The ordinance authorizing the City Treasurer to
faMi immediately all warrants drawn on account of
children or adults supported in the Almshouse at
the expense of parties outside was agreed to.
An ordinance Authorizing the Chief Engineer and
Surveyor to recall sewer assessment lulls for work
done on tho west side of Kleventh street, between
Christian street and Washington avenue, was re
ferred to the Committee on Surveys.
A response to a resolut ion of inquiry was now re
ceived trom the Trustees of the (ins Works.
This body say t tint thev have expended in laying
mains about SloT,(jO(). Tbi.-i, they say, was dune
before culling upon individuals to prepay the
amount involved. Tliey have received from private
sources lor mains nnd servlce-pipo Sii5,!)7U, all of
which hns been expended in the operations of the
Trust. Should there be a sufficient consumption of
pas to warrant it, this amount will bo returned to
the parties paying it when Councils pass a loan for
that purpose.
A note was received from tho City Treasurer,
vindicating himself from a certain vague but Indi
rect censure on the part of certain members ot the
Chamber.
The communication was referred to tho Commit
tee on Finance.
The ordinance providing for an cxtansion of tho
buildings of the county prison was debuted at
length and then lndlfinitely postponed.
The appropriation bill of $21,4o0 for the law de
partment for lSl'J was passed.
The Common Council now announced that It
could rot concur with this Chamber in fixing tho
rate of taxation at S'2 per hundred.
Select Council then receded, and passed the tax
rate at tl HO, as fixed by Common Council.
A motion was made, to reconsider the vote on the
Tark Loan.
For want of a two-thirds vote it was lost.
Tho Water Loan bill met with like fate.
The Chair then announced that hereafter lie
would be obliged to declare as out of order any
further motion to suspend the rules to reconsider
anv vote on the Loan bill.
Mr. Page protested to tho Chamber that lie now
washed his hands from the soil of any attempt to
defeat the l'ark l-oan and the League Island bill.
Mr. Page said that until this appropriation was
passe'd a title to League Island could not bo given,
lie had just received n telegram from Washington
to that etlect, and unless this appropriation is
made, the naval depot will be located in Connecti
cut, Let it be (lone, and the government will at
once accept League Island, and begin upon it tho
work of converting it into a naval depot.
The motion to take tho required fund out of a
loan to be hereafter created passed by a vote of 2J
to i.
The ordinance then passed finally. Adjourned.
Common Brandt President Joseph V. Marcer

A communication was received from the commis
sioners of the South street bridge, asking an appro
priation of S5000.
The usual batch of petitions and communications
upon various subjects were received uud appropri
ately referred.
A message was received from bis Honor, tho
Mayor, announcing his approvul of certain bills.
1 ho Common Council bill fixing the tax rate for
the year WM was received from the Select Coun
cil, with an amendment substituting $2 instead of
(1 SO as such rate.
Mr. Kvans moved a concurrence in tho amend
ment. A long and animated debate followed.
Mr. Harper discussed tho question with great
clearness in favor of the rate fixed by tho majority.

nine per cent, instead of twelve lor prompt pay
ment of taxes.
The Committee of Highways have already re
duced tho amount asked for by tho department
!UO,000. The Committee on Gas-works have re
duced tho amount asked for over 00,000. The bill
for public schools has been largely reduced, and
the other bills will undoubtedly be reduced more or
less. It Is calculated that the saving in the reduc
tion from twelve to nine per cent, in tho discount
will save over $100,000, so that it can be safely calcu
lated that if the loans are made which should be
mude there will be a margin at a tax rate of Slat) of ,
over a million of dollars.
After some further discussion, the previous ques
tion was moved and carried yeas 20, nays 9.
The amendment was then disagreed to yeas 12,
nays 28.
A communication was received from the City
Treasurer, justifying his courso. in relation to the
payment of warrants, Referred to tho Committee
on Finance.
Mr. Harper offered an ordinance supplementary
to an ordinance passed in April, 1804, appropriating
1 12,000 to tbe Law Department for tUe payment ot
expenses incurred in connection with the purchase
Of Leagui Island. Agreed to.
The Chamber then elected Amos Hillburn by
acclamation to fill the vacancy in the board of di
rectors of the Wills Hospital, caused by the resig
nation of Mr. John C. Purr.
Mr. Wagner ottered a resolution suspending for
the balance of tho year lht.H the rule of Councils
requiring the adjournment of each meeting by
seven o'clock. Agreed to.
The following bills were received from Soloct
Council and considered:
An ordinance making a transfer lu tho appro
priation tor supplying the city with water lor the
year 18t0. Agreed to.
A resolution authorizing certain Improvements
in the Shenll's ollicti and tiio ollice of the Clerk of
the Orphans' Court. Agreed to yeas 23, nays 10.
An ordinance making an appropriation to the
Law Department and for other purposes. Referred
to the Committee on Finance.
Mr. Harper, from tho CointulUeo on tho Gas
Works, made a detailed report, expressing satisfac
tion with tho condition ot such works, and giving
considerable valuable statistics concerning their ca
pacity, tho amount of gas consumed, t&o.
Several resolutions were reported from the Com
mittee on Highways, and agreed to, concerning the
grading of streets, transfers of appropriations to
the Highway Department, S:c.
Mr. Myers, from tho Committee on Police, offered
an ordinance milking an appropriation of $100 for
the rent of a school-house at ISridesburg, used as a
lock-up. Postponed for tho present.
Mr. Smith, from the Committee on Trusts and
Fire, reported a resolution restoring to duty tho
Spring Garden and Western Steam Fire Engine
Companies. Agreed to.
Also, an ordinance authorizing the Chief En
gineer to issue uniform, badges to the members of
tiie Councils, reporters of tho press, lire insurance
agents and tho .Superintendent of tho tiro alarm
telegraph. Agreed to.
Mr. IJardsley, from the Committee on Surveys,
ottered an ordinance authorising tho construction
' certain sewers. Agreed to.
Also, an ordinance prohibiting the digging up of
any street lor tiie purpose oi laying pipes, uiaius or
constructing sewers, between the 1st of December
and the 1st of March, in any year, unless for tha
purpose of making necessary repairs to sewers or

