James Lewis, conductor of car No. 2, of
the Union Passenger Company, and John
Slaven, driver of tho same, were before Al
derman Hibberd yesterday afternoon to an
swer tho charge of cruelty to animals, in over
loading saiil ear on Sunday lust. After tho
testimony, there being no other witnesses, the
Alderman said he did not feel disposed to de
cide the case by imposing a fino as dirocted
by tho net of Assembly, but would rather
have tho matter settled by the Court, and
therefore he would hold tho parties charged
to bail to answer at Court.
The "Worthy Grand Lodge of Pennsyl

The Hoard of Health has directed Health
Officer Mr. John E. Addieks to employ five
horses and carts at not more than ;t a day
each, and seven men at not more 1 "() a day
each, to thoroughly clean tho streets of tho
Sixth district, and another force of the samo
strength to clean tho streets of the Ninth dis
trict. Tho expense is to be charged to the
contractors of those districts, and to bo de
ducted from their monthly instalments. This
additional force will commence operations
this morning.

Foreign Affairs.
Belfast, June 10. Thirteen members of
an Orange lodge in this city have been ar
rested for disturbing the peace. A collision
occurred to-dav between the police and the
people, and several persons were injured, but
none fatally.
Paius, June 10. Tho Prefect of Police has
placarded throughout the city a proclamation
urging all good citizens to aid the authorities
in tho execution of tho law and the preserva
tion of public order and peaco. Much agita
tion exists, und largo crowds linger in the
streets.
Havana, Juno 0. News has been received
from Santiago to the 4th inst. All the regular
trcops had left for the field, and tho volun
teers were guarding the city.
The filibusters who landed at the Bay of
Nipe had gone into tho interior, taking the
road to Holguin.
It is reported that Colonel Tucker, who
commanded the filibusters brought over by
the steamer San Salvador, has been killed.
Havana, June 10. The arrival of General
Lesca at Cienfuegos has infused spirit into
the campaign in that section, and several
engagements are already reported with the
insurgents.
A commission of citizens of Havana will
go to Porto Rico and meet Do Rodas, who
Bails to-day from Spain, and will escort him
to this city.
Havana, June 10. The grinding of sugar
cane in the interior has stopped on account of
the rains. Sugar is quiet at H$8jj reals for
No. 12.
London, June 10. Another appalling disas
ter occurred in the coal mines at Merthyr
Tydvil, Wales, to-day. An explosion took
place while the men were at work, and few of
the miners escaped from the pit. It is re
ported that one hundred and twenty were
killed.
London, June 10. Mr. Gathorne nardy,
at a banquet in Leamington, made a strong
speech against the Irish Church bill, and said
disestablishment was a concession to Fenian-
mni, and a direct injury lo mo loyally oi me
men who had hitherto been ultra-zealous in
their devotion to the Crown.
For the sake of conciliating traitors these
men were to be injured. It was the tenure
of land, and not the Irish Church, which lay
at tho root of the grievances of Ireland. It
was not for him to say what tho House of
Lords would do. He would accept their ver-
, diet as a conscientious and constitutional de
cision, which the country should receive with
deference.
London, June 10. Telegrams received
to-day from Taris report that the crowds in
the Quartier Montmartre yesterday dispersed
on the appearance of the military, without
offering any resistance. No damage was done
beyond the breaking of some windows. Many
of the rioters were arrested.

The Mont Cknis Tunnel. The total dis-
1 ttmce pierced of the Mont Cenis tunnel at the
l'ose of April, 18il!, was 10,710 yards, leaving
h 2h.r,8 yards still to be completed. Tho dis
tance pierced in tho last half of April was
lixty-nine yards, or at the rate of Ki.Kj yards
tier annum. At this rate the tunnel will bo
Completely pierced in January, 1H71, although
I few months will be occupied in completing
th masonry works, approaches, etc. It is

mentally. Tho National Typographical Union, in
convention at Albany, advocates tho eight
hour system.
A train on tho Long Island Railroad, noar
Greenport, was thrown off tho track yes
terday. No lives were lost.

