ought to be put down now, or it was a great

We shut our eyes and wonder where we are. Is
it, or is it not true, that there was such a fellow
as Chief Raton Nicholson? Was or was not bis
portiait as tamillar to all London people as the
lion on Northumberland Hout-e? Did he uot go on
for years uuchecked in his duty trade? Later
still, have we rot walked in Leicester square?
Have we uot seen and read the auuouncemcnts
pictorial aud in print of all those Corinthian
and Lampsaccne prettine-3es ? Is Finlen's
name, and the connection of that preal politi
cian with oueof these Judge and Jury Societies,
forgotten, or was it recorded long ago in con

recognized as Exeter Hall itself ? But all of a
sudden it comes out that the house which har

disorderly ; a grave offense has been committed;

impiessive language is used by the Hlttine
magistrate; eveu the lawyer employed to defend
Mr. Henry Brooks apologizes for his advocacy;

leader on bis conviction, the effect of which is,
however, slightly counteracted, and its affect
ing deicnse of propriety and cleanness

August 81. Bidders will state, however, the rue
(fcf parately for each mouth from March 20 to
Ootobcr 20 Inclusive, the date ol starting, so as
to determine the rate to be paid) at which they
will perform the service from each of the start
ing points of destination above named, as fol
lows: 1st. The rate at which tbey will transport each
ofllcer and soldier (cabin passage to bo provided
lor oillcers, and for soldiers necessary faolllUes
for cook log their rations, which will be supplied

2d. Tbe rate per 100 pounds at which they will
transport supplies.
8d. The rate each at which they will transport
horses, mules, cattle, ambulances.carts, wagons,
etc. (troughs for feeding animals to be supplied
by the steamboat).
A Just preioreuce will bo given to parties who
own and control boats. Boats will be expected
to always give the Uovernment freight the pre
ference, and in no case will be allowed to carry
private to the exclusion of Uovernment freight.
The contractor will be required to transport
stores by land in the event of failure by water,
and nil stores received by the contractor for
transportation must be delivered at their denti
nal ion within the year li9.
Bidders will pleaseglve the rate at which they
will iumlHh transportation down Btream,
In case the contracting party fails to carry
freight as required, the Government reserves
the right to lurnish the transportation at the
expense of the contractor; aud nothing herein
contained shall be so construed as to prevent
the Government from transporting public sup
plies on any of its own boats.
Tbe Government reserves the right to reject
any or all the bids that may be offered.
Bidders are Informed that no boat loaded
with Government stores will oe allowed to go
above Sioux City, Iowa, drawing over tnree
and one-hair feet of water, and that boats will
not be required to go to points above Sioux
City with less than 130 tons
Bidders should give their names In full, as
Weil as their places of residence, and each pro
posal must be accompanied with a bond in the
mm of 810,000, signed by two or more respon
sible persons, guaranteeing that in case the
contract Is awarded to the person proposing,
the contract will be accepted and entered into,
and good and sufficient security furnished by