The session of the Pennsylvania Anti-Slavery
Society was resumed yesterday atternoon. Alter
a lew remarks jrom Mrs. Molt, Mrs. Grew, and
Mr. Powell of the An'i-Siawry standard,
Wendell Phillips was called on lor u few
remarks, and he spoko subs'.autially as follows:
There was one thing which had espe
cially distinguished tue negro question,
and that was its simple, specide cha
racter. We have been eimp!y a tocicty tor
the abolition of negro slavery. We have dog
gedly hinged all our movements on one simple
idea. Now we are just ueaiing the port: the
harbor is in 6lpnt; it bas not been a poor
voj ape, nor was the labor light. Ours was the
Christian test ot the age. Futy years hence our
history will be made of the quarrel between the
races, und our romance will consist of the pic-iuiet-que
clement ot that quarrel. It this society
had been spread Into general Christianity, we
would be now where we were in '33. The Instinct
of the opposition saw exactly the strength of
anti-slavcrj its one idea. We shall never
entirely get rid in our day of social prejudice,
but we cuti clean the orpauic luw. A r ation cau
make a step thut cannot be recovered. The
speaker's criticism ot Andrew Johnson was, not
that he has lost the country four years, but that
we shall never stand again wheru we did in
1805. The journals now give us all the depth of
water we require persistent etiort will oo the
work. And yet the miracle of a nation's regene
ration may be taken trom u. We have been
chcand In so many tbiuns impeachment for in
stancethat it is impossible to say. but he had
faith faith held for inauy weary year?, aud not
now to be relinquished. It Grant gives us a safe,
rctpectable Cabinet, merely It is pissible that
the country may drift back into the spirit of
the times before the Kebellion. We must not
expect any prompt humanity from Grant;
Lu is simply a soldier, though he may be an
honest one. What we tnieht have got was a
man who would have been to the whole country
what butler was to New Orleaus. Wade was
that man, but Senators knew what he would do
if elected, and were alraid of him. The Presi
dent, when he bought Hose, wasted his monev.
The speaker continued his criticism of General
Grant and other public men at some length, and
with great severity. The question in the war
was, which shall own this belt of continent,
Calhoun or Massachusetts ? 100,000 graves have
answered. We have lought the battle, though
only half awake. The trouble now Is that Grant
is not an abolitionist. Our anti-Blavery tue
must last till that time when the lav of the
country is cleaned. The reticence of Grant a a
Foidicr was proper, aa a Presidential candidate
it was disloyal. God has given us the hour and
the text; one more effort and we shall berable to
redeem the original pledge of the Anti-Sluvery
Society, to make a black man and a white mun
equal lielore the law.
The Treasurer's report was then read, by
which it appeated the amount in the treasury
was $20-15, and that dor a' Ions received during

finance on Thursday last, censure is cast on me
as the City Treasurer, "for reserving the re

due January 1, lHti'J, instead ot providing for
the same by a temporary loan, as has been the
course bcTetolore pursued by previous City
Treasurers."

