THE DAILY EVENING TELEGRAPH PHILADELPHIA, SATURDAY, JULY 3, 18G9.

Fl 13 W.YOnKl SMS.
Trom Our Own Correspondent.
Nw Yon, July 8. 1889.
In spite of the declsion-of the Philadelphia Mirer
that the 6t of JJrty Is not a legal holiday, we Intend
to try what wei&n do In New York. Every kind of
Die-cracker hiR been bubbling forth fire during the
past month, and pyrotechalo scaffolds are already
up In the open spaces around the publio parks.
Does not the Society for the Prevention of Cruelty
to Animals Include children In the list of animals T
If so, It ought to do something In punishment of the
teachers in private schools who, every other week,
are made to figure in onr police .courts on the
charge of cruel floggings administered to their hap
less pupils. Corporal punishment Is prohibited tn
the public schools of New York, bnt the law has not
reached the private schools yet, though some of the
scenes transacted In the "whlpperies" of our flrafc
class establishments might well call In Its aid. The
love of whipping is a morbid passion, whloh grows
by whatMtNfeeds on. "David Copperfleld" says, In
his autobiography, that the schoolmaster of his
youthful days was never so happy as when he
had a chubby boy tight In his graup, raising
wheal! upon his tender flesh with the other. I sup
pose there Is a certain piquancy In feeling the strag
glings of the victim, and in the sense of power the
flagellation creates In the breast of the flagellator.
Roussoan says. In his "Confessions," that when he
Was a boy he used to enjoy being flogged by his
governors ; and the articles lately published in English
newspapers about the "Birch and the Boudoir" go
to prove that at certain schools, as in some of the
private one of this and other large cities, ana in
certain families where Puritan severity Is the order
of the day, castlgatlon la elevated Into a One art, and
BO administered to the young of both sexos as to
combine the greatest pain and shame to the sufferer
with the most provoking plquaucy to the triumphant
lntllctors.
The trials of police ofllcers occasionally develop
flime curious cases. For instance, one man was jea-
terday fined two days' pay for sitting on a fish-stand ;
another was fined an equal amount lor playing with
a fellow-officer In a private yard. Of course sue!i
trifles as clubbing a roan without cause and locking
him ud In the station-house "don't count," and de
ductions are omitted.
The last of the strawberries have been sent us from
Hammonton, N. -J.,-and considering that It has
already supplied ns with one million quarts, I think
' that la doing pretty well. It is said that the raspberry
, and blackberry crop will be very large In the same
;. quarters.
Why should the publio be so greatly surprised at
the -conduct of Edward B. Ketchum T Although
there Is nothing new ender the sun, some things are
.' so extremely antique as to have the appearance of
novelty, and for huuureds of years In the history of
tills wicked world there have been repentant sinners
-who have proved their repentance in a manner that
left no doubt upon the minds of even the scoffers.
Mr. Ketchum is a high-toned criminal, and I admire
high tone, whether it occurs In saints or sinners. As
a rule, people who repent do not make good crimi
nals. Their sin finds 'em out too soon, and your
criminal ceases to be Interesting as soon as he
' begins to whimper, unless the sinner be
she, and not a he, and " possesses the
' art of weeping without getting a red nose. As long
. as young Ketchum Is unwilling to escape from the
; hands of the law upon a technical requisition, and
' will accept no relief bnt that of unconditional par
i don, he shuts us all up, our sardonic smiles vanish,
and we have nothing to say, excepting that he
I evinces moral spunk. Nevertheless it must be ln-
I teresting to notoriously sin, then notoriously repent,
and feel that the world generally will bear you no
(, grudge when your prison doors are unlocked and
. you walk forth to Join your mates again.
Think what a load Is off the breast when you once
. more face the world a clean man, with all your past
atoned for, and lire before you once again! I
I dont speak of the repentant Magdalens now. The
Justice or the world Is such that no Sorosls has yet
purified It, and the puny sin of the woman who falls
clings to her to her last hour, while the wretch who
causes her error Is loved and feted by even virtuous
women who "know all about him." Not to moralize,
however, I think Mr. Ketchum, that notorious New
Yorklsm, has done the right thing.
One of the evening papers here has Instituted a
new style In seaside correspondence. It publishes
tafternoonly a short letter from some half-dozen
A Watering places, in which the various Items are com-
reBaeu eai'ii iuiu iwo ur uura mica, auuuu mcuij
f .these items are compressed into each letter,
that the effect or reading them Is not fatiguing.
ashionable intelligence is boiled down to the most
candescent degree, and although people do say
at the watering places whence they are written are
ot a hundred miles from the editorial rooms of the
- paper In question, but that they are manufactured at
that, there is no occasion for believing Buch scandal.
I wouldn't wish to be scandalous, bless you 1 what
ever else I was.
The strike which recently took place among the
waiters at the hotels here has caused an unpleasant
reaction among the Biddies. The Biddies of New
York were always the worst servant-gals In Chrls
1 tendom worse than those of Philadelphia by. ail
that Is Imaginable They lead a more reckless and
hardening life, make more money and spend more,
, and through the means supplied them by their
i secret clubs, .and the property they manage to
4 "lift" while In service, live better when out of a
I situation than while they are in one. The hope of
if getting a good servant-girl in New York la wholly
chimerical, and some hopeful writer in a recent
number or the Atlantic places his only faith in the
speedy importation of the Chinese.
Quite a thriving business is carried on in this city
by ladies who prepare fashion articles for news
papers and magazines. Indeed, in some cases,
fashion literature pays better than romantic litera
ture does. In fact all kinds of literature are begin
ning to be better remunerated. I know of one lady
who assists her husband to the amount or twenty
dollars per week, at the expenditure of very little
toil ; and in these days, when marketing is not so
cheap as it was twenty years ago, and you are fortu
nate in getting a cosy little house In anything like a
"sltuatlou" for $3600 or $1000, twenty dollars per
week is not to be despised. But, then, to think how
much of one's talk Is made up of money gossiping,
the loquacity of lucre, as though it were not disgust
ing enough to do hard work for hard cash without
talking of it afterwards ! Am Baba.
