluturinu Clievallier, of (Jo
nalves, Secretary of War aud Navy; the Hon. D. l.a
bonte, of Port-uu-Prlnee, Secretary of State and
Foreign Affairs : the Hon. N. St. Arniand, or do
nalveB, Secretary of the Treasury; the Hon. M. IIlp
polyte, of Cape llaytl, Secretary or the Interior. All
of these gentlemen are well known and esteemed.
Immediately after tho appointment of tho Govern
ment, the President communicated to the American
Legation his readiness to accord an audience, anil
on the following day Mr. Hollister and Mr. Hassett
presented themselves at the Palace at 4 o'clock, the
hour designated the former to present his letter of
recall, anil the latter his letter of credence. The
audience took place In the grand reception hall or
the National Palace. The President was surrounded
by his Cnhlm t and military stair, and Messrs. Hollis
ter and HusBctt by the attaches of the American Le
gation. Mr. J lollister, in presenting his letter of re
call, made a few appropriate remarks, to which the
President replied cordially, arter which Mr. Uassctt
Was formally introduced, and placing In tho hands
of the Prei-ldent his letter of credence, delivered the
following address:
Mr. President: I have the honor to place In the
hands of your Excellency a letter or credence ad
dressed to you by His Excellency the President or
the I lilted states, and accrediting ine as Minister
Resident and Consul-tieneral or the United States
wnr the Republic or Haytl, and I avail myseir or the
opportunity to rullll a charge entrusted to me per
sonally, as well as oillclally, by the President or the
Vnlted States, and to assure your Excellency,

whom I have the honor to represent, of their sincere
desire to cultivate the cordial relations now happily
subsisting between the two Governments. The
United States and llaytl were tho two earliest repub

adopted ror themselves those higher forms which
the grand march of the human race towards a ho
mogeneous destiny must eventually vindicate to na
tions and peoples.
It has sometimes happened In the history of
nations that great and liberal principles or govern
ment incorporated into tho Constitution have
eeemcd to lie temporarily Inoperative. This has
been the case with my own country ; It may be bo
with otners. nut i pray your Kxceiiency to observe
that I am sent here In the official capacity named
In my letter or credence, partly to give assurance,
by my presence, or the practical recognition ot a
great principle in tho United States the principle
for which our ancesters were among the ilrat in the
New World to contend when they founded the Ilay
tien Republic, and by which all classes of men.
under the broad shield of my Government, stand
equal before the law. And now, In delivering to
vour Kxceiiency my letter of credence, I desire to
express the hope that the two nations may continue
to march side by side in a career ot enlightenment
and civilization.
Your Excellency, I am of the same ancestral
origin as yourself and the people over whom you
preside, and I oiler this as an additional guarantee
or my cordial desire, during my residence near your
Government, to strengthen between . the two Re