penalty of a misdemeanor must be complied
with by the City Treasurer. It is a contract lo
which there are two parties, the city and tho
loan-holders. If violated by the Councils, it
can be enforced by the judiciary. If dig regarded
by the City Treasurer, he must suffer the
penally. The best interests of the city being
depeiioeiit on its scrupulous observance, I am
very sure that jou will allow no impression to
exist tl a, either on vour own pnrt or that of
any city ollicial, there Is a desitp to evad or iu

than to any other cause, is to be attributed the
hieh credit which the city ot Philadelphia now

ment. Your honorable bodies will fully appreciate
the importance of this subject, au 1 particularly

on Finance are allowtd to pass unnoticed.
To remove the lalsc impressions they may
have created, and protect the credit of tiie city
lr m their consequences, as will at myself from
unjust aspersions, 1 have been induce I to ad
dress jour houorable bodies, aud to express, as
1 have hi reiu done, most unequivocally that the
law, both b gaily and morally, is binding on the
City Councils and the City Traurer.
If, however, there should exist anv doubt on
this point on the part of your houorable bodies,
I respectfully request that it be submitted to
the City Solicitor lor his opinion.

In the House ot Representatives yesterday
atternoon, the Seuute joint resolution regarding
thecceau mail service betwten the United States
and China w as referred to the Post Office Commit
tee. A resolution for a recess from the 21st
instant until the 5'.h proximo was offered aud
ailt pted. A bill regulating the value ot legal
tenders and rroviding trr their redemption was
re'rrrt d to the Committee of Ways and Moaus.
At H"-(0 P. M. the House went into Committee ot
the W hole, and at 4 P. M. adjourned.
Foreign Affairs.
London, Dec. 10 The members of the new
ministry had an audience with the Queen yester
day, and formally accepted their appointments.
The following appointments are oltlcially an
nounced : Wm. E. Forster, Vice President of the
Board of Education ; James Stantleld, Acton Sayr
ton and George Grenfell Glynn, Jr., Lords of
the Treasury ; Grant Dull', Under Secretary for
India; 'William Monsell, Under Secretary for the
Colonial Department; Edward Hugesscu, Under
Secretary for tho Home Department; John Otway,
Under Secretary for Foreign Affairs.
Lom o.n, Dec. 10. The Times has a long edito
rial on the message of President Johnson. Al
luding to tho Alabama negotiations, it says the
English government has shown every desire to
make an arrangement, and it is difficult to believe
that the President, cabinet, or a hostile majority in
Congress will throw over a settlement arrived at
after long and laborious negotiations.
Lomion, Dec. 10, evening. The Parliament of
the United Kingdom was opened this afternoon, by
royal commission. Tho usual speech from the
throne was omitted. The House of Commons re
elected Mr. Deuison as Speaker.
Paris, Dec. 10. It is reported that the Emperor,
on his return from Compeigne to Paris, will accord
an audience to Olozaga, and will formally recog
nize him as the Ambassador of Spain.
The J'atrie thinks the messageof President John
son, in visw of the approaching close of his admin
istration, is unimportant, and that the only point
calling for attention is the recommendation re
specting direct elections.
Ma nit id, Dec. 10, evening. Tho insurgents In
Cadiz have demanded terms of capitulation, which,'
It is understood, the government are disposed to
grant.
Madrid, Doc. 10 An armistice of two days has
been agreed to with the insurgents in Cadiz for the
burial of tho dead, and to allow the women and
children to leave the city. At its conclusion, a
combined attack will be made by tho troops and
licet upon that quarter of tho city occupied by the
rebels. Tho latter have set free and armed TOO
convicts from the prisons aud galleys. Jt is esti
mated that the rebel force iu Cadiz numbers 3,000
fighting men.
Vale-ita, Dec. 10 Dispatches from Sicily re
port a fresh eruption of Mount Etna on Tuesday
night. The volcano broko out with Increased vio
lence, ejecting flames and lava until five o'clock
thiB morning, The torrents of lava devastated the
surrounding country. The ashes from the crater
fell on the town of Act lieale, aud were blown even
hi to the streets of Messina. At last accounts the
mountain was enveloped lu smoke, and labored with
deafening detonations. Great crowds have gather
ed on the northern shore of Malta to witness the
mognilicent spectacle, which, though 120 miles dis
tant, is distinctly visible.
Pkhth, Dec. 10 Tho session of tho Hungarian
Parliament was closed with a speech fioui the
throne. The Emperor Francis Joseph, speaking as
King of Hungary, eulogized tho labors of the Par
liament as tending to establish harmony in all parts
of the monarchy. Tho army bill, he declared, was
a pledge for the Integrity of tho kingdom and the
continuance of peace. He concluded with the hope
thut the most cordiul feeling with Prussia would be
maintained.
