The Treisury Department, last week, printed
$129,610 worth of fractional currency, and re
deemed within the same time $309,185.
One of President Grant's tirst acts was to
issue an order restoring to active service Briga
dier and Brevet Major General Benjamin W.
Brice, Paymaster-General (who wai retired
recently by President Johnson), and declaring
that he will be considered as having been
continuously on duty irom February 22, 18GU,
the date of such retirement. General Brlce, it
Is stated, was retired beciuse of his refusing to
accede to a request of President JoUnou to
appoint a person to position who was indorsed
by the President, ana whose appointment was
strongly urged by a lady, who seemed to be
considerably interested in having the applica
tion favorably considered.
Foreign Affair.
London, March 6. Seven Fenians, confined in
different parts of the kingdom, have been liberated.
There names are as follows: Thomas F. Burke, the
American Fenian oreaniaer; Dennis F. Burke, re
cently confined at Clorkenwell; Charles Kickham,
noet. and one of the editors of the Irish People;
contains J. Mackev and O'Connor, Slack and
O'Keefe. the latter sentenced to ten years' im
prisonment for having written a treasonable article
Dubllshed in the Irish People. O'Connor, Slack
and O'Keefe are liberated unconditionally.
London, March 7. Advlcas have been received
from Japan via Shanghai. Tbe minister of France
to Jaoan had au interview with the Mikado at
Jeddo and presented his credentials. The ports of
Teddo and ieeata have been opened to foreigners
Jeddo is to be the official residence of the Mikado
and the permanent capital of the Japanese em
pire. Pari. March 6. The following changes have
lipun made in consequence of tbe death of M
Troplong. Adolph Veudryls appointed President
th snat. vice Troulone. La Forcade Ko-
nnette succeeds Vlntry as President of the Revenue
and M. Kouuer takes the Interior Department, vice

The Oovernor of Bt, Thomas has forbidden the
export of arms and munitions of war to Hayti, St.
Domingo, or Cuba.
President Cabral and General Laperon have
sallod from the island. It is believed their desti
nation la St. Domingo.
Good reports are received of the prospects of the
crops In Porto Rico. Tbe weather has been favor
able and a large yield Is expected. Sugar has ad
vanced, and is firm, with great speculative activity.
Freights low.
Havana, March 7. Later news has been re
ceived from Hayti. President Salnave has made
his long expected attack on Aux Cayes by sea and
land, but met with no success. After bombarding
the city tor twenty-fonr hours without effect, he
suddenly sailed away to Port an Prince. His land
forces simultaneously assaulted tho town, but were
repulsed.
The rebel President Sagit has arrived at St. Ma
ries. The rebels have purchased tho American steam
ship Mount Vernon, and intend to make a demou
nt ration against Salnavc's fleet.
The French Admiral renews his demand upon
the Haytlen government for the payment of tho
French debt.
An arrival brings later dates from Caracas. Tho
Venezuelean Congress had entrusted tho executive
powers to Generals Jose Ruperto Monagas and
Guillermo Villcgas provisionally, until an election
is had for President.
A report comes from St. Domingo that General
Lnperon has purchased a war stuauier at St. Tho
mas, in which he intends to embark with an expe
dition to overthrow the government of President
Baez. The rebellion in tbe southern and eastern
quarters of St. Domingo has not been suppressed,
and the rebels there are very active.
It is rumored that Baez has sent Mr. Fabens to
Washington as a special commissioner to treat for
annexation to the United States. This project is
very unpopular In St. Domingo.

A Meeting; of Farmers The Legislature
Asked to l'ass a Bill.
An adjourned meeting; of the farmers and
dt tlerslu live stock or Philadelphia, Cuester,
Mi ntgomery, Bucks, aud Delaware counties,
was held on Saturday, at the rooms of the Sj
c ety lor Promoting Agriculture, Ninth aud
W alnut streets. Dr. A. L Elwjn was called to
the chair, and Thomas M. Coleman was ap
pointed Secietary. Tbe omniittee appointed
at the previous meetiog reported tbe lol lowing
preamble and resolutions, which were adopted
and dincttd to be forwarded to Hariisburg,
with a request for speedy action by the Legis
lature :
. Wtiereas. A disease called pleuro pneumonia,
or lung fever, and believed to be ot a character
easily propagiited by contagion, has existed
with more or less virulence lor some years pist
within the counties named above, especially in
tbe dairv districts, cauHDg a mortality in some
cases of 25 to 0 per cent.; and
Wiereas, Such l.ve stock, in the early stages
of the disease, are often driven by unscrupulous
dealers along tbe public highways aud into
drove yards lor sale, thus communlcatlu? aud
spreading tbe contagion into all section;, and
beyond the power ot individual larmers to pre
vent; therefore
Eesolved, That three Commissioners, or such
o'her number as the Legislature may direct, to bo
called the joint Board of Commissioner on
Diseased Cuttle, snail Immediately alter the
passage of this act be appointed in each of the
above counties, and such others as may require

Commissioners or Veterinary Surgeons to aid
tbem in the discharge ot their duties. They
shall have power to administer oaths, aho give
public notice ot the outbreak of any dangerous
aitease, ana nave power to piace diseased
cattle under quarantine, or cause them -to be
killed, as may teem necessary for the publie
protection; nut in tne latter case suai: cause an
appraisement ot sucn cattle to be made, wblcn
shall not exceed three-fourths ot their estimated
value, and shall be certified to the County Com
mleeionere bf each county, nod to be paid bj
them out of the County Treasury.
Any person wuo suait, atter toe passage ot
tbe act, tell or oiler to sell, or slaughter for
sale, knowingly, any diseased animal, or trans-

signed, and bad Mr. Seward countersign, the
commission ot Mr. Marks, as Collector of the
fiort of Philadelphia. This commission Is now
n the bands of Mr. areeant. specially in charge
of the Bureau of Cue tome, who will deliver it
to Mr. Marks as soon as his bonds are hied aud
properly approved. It is not in the power of
Pretideut Grant to withhold it it Mr. Marks
products tho proper bond, and he can now
oi ly be removed by the Senate's confirmation
of a successor while the Tenure ol Office bill
ren ems unrepealed or unmodified.
Both Senators from Pennsylvania are in favor
of Mr. Marks, which makes the confirmation of
anyone "vice Marks to pe removed," as tue
bill lor a chance will have to read, a matter of
very great doubt, it not absolutely Impossible.

The lire was one of the moot extensive and
destructive that has visited our City for many
years, the beat being so Intense that even the
marble eornioe was almost obliterated.
We had, as yon are aware, two of your valu
able and weU-known CHAMPION FIRE
PROOF SAFES; and nobly have they vindi
cated your well-known reputation as manufac
turers of FIRE-PROOF SAFES, If any fort bar
proof had been required.
They were subjected to the most interne heal,
and It affords us mnoh pleasure to Inform you
that after recovering them from the ruins, we
found upon examination that our books, papers,
and other valuables, were all in perfect oondl
lion.

nut streets, was, together with our heavy stock
of wall papers, entirely destroyed by Are.
We had one of your PATENT CHAMPION
FIRE-PROOF SAFES, which contained our
principal books and papers, and although It was
exposed to tbe most Intense heat for over 60
hours, we are happy to say It proved Itself
worthy of our recommendation. Our booiu
and papers were all preserved. We cheerfully
tender our testimonial to the many already
published, In giving the HERRING SAFE the
credit and confidence It Justly merits.
