In the House of CommoiiB the Irish Church bill, as amended in tho House of Lords, camo up for consideration. There was a full attendance of members, mid the galleries were crowdod. Mr. Gladstone, on rising, was greeted with loud cheers by tho Liberals and dorisivo shouts from the Tory benches. He said, with respect to tho amendments which had been made to tho bill, that tho Government proposed to restore the preamble nnd the date of disestablishment as they ap peared in the original bill, and they should agree to the amendments relating to curatos' annuities and to the protection of annuitants, with some modifications; but all the other amendments they should oppose, with tho single exception of tho grant of f.r00,000 in lieu of private benefactions made before 1(!(). Disraeli said that, although the abstract principles of the bill had been repeatedly discussed, there had been little discussion on the details of its provisions. He hoped the amendments mude would receive calm con sideration. , Mr. Gladstone then moved the Ilouse dis agree to the preamble as amanded. He thought the concurrent endowment which the Lords had in view was a very different scheme from that of Mr. Titt, which contemplated an established Catholic Church side by side with the Established Church, and under State control. Concurrent ondowment, as now un derstood, was totally opposed to the spirit of the time. If the Houso could be induced to agree to it, it was certain that the country, especially large constituencies, would not sanction it. He strongly advocated the appropriation of the surplus fund, as originally proposed, with a proviso reserving to Parliament control over them. Disraeli thought the House ought to agree to amend the preamble. He asserted that the House of Lords did not desire the reser vation of the surplus for concurrent endow ment, and ridiculed the plan for its appropri ation. He hoped the House would prevent such a waste of the public funds, and not al low them to be dealt with iu this loose and vague manner. Mr. Ball, member for Dublin University, thought the restoration of tho origiual pre amble would be fatid to many advantages se cured to the Church by the Lords. Mr. Bright admitted that at a former time he had proposed something like the present scheme of concurrent endowment, but de clared that public feeling was now totally op posed to religious endowments, and no Minis ter would bo able to carry such a scheme, lie felt that all the plans, tsave the one originally proposed by the bill, were so full of dilnnil tics that it would bo idle to discuss them. Sir lioundell Palmer, although not a sup porter of concurrent endowiueut, considered, under the circumstances, that grants for re sidences to the clergy of the great majority, could not be refused out of that fund, which, contrary to his ideas, they had declared was wrongfully taken from the creat maioritv. and used for the religious purposes of the minority. Unless Homo proposal of this kind was agreed to, they would never establish religious equality or satisfy the expectations of the ' Irish. Thev should not allow their anti-Catholic prejudices to refuse this small boon to the great maioritv. The House then dividod. and the amend ment of the House of Lords with respect to endowments was disagreed to bv a vote ot H-ii. against 222; majority for the Govern ment, t. The amendment in roeard to the annronr'u tion of surplus funds was also disagreed to, by a vote of 24'i against 104. Mr. Gladstone then moved the restoration of the original date, namelv. January 1. 1871. for the dissolution of the Legislative union between the Churches of England and Ire land, and, after some discussion, the date was restored without a division, and the jaouse men adjourned. JOHN ECKSTEIN, Clerk of Common Council. AN O R D I N A N C E To Authorize a Loau for the Paymen Ground Rents and Mortgages. Section 1. The Select and Common Councils of th City of Philadelphia do ordain, That the Mayor of Philadelphia be and ho is hereby authorised to bor row, at not less than par, on the credit of the city, from time to ttnie, seven hundred thousand dollars for ttie payment of ground renta and mortgages held against the city, for which interest not to exceed the rate of six per cent, per annum shall be paid, half yearly, on the first days of January and July, at tho ortlce of tho City Treasurer. The principal of said loan shall be payable and paid at the expiration of thirty years from the date of the same, and not be fore, without the consent of the holders thereof and the ccrtltlcaU'8 therefor, In the usual form of the cer tificates of city loan, shall be issued in such amounts as the lenders may require, but not for any fractional part of one hundred dollars, or, if required, In amounts of five hundred or one thousand dollars; and it shall be expressed in said certificates that the loan therein mentioned and the Interest thereof are payable free from all taxes. Section Whenever any loan shall be made by virtue thereof : there Bliail be, by force of this ordi nance, annually appropriated out of the Income of the corporate 'estates, and from the sum raised by taxation, a sum surllclerit to pay the interest on said certlllcates, and the further sum of three-tenths of one per centum ou the par value of such certlllcates so issued shall be appropriated quarterly out of said income and taxes to a sinking fund, which fund and Its accumulations are hereby espwlally pledged for the redemption and payment of said certifi cates.
