A young man named Jacob Dochlemnn was
killed yesterday afternoon, In the yard of thd
car ihop ot ilie Pennsylvania Railroad, 1 n Weit
Philadelphia. The deceased resided at No. 2315
Stnies street.

nred in the city and port of Philadelphia tor
the quarter ending March 31: Corn, 308,820
busbelg; wheat, 1S8,25!IA; oal, 100,201; rye,
129,420; bat Icy. 63.092; milt, 67.074; seeds,
98J; sundries, 62,7354. Total. 0o9,007 bushels.
Thiity-Mi fine houses are low being erected
on the ground occupied during the war by
Camp Cidwalader. Tbev have 20 feet fronts,
and are 174 feet deep. The houes are under
roof, aid will be finished in about four months.
Several of the city railway compuntes run their
cars in cloe proximity to the new buildings.
The Building Inspectors, at the request of
one ot the fchool directors of the Twentieth
section, nvtde a thorough examination of the
school house Bt Twent.ysecoud and Brown
streets recently, and reported that the east and
wst partitions had settled inconsequence of
the shrinking of the lumber, and recommended
thut an iron column be placed under tach par
tition in each story of the buildiDg.
Last eventrg Adelvl Lodg, I. O. O. P.,
assembled at the hall of the Young Masnrtercbor
Society, Cherry street, above Rub, and about 8
o'clock were presented by their lady frlenis
with a most beautiful silk Mag. made for the
lodge for use on the 2Cth of April, at the grett
parade. The presentation was made on part of
the fair donors by P. U. Sire James B. Nirhol
son, and replied to on part of the lodge by P. G.
M. John YV. Stokes.
The twenty tirBt anniversary of the Roslne
Association was celebrated yesterday afternoon,
at the hail, corner of Ninth and Spring Garden
streets. Mrs. Harriet 8. French presided. The
annual report was read by the Secretary, Mrs.
G. M. Jones. At the present time there arc 17
inmates in the Asylum at Rising Sua. The
health of the institution has been good, no
deaths having occurred during the pact three
years. The bequest of Isaac Birton, of $3000,
was acknowledged. The property at BiningSun
has been purchased for the accommodation of
peri-on s coming under the care of the Managers,
at the cost of $15,000. The treasurer reported
subscriptions to the amount of $1000.

An underground retreat, where thieves hid
stolen goods, has been discovered in Baltimore.
A young man was killed at Huntingdon, on
Wednesday, by being run over by the Western
exprets train.
By a boiler explosion, last Tuesday, near
Bank Rapids, Minn., seven men were injured,
of whom two will probably die.
Harrison Turner, a well-known citizen of
Baltimore, committed suicide yesterday, leaving
a wife and twelve children.
The Canadian book publishers want Parlia
ment to allow them the privilege ot printing
British copyright works ou the payment of 124
per cent, to the authors,
Twenty-one thousand five hundred and
forty emigrants have arrived at New York city
since the 1st of January, against twenty one
thousand and eighty-nine to the same period
last year.
THE CIVIL TENURE.
How Cunningly tbe Ken Bill was
Framed.
There are numberless rumors afloat to-night
regarding the President's Inventions relative to
theCtvll-terure bill, which passed Congress
yesterdny and was delivered to him to-day, bat
none of them have any foundation in fact, as he
has, as usual, kept his owu counsel. It is cur
tain, however, that when he lays the matter
belore the Cabinet to-morrow, every member
thereof will express a dieapproval of the bill,
if they do not advise him to veto i.
Many Senators and members ot the House who
voted tor if expressed astoDhhment to-oay at
finding that, while at first it appeared to be
clumbily drawn, it is in reality one of the
ahrewt'est pieces of legislation enacted for
maDj years, and in effect re-enacts tbe old la w.
The repealers are aghast at this discovery nnd
acknowledge themselves badly sold. Ibey
sow see that inasmuch as the first section, re
tained from the old law, prohibits removals
without the consent of the Senate, that boJy
can, as I stated last night, by authority
of subsequent sections, retain any one
in office by refusing to act upon or
by rejecting new LOtninatlons. The
only substantial change from tbe old law Is in
the fact that the new bill entitles tbe President's
nominees to enter at once upon their duties, and
to draw salary until tbe Senate passes judgment
on their cases. Uuder the old law the nominees
could not enter upon the duties of the office or
draw pay until the Senate had passed upon their
case. This brief explanation ot the real purport
of the new bill will suffice to give you some idea
of the revulsion of feeling regarding it among the
repealers, who voted for It under the impression
that a removal under its provisions was final.
It must be remembered in this connection that
the President cannot suspeDd an officer more
than once on the same chttrges, and conse
ouentlv if the first BuspeiiMou is not sustained
by the Senate he is powerless to act until he'

reported favorably upon the request of the
Board of Controllers for tho pureuaao of a lot
on Highland avenue, Chestnut Hill, for school
purposes. The lot is 11 by K foot. A roaolu-

the title of the property was passed.

the City Solicitor to report what control Coun
cils have over the bridges and culverts in the

mitting another bill, providing that tho Mayor
shall w ear some kind of uniform, to denote
that he is the chief executive ollicer of tho

yetterday morning, during which the Executive
treated the barrister with great courtesy. Mr.
O'Bjrne left without receiving any assurance of
a hope of executive clemency, but the Governor
stated that he would peruse the documents
banded him and reply in a few days. Mr.
