This work Is designed as a commentary on the
letters of Mendelssohn, whicli have been given
to the public within a few years past, and as a
sketch of his life aud works in anticipation of a
more, complete biography to bo prepared at a
later period. Madame Polko writes with enthu-fciai-m,
and while her sketch is lacking in the
details of an elaborate biographical work, it
rhows a thorough artistic appreciation of Men
delssohn's genius. Her meeting with the com
poser Is remembered as a. brilliant epoch in her
life, and the personal reminiscences of him and
his beautiful wife have a charm that might be lost
iu a more . elaborate work. Besides her own re
collections, Madame Polko has gathered her ma
terials from the dearest friends of the musician,
and she has verified her dates by the sketches of
Wilhelm Lampadius, which appeared immedi
ately after the death of Mendelssohn. The
translation has been admirably executed by Lady
Wallace, and the value of the work has beeu
enhanced by several letters hitherto unpublished
which have been added to those collected by
Madame Polko. This book has beeu issued in
handsome style by Leypoldt & Holt, to match
their editions of Beethoven's, Mozart's, aud
Mendelssohn's letters, etc., aud It will make an
attractive addition to their library of musical
literature, which now includes some nine or ten
Toluinve.

This work has been written con am ore hy a,
thorough sportsman, aud it is none tho less valu
able ou account of the familiar and entertalnlug
stylo adopted. The author, Indeed, while apolo
gizing for a lack of artistic finish, contends, Uiat
his sketches are correct in all the essentials. For
thoroughness of information about the fishes of
American waters, their habits, appearance, and
the most approved methods ol entrapping them,
this work Is superior to any that has yet been
given to the public.
Part first treats coat and estuary fishing
with rud aud Hue, and it gives some valuable
hints about the general characteristics of fishing,
aud full descriptions of the various kinds that
afford the best sport to the angler. The second
part is devoted to fresh water fishing with fly
and bait; the third part to commercial fisheries;
the fourth part to ancient aud modem fish cul
ture; and In part fifth Is given "A Glimpse of
Ichthyology." An appendix gives various items
of value to sportsmen, including cookery adapted
to the manners of tportsmen lu the wilderness
aud ou the wave, American gauie laws, etc.
The work Is Illuminated with one huirod und
eevcntv wood-cuts of the uiost Important lishe
described, the various kinds of flies and baits,
and a few comical sketche s which suit the jovial
spirit in which tho book is writteu. Mr. Kcott
goes over a large area of ground, and as he evi
dently understands his subject thoroughly in all
lis details, his w ork will bo a valuable addition
to the libraries of the disciples of Izuak Walton
who jdy tho angle u our American waters. A
full index is given, which will prove valuable to
those using the work.

Nile Is not only an adventurous explorer but i.
fascinating writer, and his books have a chanu
which Is greater than that of the generality of
fiction. Elephant shooting has always been cots
ildered the sport of Ceylon, and descriptions of
this branch of the chase have been frequently
given. Other animals, however, afford opportu
nitles for adventurous sportsmen to distinguish
themselves ns well as tho elephant, and in this
work Sir Er.rauel W. linker has endeavored to
give an account of all tho Ceylon sports. Tho
book is full of exciting Incidents, lu which tho
author has recited merely the scenes in which ho
participated, and he assures his readers that ho
Las in no instance exaggerated, but that Lo bus
rother diminished the coloring of his pictures.
From Turner Brothers A, Co.. we have re
ceived "Tho Ingham Papers," by Edward 10.
Hale. Published by 1 i. lds, Ogood & Co. This
is a series of sketches and short stories by tho"
author of " The Man without a Country." They
were, most of them, originally contributed to tho
Atlantic Monthly, and they attracted tmfl'.cient
attention to induce the author U cvlicct lh';m
and give them to the public iu their present

of the sketches is that of "Paul Jones and Deals
Duval," in which Mr, Male attempt to complete
Thackeray's novel so far as to give a description
of the battle between the Bon Hommo Uichard
and the Serapis, as It appeared from an English
point of view.
The same house sends us "That Boy of Nor
cott's," Charles Lever's latest novel, which has
just been completed in the Comhill Majatiiu)
and Harper's Weekly. This is a characteristic
work in Lever's latest style, and it is published
by Harper & Brothers with all the origiaal
illustrations.
Messrs. Turner Brothers A, Co. also send us
"From an Island," it delightful story by Miss
Thackeray, published by Loring of Boston as
one of his series of "Tales of the Day;" Ap
pleton's Journal for Saturday, April 17, which
contains the third instalment of Victor Hugo's
remarkable romance entitled "Tho Man Who
Laughs;" an4 Our Jloyn and Girls, Oliver Op
tic's magazine, for haiio day, April 17.