ton yesterday.
Michael Finnegan, at Johnstown, N. Y.,
murdered his wife on Monday last. He Inn

the list of offenders on the extradition treaty
between this country and Italy.
A military commission at Jackson, Miss.,
yesterday commenced the trial of Yerger, the
assassin of Colonel Crane.
General Canby has appointed Major
Burnham, late Judge Advocato of the Army,
Judge of the Supremo Court of Virginia.
Tho Grand Lodge of Good Templars, of
Pennsylvania, elected their officers and closed
their session at Scranton. yesterday.
Policeman O'Brien was brutally beaten in
New York last evening while endeavoring to
quell a disturbance in a Front street liquor
saloc n.
Prominent Virginians says that tho Wells
ticket will carry Virginia by thirty thousand
majority, and that the Democrats admit that
defeat is sure.
Opposition to Mr. Morris, a candidate for
the Alabama Legislature, is based on tho alle
gation that he is a citizen of Maine, and not
of Alabama.
Kellian Brothers' cabinet factory,
Stewart's gold pen works, and two small ma
chine shops, on Thirty-second street, New
York, were burned lant night.
In the Iowa Republican Convention, held
at Des Moines yesterday, Governor Merrill
was nominated for re-election. Two vice
presidents of the convention were colored
men.
Henry Wigelow, a cook on tho Rteamer
Champion, at Cincinnati, was yesterday ar
rested for murder in kicking James Colt, a
deck hand, into the river, and leaving him to
drown.
Tho North Gorman barque St. Bernard
arrived at New York yesterday with smallpox
among her passengers, of whom she has three
hundred and eighty, all emigrants. During
tho passage from Bremen four deaths occurred
from the disease.
CITY COUNCILS.
The regular meetings of City Councils were
held yesterday afternoon. Tbero was an un
usually large lobby attendance, caused partly
from interest In tbe promised proceedings,
and partly because the imminence of a raiu
storm Induced a number ot people to excliane;
their seats in tba Square for seats in the
galleries of tho respective chambers. This
was the business done :
Select Branch. President William S.
Stokley sat in the chair. As the chair is very
bip, and Mr. Stokley is of puny build, to say
tuat lie "lined it would be a deviation trom
the strict line of veracity characteristic of the
reporter of this journal.
A communication was received trom tii
Park Commission, asking an appropriation
of $3500 to pay the cost of alterations to
schoolhouse in Eleventh street, above
Thompson ; and alto one of $800 for repairs
to the Northeast Schoolhouse. These were
duly referred.
An Invitation to councils, by the rrk
Commission, to visit Fairmount Park on tho
lGth inst., and inspect the improvements
made there, was accepted.
Along string of petitions was presentol,
asking that Councils will cause Broad street,
soma of Coates, to be laid with .Mcnolson
pavement. These petitions were very n umer
ously signed by people prominent as property
owners in the vicinity. This was referred.
Mr. Bumm presented a petition asking for
additional market houses on Girard
avenue. Mr. Bumm called attention to
the large extent of area of the city
that seeks this avenue as a source of supply
for household provisions. A ferry now
crosses the Delaware In the immediate vi
cinity, and large quautities of produce come
to this maiket, for the sale of which the city
is bound to find accommodation. Mr. Bumm
elaborated tbis subject, and it was referred,
as a matter of form, but with the certainty
that the desired accommodation will be
granted.
Mr. Franclscus presented a communication
from the female branch of the Society for tbe
Prevention of Cruelty to Animals, asking
Councils to erect a building in which all dogs
doomed to die may be asphyxiated by tbe
fumes of charcoal instead of being put to
death by the conjoined torture of the club and
tbe halter, as at present practised. The
howling of thbutchured brutes, as at present
tortured to death, is excruciating to the ear
of humanity in the neighborhood. The ladies
ask that Councils will make such appropria
tion that, instead of being individually mas
sacred, a whole batch of them may be
instantly stilled. The ladies also call atten
tion to tho fact that the place of this slaughter
is in such immediate proximity to the House
of Refuge that the cries of tbe tortured ani
mals ring in the ears of tbe inmates.
The Bubject, after some debate, was re
ferred to the Committee on City Property.
The committee to verify the cash aooonnts
of the City Treasurer, reported that, on June
1, the balance was;gl,7M,178. The payments
made during May were SSOO.fiM.
The bill authorizing the sale of twenty
acres of the Almshouse property to the Uui
versify of Pennsylvania, for the sum of
gli',0,000, made the special order of tho day
for four o'clock, was taken up. A debate of
two hours' duration was tbe result.
Mr. McCall, for the first time, took ground
against the proposed grant.
The bill was then indefinitely poatponel,
