Tho Louse was crowded, and among tho audience were many ladies. The stogo wap decorated with the Cuban flag, and filled with tho oillcers of tho meeting. The audience was very enthusiastic, applauding every reference to and mention of Cuba. Theodore Cuvler, Esq., presided. John Price Wethcrill Introduced the President, Theodore Cuvler, and the latter spoke briolly In favor of the object of the meeting. Addresses were also made In sympathy with Cuba byOcnc ral Joshua T. Owen, Hon. William D. Kellcy, Major William Mc Williams, and others. During the evening an anthem was sung by Mr. llari man of tho Msrnncrchor. John Uoforth, Esq., read resolutions, which were adopted, declaring "that Cuba, of right, should be free and Independent; that as a people wc will labor to encourage a generous sympathy for the noble patriots of that island in their struggle, and to procure for them every form of practical aid and comfort which may bo pos sible for us to bestow without violating existing neutrality laws; that tho successive triumphs of tho patriots since October last, and their pre sent self-reliant attitude, combined with the significant resolutions of the House of Repre sentatives, ought to impart a fresh impulse to our sympathy; that, having reason to believe that tho President of the United States has a warm sympathy with the patriot cause, we hope that ho will be guided more by the instincts and principles of American politics than by the precedents and the timid policy of the State Department of late years; that should tho continued success of its patriot army be such as would justify the President in recognizing the absolute independence of the new republic, we sincerely trust that he will call Congress together w ith alacrity, and urge them to authorize him to welcome Cuba into the family of nations; nnd that to give practical effect to the foregoing resolutions and concert measures to promote the Cuban cause, a com mittee of thirteen bo appointed by the chairman of this meeting, who shall have these duties in their charge, and are hereby empowered and in structed to sit en permanence, or until the inde pendence of Cuba is a positive fact." As there seems to be a difference of opinion in regard to the construction to be put upon the letter recently written by Secretary Borio about the hours of labor and the pay of the workmen in the Navy Yards, it may bo interesting to know what is its understood meaning by the heads of the Philadelphia Navy Yard. L nless otherwise ordered, the mechanics and laborers who work eight hours in the Yard will be paid but for eight hours' work, to be determined by the pay received by workmen outsido. Whilo e'mht hours is made a legal day's work under tho instructions of Secretary Borle, tho Comman dant of the Yard is authorized to employ men on extra hours, and in that way they can work ten hours and receive the amount paid outsiae.
