London, Sept. 18. The Spectator says war
between theUnitcd States and Spain, ou account
of Cuba, appears like a moral impossibility, but
is universally believed just now in Spain. The
war enthusiasm here is gathering fast. Minister
Sickles' proposition is inconsistent with the pre
cedent furnished bv the conduct of the United
States in lbCl. tYlth Spanish pride and Ameri
can sympathies, the situation is very critical.
It is dillicult to believe that Spain, with a divided
people, a bankrupt treasury, one colony in
revolt, others to lose, and nothing to gaiu, can
seriously contemplate a war with one of tho
greatest powers of the earth.
. The Saturday Jievieie holds that this proposal
of Geueral Sickles is accurately reported. 1 here
. is no ground for complaint ngainst America for
making the ofler to Spain in the character of a
disinterested mediator. It is possible that some
of those people in Spain who urge the Bonding
of relnf6rceinents to Cuba desire the absence or
the armv, for with the military power only can
tho Regent maintain the power and authority of
the Cortes against the Republicans and Carlists.
The friends of Isabella might be formidable in
the absence of the army, and the Government
must see that to sacrifice the army will not save
Cuba. Alluding to the desire of the Americans
to possess Cuba, the writer thinks the arguments
of Buchanan in favor of annexation must bo
more agreeable to their cars, now that slavery
has been suppressed; but whether it is their
true interest to include an alien and uneengouial
population in the Uniou is a (juestiou for future
history, .
Madrid, Sept. 10 It is rumored that Napo
leon has telegraphed to the French Minister at
Washington that France desires that Cuba bo
retained by Spain. Prim, it is said, has had a
second Interview with Napolcoa and Lord
Clarendon. The British Foreign Secretary has
also had another audience with the Emperor. A
decree, proclaiming liberty of worship in Cuba,
will appear in the olllclal Gazette to-morrow.
It is probable that Bccarra or Rlvero will be
sent to Cuba, to resolve on the spot all questions
of administration. The embarkation of rein
forcements for Cuba has commenced. It Is con
fidently asserted that AdmirallTopete will com
mand the fleet. -
The prospects of tho Duke of Genoa afc a can
didate for the Spanish throne are increasing.
His marriage with tho daughter of the Duke of
Montpensier has been proposed.

From an article upon Georgia by M. de

these noses in terms of tho greatest enthusiasm:
The Pall Mall Gazette miy: It is now stated
that the lately discovered diary of Lord Pulmer
ston does not extend beyond 1830; but if he
wrote a diary during any part of his later life, it
is unlikely that any frank jottings made later
could be published now, while it Is to be hoped
that up to li0 Sir II. Bulwer may be free to
give the world very soon an unreserved blogra
f.hv It is Impossible that Lord Palmorston s

that they can tell for the reign of QuecnVleto

Posterity will know the whole truth; but any
one now above forty can hardly expect to live
to know It. The latest revelations of political
correspondence of high importance are Lord

John Uobhouse, has just left his papers to the
British Museum, with a condition that they shall
not be openod till tho year lSKX). Where will
most gentlemen of forty be then? Whether a
later diary is discovered or not, Lord Palmcrston
is sure to have left abundance of materials for
the political history of tho later portion of his
life. He was a great letter writer. He is said
to have written regularly once a week a long
letter of political chit-chat to his brother. Sir
William Temple, the diplomatist, who was Min
