not be without interest.

During the 165 years since this proclamation
was issued an entire revolution has ooourred
in the money systems of the two countries.
The Spanish silrer dollar, then oarrent
in the caloules, is replaoed by a gold
dollar issued by a repablio then undreamed
Of. The sterling money of silrer, with which
it was oomparttd, has likewioe disappeared,
nd a gold standard of a different valne substi
tuted. And yet, though the objects of com
parison no longer exist, the ratios- then esta
blished are continued under entirely ohanged
oonditlons. As a matter of fact; comparing
the present gold standards of the two countries
one with another, the gol 1 dollar is worth 4s.
ljd., or the ponud equals $4 86 6 10. In

to the dollar of gold overvalues the dollar 9 J
per oent.
According to this fiction, when a security
Importing to be for dollars is sold in London,
or a bill of exohange on Lindon is sold in the
United States, the dollar is assumed to be 54
penoe, and as it is in fact 9 per oent. less,
the true par is reaohed by assuming 9J per
oent. discount on the security sold for sterling,
and 1 per oent. premium oa the sterling ex
change sold for dollars.
For example, suppose 5 20s quoted at 83
in London: this meaos that the purchaser
pays 83 per cent, of 54 penoe for eaoh dollar
of prlnoipal; that is to say, he settles at the
rate of 441316 penoe per dollar. The true
par of the dollar in gold being 49 J pence,
the actual percentage is 91 per cent.;
in other words, 9 per oent. more than

that the dealer in London corrects the
fiotitious orerraluation of the dollar by a
corresponding reduction in the percentage bid

. In quoting exchange, however, there is no
. anomaly in our tranjactions with any country
except Oreat Britain. In all other cases, with

the moneys of the other, without any
assumed par or parentage based on it. We
giro so many oents for the florin or thaler,
or get so many franos for the dollar, and so

large, and some. wise legislators, are deluded

permanently against this country, when it is
often (as at this very day) against her, and
thatonr 5-20 sell in Louden at 83, when they

Perhaps we shall hare to await, for the cor
taction of this absurdity, the time when in
ternational moneys of aooount and coins shall
b establi.hed; but as the erll is really
Serious one, and the remedy perfectly simple,
there seems no reason why Its application
Should be delayed. Let the dollar, whether
In securities or in the purchase of exohange,
bo rated in pence, not at a fixed but ata vary
tag rate, depending upon the ordinary fluotua
tioriof price. This wonld not be a norelty,
for. oxoept in dealings with the United States,
it is the ou'y mode by which the dollar of
other countries is rated. Exchange cn China,
Spain, and South American is always quoted
in nenoe to tbe dollar. Aoooramg as ex
change ia in favor of or against Great
Britain, a less or greater amount of pence
Is elren. The same mode of quotation
should apply in our own case. In plaoe of

exohange, as we find it at this writing, as 108
per oent. (an apparent premium), but at the
equivalent of 49J penoe, showing the exohange
to be in fact in faror of this oountry by one
per oent.; and If fire-twenties in London
rhonld rise to a true par, quote them at 49 J
penoe to the dollar, and not (as must now be
the oase) at 90J per cent., an apparent dia
couut. .. i
By a rererse process in selling sterling ox
change, if this is really at par, that is, if 49J
pel oe are furnished for one dollar (of gold),
it is quoted at 9 per oent. premium; slnoe If
49 J penoe are worth 1, then 54 penoe (the
acsnmed par) are worth ?109J.
If then we add 9$ per oent. to any London
qui tation of fire-twenties, and dedaot 9 per
cent, on any home gold quotation of sterling
exchange, we shall hare the true quotation in
our gold dollars.
Mr. Nfwnrd In Retirement.
Tbb New York Commercial Advertiser, whioh
is the property of nd edited by the renerable
Thurlow Weed, is engaged just now in eulo
gizing ex-Secretary Beward on his retirement
to prirate life. Mr. Seward's retirement is
rega'dtd by it as among the most remarkable
ermts of the day, but the oountry cannot be
persuaded to contemplate the circumstance
in the same exceptional light. If Mr.
geward could, by any possibility, avoid
retirtment from pnblio life just
at nresent. the voluntary departure of

that life-long officeholder from the plaoes
which hare known him to long and now know
him no more would indeed be something out
of the ordinary run of affairs. The Commercial
appears to reoogBize the faot that the whole
country is insensible to its view of the oase,
and therefore, after oomplaoently styling him
"tbe peer of Hamilton and the superior of
Jefferson," propounds these queries to itself:
What are we to think of the apparent In

The answer to the last question is to be
found in the fact that the- party whioh Mr.
Seward founded and built up is still liboring
under the impression that he has not been as
faithful to its principles as he might have
been, even after making all due allowance for
the weakness and perversity of human nature.
In the absence of any unusual demonstration
on the part of the universe at large, it is stated
that Mr. Beward contemplates a visit to "T.
W.," who is now sojourning at Aiken, South
Carolina. He will there find at least one man
whose political conscience is as seared aa his
own.

dore Zeller, Chief Engineer; George R. John
son, Inppeoting tfjgineer; and John Roop,
Assistant Engineer, at the Nary Yard in this
city; ako, Chief Engineers Wool, Henderson,
and Inch, who constituted the board that en
dorsed Mr. Zelter's purchase ofbld tools, is a
complete endorsement of the action and con
clusions arrived at by the sub-committee, o
which Judge Kelley was chairman.
In our yesterday's edition we published the
report of this sub-committee, which beoame
by the action of the Naval Committee the
minority report. This aotion of the Secretary
of the Navy in sustaining the views of the
minority must be very gratifying to J udge
Kelley, who has taken a deep interest in the
investigation whioh has thus resulted in
relieving from duty the officers implicated in
the purchase to which allusion has been
made.
Thb Russian Govebnmevt has a summary
way of disposing of dishonest officials. It
has recently exiled to the wilds of Siberia
about forty revenue officers who were de
tected in the act of cheating the Gorernment.
Wby can we not take a lesson from this f If
every revenue officer in the United States lived
in the wholesome fear of an involuntary emi
gration to Alaska, he would make a desperate
effort to cultivate honeBty in his dealings with
the Government.
Jclcb Hoab has qualified and formally
entered upon the discharge of his duties as
Attorney-General. This upsets all the ar
rangements for completing President Grant's
Cabinet which his friends have kindly made,
and obliges them to do the whole thing over
again. Judge Hoar should hare more con
sideration for the feelings of the politicians.
