The United Slates Rfeainer Juniata, which

Navy Yard for Rome months past, was put in

day on a cruise up the Mediierraneau. She
it) under command of Captain Luce.
The firnt river regatta will take place on
Thursday morning next. There will be four
classes of bouts and four prizes and the cham
pionship of the season to bo contested for.
They are as follows: Class 1 Eighteen feot
decked boats and under, ('lass VJ Gilling
skids, eighteen feet and under. Class il
Fifteen feet decked boats. Class 4 Gunning
hkill's, of the same dimensions or under.
The ling-boat will bo stationed in the New
Jersey channel, convenient to Point Airy
island. The distance run, tho vessels start
ing in their several orders, to the Horse Shoo
buoy, below Gloucester 1'oiut, N. J., to re
turn and repeat. Tho time of starting is
fixed for 10 A. The novelty of tho intro
duction of the fifteen feet decked bouts is
exciting much attention. They are all new,
and were built at Cooper's Point, N. J.
For several days pust workmen have been
engaged in pulling down t lift old building S.
E. corner of Ninth and Market streets, pre
paratory to the erection of a new structure for
Cooper A Conard. Yesterday they had
reneht dtho top of tho third-story wall, and
were engaged in pulling over a portion of thi
with a rope, when tho whole of the Murko
street and a part of tho Ninth street front
settled to the ground with a loud crash. This
occurred at lo ir o'clock, and notwithstanding
the fact that seven or eight, men were at work,
not olio was killed, and only olio slightly
scratched. The escapo is duo to tho mumer
in which tho wall fell scttlin ' instead of fall
ing outward or inward. A portion of th
flooring also retained its position, and gave
the men some shelter.
Yesterday afternoon, Mr. Stephen Gurk,
a resident of Doylestown, met with a
painful accident while driving in this city
lie had reached Twelfth and Wood streets,
when the axle of the carriage broke, throwing
Mr. Gurk to tho ground, and breaking his leg
immediately above the ankle. Ho was taken
to the house of Mr. Johnson, in the neighbor
hood, and, after receiving medical attention,
v as removed to the Girard House. A lady
who was in tho carriage with Mr. Gurk
escaped unhurt.
The alarm of lire last night about quarter
to twelve o'clock was caused by tho burning
of tho cooper shop of Frederick Heilig,
situated on Hutchinson street, below Colum
bia avenue.
The regular stated meeting of tho Guar
dians of the Poor was held yesterday after

To Authorize a Limn for the Paymcn
Ground Rents and Mnrtg;it'S.
Section 1. The Select ami Common Councils of; it
City of Philadelphia do ordain, That tho Mayor i;
Philadelphia be ami he Is hereby authorized to bor
row, at not less than par, on tho credit of the city
from time to tiaie, seven hundred thou.snnil dollars
for the payment of griminl rents and mortgages held
against the city, for which Interest not to exceed the
rale of six per cent, per milium shall be paul, half
yearly, on the lirst days of January and July, at the
olllce of the City Treasurer. The principal of said
loan shall be payable anil paid at the expiration ot
thirty years from the date of the same, anil uot be
fore, without the eminent of the holders thereof,; and
the certificates therefor, lu the usual form of the cer
tillcates of city loan, shall be iHsueii in such amounts
as the lenders may require, but uot for any fractional
part of one hundred dollars, or, if required, im
amounts of five hundred or one thousand dollars;
and it shall be expressed iu said certificates that the
loan therein mentioned ami the interest thereof are
payable free from all taxes.
Section 2. Whenever any loan shall be m ado by
virtue thereof ; there shall be, by force of this ordi
nance, annually appropriated out of tho Income or
the corporate estates, ami from tho sum raised by
taxation, a sum suillcieiit to pay tho interest on sahl
certitlcat.es, and the further sum of three-tenths of
one per centum on the par value of rucIi certificates
so issued shall be appropriated quarterly out of saidi
income and taxes to a sinkino; fund, which funti
and Its accumulations are hereby especially pledged

Lincoln Grammar School, Kilteenth section.
Section 1. The Select anil Common Councils of
the City of Philadelphia do ordain, That tho sura
of thirteen hundred dollars be and tho same la here
by appropriated to the llourd of Controllers of Publlo
Schools for a tin roof to the Lincoln Grammar School,
iu the Fifteenth school section, anil the warrants for
the same shall be drawn by the Controllers of Public
Schools in conformity with existing ordinances; pro
vided that the said sum of thirteen hundred dollars
shall be taken from Item No. 14i of the appropriutios
for school purposes for 1809 in the SoventeeutU
school Bectlou.
