Some who, one year ago, refused to have any thing to do with free schools, and even would not give information In referenoe to the soho lastio population, now are ready to apply for a situation as teaoher for their friends. The totter class of citizens generally are taking hold to carry out the sohool law in good faith, and had it not been for the unfortunate deci sion of the Supreme Court, on the l'Jth ult., Tennessee would have boasted of as fine a Bchool system, and of one working as well, as any in this country. This decision (which denies the power of civil districts to tax them selves for Bchool purposes, as the fourteenth Beotion of the amended law provides), strikes a very severe and damaging blow to the whole eyBtem." lie adds: 'We are nst able to see a practioal remedy, and hence graded sohools in small towns, which stboola are the head and life of any Tree-school system, will have to give place to the numerous inefficient and expensive pay Schools a few years longer. This will be a great dieppointment to a large number of places wbeie they were just ready to start oil with good graded free-schools. "I have also, during the month, made some investigations in regard to the educational wants of the colored people in West Tennes see, and the provision made for their supply. "In the city of Memphis there are three thousand six hundred and ninety-four pupils, and dutirg the month of January there were, in the publio and private schools of the city, one thousand eight hundred and thirty-nine pupils enrolled, which is a larger per cent, of the oolored pupils of the city in sohool than of the whites. This Bhows that the oolored people will attend school where they have the . opportunity. "In all counties of this State west of the Tenneseee river there are, without counting those in Memphis, a little over twenty-seven thousand colored youth enumerated. Ac cording to the best reports we can obtain, there were only three hundred of these pupils in school during the month of January. If ' we double the number reported, bo as to allow for all in Bchool, there will then be only one in lorty iive of the scholastic population In sohool. This shows a destitution of the means and facilities of education that Is truly appalling, and which ehould awaken in every patriotio and benevolent mind feelings of xnlBgled alarm and p' "The question very naturally arises, why does Buct. a destitution exist under the provi sions made by the State for both white and "red schools f The answer is, we have not teaciiers. The people who own the pro fty and control publio sentiment have not eretofore enaouraged free schools, even for hite youth, and of course they would be on- ' posed to colored schools, and this opposition to colored schools, ana to the rights and privi leges granted to the colored people, has pre vented wnue persons who are quailned irom eaching oolored schools. Not enough even oorly qualified oolored teaohers can be found supply the demand. The benevolent so cieties, who have sent so many teachers to the larger claoes. where intelligent white ladies could find places of safety and compara tive comfort to board, cannot meet the great mass of the youth in these oounties, because their teachers cannot find comfortable and safe places to board. If oompetent oolored teaohers could be found, one hundrod oould readily be employed in West Tennessee within the next few weeks. I know now of at lea3t ten places where oolored teachers oould find employment at fair wages." IiMsbgar and tbe Rnsslan Frontier. We are now daily receiving the most valu able additions to our knowledge of the political geography of Central Asia. Hardly has the British publio realized the idea of a highroad practicable to camels, and even to wheeled carriages, crossing the Thibetan up lands from the plains of Tartary to the inner crest of the Himalayas, when information leaches ns of equal importance regarding the physical features and politioal oondition of the northern portion of the plateau whioh in tervenes between Kashgar and the Russian frontier. This particular region, although especially interesting as the link between civilization and barbarism, has been hitherto to British geographers at any rate a veri table "terra incognita." The only routes aorosa It available to research up to the present time have either traversed the plateau of Tar tary due north from Yarkand to Aksu, and so on by the Chinese town of Kulja to Semt palatin&k, or have proceeded in a westerly direction from Yarkand by Kashgar to Khokan and Bokhara, thus avoiding the Russian fron tier altogether. Now, however, thanks to the persevering industry of Mr. Robert Michel 1,. we are furnished for the first time with an English translation of the journal of the Rus sianized Tartar, Yalikhanoif, who in 1858 was sent in disguise from Fort Verniie to Kashgar, and who, in company with a caravan, thus traversed on two different lines the whole extent of the "Syrt," an elevated table-land Intersected with rivers and a few rooky, though not very lofty, ridges, which stretches from the southern crest of the Celestial Mountains to the col fines of the great Central Desert. The distances in this quarter are not nearly as orait as hiterto supposed, nor is the oountry by anv means of a difficult or desolate char acter. The passes, indeed, are everywhere rntlRftble to laden camels, and the val leys of the two great rivers, the Naryn of Jaxartes flowing to the west, and the Aksu flowing to the east, are filled throughout with nMmnmcnti of wandering Kirghiz.
