The Select and Common Counolls of tbe City of Philadelphia do ordain, Tbat tbe following named gentlemen, to wit: William Adamsou, William P. Mlskey, Hiram Miller, James Page, Joshua Hperlng, Alexander J. Harper, John McCarthy, John Hobblns, Jr., George Day, James H. Orne, Hobert P. Milling bam, James V. Watsou, James H. BUIlnglon, James B. Watson, Thomas U. Waller, Nathan Hllles, and William Morris Davis, who, together with the Mayor and the Presidents of Select and Common Councils, Chief Kngineer and (surveyor, Chief Engineer of Ibe Water Works, Chief Commissioner of Highways. Inspector of HUam Engines and Boilers, Commissioner of Markets and City Property;, and they are hereby appointed and constituted Commission ers for tbe erection of Public Buildings for the accommodation of tbe Courts and all the City and County Officers, who shall bold their office for the term of five years (excepting those who ate members by vlrtueof tneir otlloe as Mayor, President of Council, or Head of Department), unlets the buildings herein provided for shall bave been before tnat time erected and com pleted. Tbat it shall be the duty of the said Board to ndvertlse in al least two dally news papers published in said city, lor three weeks, lor plans and estimates of cost of the propsod buildings; and Ibey shall, within three moutns (trier their first meeting, determine upon and adopt a plan, and thereupon shall determine what portion of said plan snail be first executed. Tbey shall advertise lor at least two weeks in one or more newspapers for proposals for the erection oi such part lo be by them desig nated in tbe advertisement; and tbey shall avtnrd the contract or contracts to the lowest and best bidders, who shall give such security as tbe Commissioners shall deem sufficient; ai'd wbo shall thereupon enter Into a oontraot with tbe said city, and shall proceed, under tbe dliecllon of ibe said Commissioners, to erect said buildings and fit them np for the purposes Intended. That the faith of the city of Phtla dtlphia is hereby pledged that at ibe time of fixing tbe annual tax for general purposes, In each year, and annually hereafter until ihe said buildings are finished and completed, they will levy a special tax of one- tenth of one per centum uron tbe taxable property within the city of Philadelphia, or such other rate as will yield at lesst three hundred thousand dollars annually; tbe said special tax to be collected separately and to be kept as a separate fund by the City Trtasuier, and to be known as 'The Publlo Buildings Fund," and Ibat tbe said sum so raised by taxation shall be annually appropri ated to the erection and completion of said buildings, and for no other purpose. Provided, that no money shall be expended by this Com mltslon, except as tbe same shall be appro priated as bereln provided. Section 6. Tbat In order tbat immediate steps may be taken for tbe erection of said buildings, the sura of ten thousand dollars is beret v appropriated to tbe said Commission ers ol Publlo Buildings for the purpose of car rying out tbe objeots or tuts ordinance. The said mm to be telmbursed out of the amount to be raised by taxation under the provisions of this ordinance for tbe year 1869.