by a vote of 13 yeas to 11 nays. .
After concurring in various bills from
Common Council, the Chamber adjourned.
Common Dhangu.' Joseph F. Mercer
colled the Chamber to order at a quarter past
thrF o'clock. The following business wn
transacted:
Mr. Hall presented an ordinance appropri
ating $30,000 for the building of a new sch wl
house In the Tenth Ward. Referred to the
Committee on Finance.
A rssolution, ofl'ered by Mr. H. nuhn, ta
change tbe place of voting in the Thirteenth
DivUion of the Fifteenth Ward was passed.
A number of petitions, asking for the
extension of the Nicholson pavement on
Broad street, were received and referred to
the Committee on Highways.
A communication was reeeived from the
Secretary of the Park Commission, asking
for an appropriation of $300,000 out of tbe
loan created tor Park purposes. Referred.
Also, a communication from Geueral
Meade, Vice President of the Park Commis
sion, asking Councils to meet the Commis
sion at the Park, on the l'ith instant, for tho
purpose of examining the improvements
already made on tbe Park property. The
communication was accepted.
Mr. Myers otl'ered a resolution instructing
the Committee on Gas to erect gas lamps on
Twenty-ninth street, from Ridge avenue to
Y'ork. Mr. Myers stated that the lamps
were needed Yor public purposes. Referred.
On motion of Mr. Martiu, the Chamber
went Into an election for tbreo Directors of
Girard College. Mr. Martin nominated John
Fry, William E. Littleton, aud William C.
Haines
Mr. Iletzell nominated John S. Morton,
James B. Nicholson, and Dr. Andrew Nob
inger. The vote was: Fry 30, Littleton 3.1, Haines
31, Morton 11, Nicholson 11, and Nebiugor 11.
The first named were declared elected.
Tbe resolution from Select Council, to ap
point a joiut special committee to carry into
effect tli resolution to accept tho iuvitation
of St. John's Comtnandery, No. 4, Knights
Templar, was concurred in, and tbe Chair
named Messrs. II. Huhn, Hall. Vanhouteu,
Fareira, and Calhoun the committee from
Common Council.
Mr. Smith tendered his resignation as
member of Common Couucil, from the Fif
teenth Ward, which, on motion, was ac
cepted. The ordinance to rearrange and fix tho
boundary lines of the election divisions in
the Nineteenth Ward, and to create five now
divisions in the ward, was called up.
The bill was under discuatinu at the ad
journment of the Chamber on Thursday last.
The hill passed by a vote of 32 yeas to 7
nays.
The following bills from Select Council
were concurred iu:
Resolution to discharge the Committee
on Water from the consideration of a certain
subject.
Resolution to lay water-pipe in a drain on
Nicholson street, east of Sauderson, and other
streets.
Resolution to discharge the Committee on
Stafford Pavement from the further consider
ation of the subject.
Ordinance authorizing the grading of Long
lane.
Resolution to discharge the Committee on
Water irom the consideration of a certain
communication.
Select Council informed Common that they
had non-concurred in the amendment to the
hill authorizing the erection of a school build
ing in the Twelfth Ward.
The amendment provided that tho appro
priation shall be taken from the loan here
after to he created.
Common Council insisted on its amend
ment, and a committee of conference was ap
pointed. The ordinance from Select C juncil mating
an appropriation for the building of a new
schoolhouse in the First Ward was amended
so as to read that the appropriation be takeu
from a loan hereafter created, and then
passed.
The amendment made in Select Council to
the resolution to suspend the South Penn
I lose Com pany, by inserting the Independence
Engine, was concurred in.
An ordinance authorizing the purchase of
a mowing machine for the public parks was
passed.
The Highway Committee, through Mr.
Ray, reported the following hills:
Resolution directing the payment of a
warrant for $14',)3 40 for the macadamizing
of certain streets.
Rf solution to grade and pave Woodstock
street from Columbia to Montgomery
avenue.
Resolution to grade Woodland street from
Chestnut to Forty-first.
Resolution to open Fitz water and other
streets.
Resolution to tramway Jessup street from
Fitzwater to Catharine.
Resolution to pave Ninth street from
Dauphin to Germautown avenue, and Ork
ney street from Susquehanna avenue to
Dauphin street.
Resolution to pave Ontario street, in the
Twenty-eighth Ward.
The above were all agreed to.
Mr. Shoemaker offered an ordinance mak
ing an appropriation to pay the salary of the
Pago of Common Council for the year 1800.
Passed.
Mr. Evans presented a resolution directing
the City Solicitor and Committee on Livr to
take such steps as will bring the matter
under consideration in the Nisi Prius Court,
relative to the registry act, to an early aud
final adjudication. Passed.
The bill relative to hackney coaches was
made the special order for consideration ou
Thursday next.
An ordinance making an appropriation for
the improvement of Hunting Park was post
poned. Adjourned.
