resources, and need not fear the small dobt of
the State, whoso population is 8.10,000, A
limited number of State bonds has beou
pledged to tho following roads: The Mem
phis and Littlo Hock Kailroad, length l.'H)
miles; the Cairo and Fulton Kailroad, length
JMMi miles; the Little Hock and Fort Smith
llailroad, lenh 1" miles; the Mississippi,
Ouni'hita. nnd lied Kivor llailroad, length 1V
miles; the Little Kock, Tine Bluff, and New
Orleans linilroad, length 12, miles; the Little
ltock and Helena llailroad, longth 100 miles.
Ninety miles of the Memphis and Littlo
lloek llailroad have been completed, and tho
remainder will be done in February. The
Cairo and Fulton road, which is a diagonal,
lias a land grant of 0,000,000 acres. It is re
ported that English capitalists have offered
ijj-;i0,000 for the franchise. The Little lloek
and Fort Smith road has a land grant of
1,000,000 acres. Tho Ouachita road has ninety
five miles graded. It has a laud grant of
70M,0()0 acres. It taps the lied river just
above the famous raft. On the Fine Bluff
road forty miles are graded. Tho Commis
sioner of Immigration for Arkansas says:
Blicfly, then, It may be stated that, with 90 mllei
of rnnd now in operation, with 160 miles ready for
the mils, with ample means In the h amis of tliu
several companies to pny for the superstructure and
rollHiK stock. It Is entirely safe to promise to all
travellers journeying through our State twelve
months from this time the facilities of 8M) miles of
railway transportation; nor is It less certain, in view
of the favoring physical conditions which will make
the construction of these (treat aveuues exception
ally easy and economical, that before July 1, 1371,
600 miles of railroad will be fully completed.
Arkansas otrers to the Immigrant her cheap and
fertile lands and genial climate, In their adaptation
to the cultivation of the fruits and grains, as well an
the great staple, her untouched mineral stores, and
her unsubdued forests, containing every variety of
timber. Taking such data as the last census returns
furnish. It would seem that the superior Inducements
which Arkansas oilers to the Immigrant were In the
past not unknown. From 1&0 to Issd, its
Increase . in population was 107 per cent.,
that' of Illinois for the same period being
1st per cent. Its rare productive capacity
Is strikingly shown by the rate of Increase In wealth.
This Himmhted to 4wi per cent, during the ten years
previous to the war that of Illinois being the same
while the Increase in Missouri was only 210 per
cent., and In Indiana Ltd per cent.; and to-day,
though Just emerged from civil disorders, there is a
steady stream of Immigration Mowing In, to be
largely augmented by the Inviting Influences of our
free schools, our weil-phinned railroad system, and
our stable, well-adinitilstered, and economical State
government.
The Bf.kdan' Rifle. fireat efforts are now
bcini; made to supply theKussian army with the

men have begun to practise with it in the pre-

tridges are made of thin sheet brass, and largo
contracts have been ' entered Into for manufac
turing them in this country. The warlike prepa

About 00,000 rilles have been converted on va
rious systems, and several hundred thousand of
Berdau's needle-guns are in the course of ship
ment from America. The artillery is now fully
armed with the most approved ordnance, aud
the naval and inland fortresses (principally those

iovernment having spent three ana a nan ran
Ions sterlliur on them since 1803. Their final
completion is estimated to cost anotner minion
and a half sterling. Although the olliclal num
ber of the Russian army on tho 1st of January,
