have received your reply of the 10th Instant to
my letter of the 8th. It, as you say, tbe practice
relating to naturalization of aliens, which In
mine I bad di?npproved as irregular, was "ap
proved" by my two brothers lately holding th
Nisi Prim, and ir you acted under the "direc
tion" of the Judge who held the Court, I have
nothing more to say on tbnt point. It would be
Improper, In a letter to a cleik, to comment on
tberulinus of a member of tbe Court. lean
now only reeret, if your statement bi correct,
the practice 1 bad condemned is brought homo
so nearly to ourselves.
Waiving that, I am constrained to say that
your explanation of the ruh of naturalization
papers tbroueh our court Is not patisfactory. It
is wholly immaterial whether the true average
per paper be twenty-five or tbirty-flve seconds,
this momentary period bolnff wholly inadequate
to any intelligible understanding and determi
nation of the case. The petition must be opened
and read, or its contents stated to the judire.
If there be a previous declaration of intention,
the certified ccpy from tho record must be ex
amined and tLe jtidee fatisfled of Its character.
One oath is to be administered to the applicant
and another to the witticsj, the jurats thus doub
ling the number of the petitions. The judue
mu&t then fotm his opinion iu each ca'e on the
evidence of residence, moral character, and fit
ness of the applicant, bis attachment to the
principles of the Con-tltutlon, and right dispo
sition to the good order nud happlucss of thh)
country.
But, in order to dispose of the greiit numbT
of cakes run through ho hurriedly, you inform
me that five or more persons were ennaed in
tue business, and tout una would eive tnree
minutes of time to each cae. That would do if
it belonged to each subordinate or tipstave to
decide, and he were qualified by learning and
capacity to do so; but you forget, or omit to
mention, tnat as tne I. cunt lias out one udie
and one prothonotary. a single person necessa
rily must examine and pass upon every case,
BDd, therefore, each must be examined and
determined in the twenty five or thirty-five
seconds of time. You consequently either
permitted the subordinates and tipstaves to
decide upon the admission to citizenship, or
suffered tome of the cases to pass through
WituOut a determination.
As to vour fees, it is a matter of no moment
whether they were paid or secured by card, the
circumstance having been mentioned as an
element in the consumption ot the brief period
of time, and not as important in itself.

before been settled bv the Supreme Court or the
United States, in 4 Peters, 407. As a lawyer, I
suppose you would readily comprehend what is
implied in a judicial act, aud thus perceive how
lor your practice nau departed irom tne appro-1
piiate character of a judgment of the Court, It
is nnnecetsnry to add more.

generation. Let them continue, glorious monu
ments of a noble light, for which your children's
children shall bless you.
Let your elforts be solely devoted to increasing
the vote of last Tuesday, and by this means de
monstrate how overwhelming would have been
your triumph had the gang of rebel vagabonds who

river, H. I., bus been prepared for Illuminating appa
ratus, from which a fixed white light will be exhibited
lor tbe first time on tbe evening ot November s. The
light will be visible, lu clear weatber, at a dmtanoe of
about eleven nautical miles. A fog bell Is attached to
this s'atlon, which will be rung during thick weather.
The light at Nay at Point, Immediately opposite, will
be discontinued Irom the 6th of November.
Notice Is also given that wltb a view to facilitate
tbe navigation of Brewerton Channel, In tbePatapaoo
river. Maryland, two lighthouse structures have bnen
erected mm near Hawkins' Point, aDd the other on
