the benefit of the police with as much propriety as

Mr. SMITH presented a resolution for the extension
of the track of the Second and Third Street Passenger
Knilwav along Amber street, from Frankford avenue
to Lehigh avenue, and thence to Frankford avenue,
whieh was referred t tho Committee on Jtailroad.
Colonel PA(H presented an ordinance providing

the money, to receive tho tignatureof the person pay
ing the fame to the memorandum of payment, ou the

payment to be dated the day the money is received,

A resolution was received from the Committee-on
Trusts nnd Fire, providing that the lire and lu'ee
1 companies wltnin the First Fire Division ahall meet
from 8 to 10 P. M. ou the liitU of November, tu vote
for an Assistant Kngincer for the First District, auJ
make returns to the. Directors of the Fire Department
on the Tuesday following. The person having the
highest number of voles to be returned to Select
Council, and if confirmed by them, ho shall be the
Assistant Engineer. Attached to the resolution is a
long report, setting forth that tho elect iou held on the
second Mondav of September was irregularly and un
fairly condncte'd, and is, therefore, null and void.
The returns of that election g ve tho position to
Mr. Sweeney, lor whom it was claimed that eight
regular and legal voles had been cast.
Colonel PAtiK expressed his view at length, sub
tiintially favoring the contlrma:ion of Mr. Sweeney,
and denouncing the evils which would come upon
tlreinen if they allowed political leeliugs or iutliieuccs
to enter into their actions.

appertaining to the investigation made by the com
mittee of which he was a member, wheu
Mr. HARLOW inquired ot him whether Mr, Sweeney
had eight legal votes.

September, and characterizing it as a series of frauds
from beginning to end so far as the election of As
eistant Engineer in the First District was concerned.

mittee on the table, which was agreed to by a vote of
la yeas to 11 nays, as follows:

Mr. HK'I ZELL opposed the taking away of power
from the Mayor. He believed the bill to have been
gntien up purposely for partisan purposes. If the
Republican candidate had been eieclcd tuere would
have been nothing said of u change needed in that de
partment. Mr. HANCOCK said lie was in favor of the bill, and
lie was still in favor of talcing away the power of ap
pointing policemen from ihe Mayor. He was in favor

Mr. EVANS favored tho bill. He considered the
change necessary, because it would be a saving ol
money to the city. The operators are men crippled in