Sixth street, we have received the twelfth,
thirteenth, and fourteenth parts of "Zell's Popu
lar Encyclopaedia and Universal Dictionary."
The valuable character of this work Is more
apparent as it advances, and we heartily eom
mend it as one of cheapest aud best encyclo
paedias published.
The April number of The University
shows an improvement over its predecessor, and
it contains a number of articles which are well
worthy of perusal. The contents are as follows:
"A Memoir of Rev. William Smith," continued,
by Charles J. Stille, LL. D.; "International
Copyrights," by Hon. V. C. Brewster, M. A.;"
"The Historic Order of Education," by Rev.
K. E. Thomrson, M. A.; "What is Philology?"
by J. G. K. McElroy, M. A.; "An Ingot of Hy
drogen," by Henry Morton, Ph. I). Tho editor
gives some opinions ou college matters, aud lu
tho uudcrgraduates' department there Is a warn
ing against intemperance, under the title of "A
Voice from Macedonia," and a spirited transla
tion of "Dies Ira," by Horace Castle, of tho
Freshman Class.

"International Copyrights:"
So much has been spoken and written upon
this subject, that it would really seeui as if an
apology were due for any allusion to it. Our
attention having, however, been recently called
to the matter by an article in a late number of
tho London Telegraph, we have reconsidered the
arguments for and against the proposition that
England and America should exchange copy
rights to their respective authors.
It must appear, at first blush, that the reading
public have nothing to gain by the enactment of.
such a law. They are of course interested
iu tho cheap reprints of foreign publica
tions. But a-iJe from the pecuniary
view of the question, which should always
be discarded when we. are considering its mo
rality and propriety, should a stranger have a
monopoly here of his writings? The author is
eutitled to a reward for his literary labors. He
frequently Impresses hi thoughts upon the lite
rature of his country lor all time, and should
command his reward. Uufortunutely for Milton
aud a score of others, ibis honorarium was more
of an insult to genius than an acknowledgment
of worth. But this broach of duty by society
does not impair the author's right. The question
then recursj how should he be rewarded? Clearly
by giving him the exclusive profit from the sale
of his works for a given number of years. All
.civilized nations aet upon this principle, and
protect the writer by copyright laws.
Thus far tho man of genius docs not complain.
But, he says, you should go farther. The Con
gress of the United States aud the Parliament of
Great Britain, he claims, should secure to him
the monopoly of both cnuntrios, aud thus make
the domestic law international.
The effect of this upon our citizens can be
seen by a glance at the statistics of publication.
During the year IMS il; u'e were published 1918
books iu the United States. Of these 14.V), or
two-thirds, were Ameriean works, 3.VJ were re
prints of English books, and 10SI were transla
tions from French and other continental authors.
Of the whole number, 1 t were works on history
aud biography poetry and drama claimed 1:47
while trade, commere . and political economy
received attention from but 41 publications.
Nearly one-fourth, then, of our reading would
be subicct to the foreL.i tax.
Should wo adopt stub, a svstom ? Has the
stranger any claim iu morals upon us, tg tax
ourselves for his rewaui ? It is dilllcult to un
derstand upon what right lie claims this emolu
ment. Tho man of science secures nothing for
his discoveries, however important, unices they
assume the shape of some machine or process.
The law denies all right of patent to the dis
coverer of ether as tin ana'sthctic, and yet, be
yond all question, he was the greatest benefactor
of his race. Sir Humphrey Davy, for his safety
lamp, or Franklin lur his kite and key, received
neither dollars nor guineas. It is also noticeable
that the authors hum, clamorous for this law are
from England, und we believe Mr. Dlckcus leads
their race.
Wn would not co.itei.d for a moment that the
justice of a proposition is to be decided by the
merits of Its advoe.iies. Hut Mr. Dickens, aside
from his questionable el ;lms upon the American
public, has really ivr. iv .,1 for advanced sheets as
large a reward as perhaps he could have expected
from a copyright.

Tho artistic qualities of Mr. Bowker's designs
are not such as we can conscientiously commend,
but the deficiencies In this respect tiro more than
compensated for by the breadth and pungency
of the entire, and there are doubtless many bu-:e
enough to esteem the brochure excellent fun.
