If the entire American people are not as
thoroughly posted upon the subject of tluaaoe
as they abould be, U Is oertaiuly not owing to
any lack of agitation of the sutject. During the
late oampaiga li was tbe most fruitful theme oi
discussion both In tbe public press and upo
tbe slump. It seemed yesterday as If every
Senator and member bod been discussing tbe
subject slnoo tbe adjournment last July. Nearly
every ooe bad a bill In bis pocket containing
bis ldesa on the ques Ion. It Is remarkable tbat
.a majority of them pointed towards a spee ly
resumption of specie payments. Ani it Is inaat
fet,fiom peiEODal conveisatlon with members
and Senators, tbat a determination exists to
coma to tbe "bard pan'' of a specie basis at tha
earliest day posslole. Even tbe diplomatic and
scholarly Senator from Massachusetts, Mr.
Sumner, bas turned bis alleutlon to this most
difficult branch of political economy. Amoug
tbe great batch of papers which be presontoJ
yesterday be scarcely ever rises In the Senate
except be bos five or six bills aud resolutions
In his hand was one to provide for theresamp.
tlonof specie pay meats on tbe fourth of July
next. Tbat would be a very good day to bsgtn,
but this bill and all others must pass through
tbe oruolule of tbe Finance Committee, at

It is probable that a clear rxnJirKyof both

agree entirely as to the mode. Horace Greo
' ley's tbeoty that tbe easiest and "shortest road

should tbe Secretary or tbe Treasury attempt
to carry it loto eUot, Is not quite so clear. The

I time ago that Judge Kelley would probably
take charge of this subject In the House. It
was eminently proper that he sbould be tbe
fl' st to move In tbe matter. The question Is
. not a new one with him, and In Its advocacy
!he has bteu tar In advance of many of his con
temporaries. Kelley was qnickly followed by
Broomall, of the Westchester district, who pre

most not be supposed that they will be allowed
to slumber there for any length of tltre.
Tn ITnreeonslraeteil States.
The anomalous condition of Virginia. Missis
sippl, and Texas will receive the early attention
of Congrt ss. Already two or three resolutions
have been Introduced, directing the Committee
on Reconstruction to examine and report what
legislation Is necessary to make life and pro
nertv as safe In these States as in olhors of the
Union. Delegations are here la the interests of
the white and black loyalists, from both Vir
ginia and Mississippi, and It Is expected tbat a
similar delegation will soon be bore from Texas,
These will press upon tbe Reconstruction Com
mittee, and upon tbe members and Senators
generally, tbe Importance of speedy action In
bringing these States to their normal condition
In tbe Union.
So much bloodshed and anarchy have been
experienced In some of these Siates, especially
Texas, timing tbe last six months, tbat some
