Nearly ten and a half year ago namely, on
February 0, 1858 a House of Detention was es
tablished In two plain brick residences, Nos. 85
and 88 While street, one of the honse bnin
used lor the male witnesses and the other for
tbe female. This arrangement continued for
about three years, the corner-stone of the pre
sent building in Mulberry strte'. having baeu
laid November 31, 18C0, and the female and tie
male occupants of tbe White street home re
moving thither May 1 and June 5, respest
Ively. During these ten years and a half, wltoesei
of nearly all ages and conditions have baen re
ceived. Daring the Rebellion tbe United State 4
had the privilege of sending its witnesses
thither. Some of these were men and women
of wealth and culture, whom It would have
been barbarous to compel to associate wlttt tbe
other Inmates. For the vast majority of de
tained witnesses are exceedingly rough; the
women and gills. In their way, being not one
whit behindhand with the men and boys la
the accomplishments of uureOnement. Oulll

the cell may have done anything but cure her
of. Not so with witnesses, who in the eyes Or
the populace are often an devoid ot romantic
charm as the real criminal is In ibe eyes of tbe
police. If I am to believe the assurances that
bave been made me, there baa scarcely been a
decent witness dothlned in the New Yors
House of Detention, with the exception of those
sent thither during tbe war by tbe General
Government, and the few ladiesaud gentlemen,
and the children of ladles and gentlemen, who
bave been granted the blc-esing there of private
apartments. At first, one of the largest and
handsomest rooms in the male department
twenty-one feet long, eleven feet high, and
fifteen und-a-half feet wide, was set apart as a
parlor for the men, but tuelr conduct at tbe
Windows, which fronted upon Mulberry streeta
was so outrageous that no decent man, or
woman, or child of intelligent years woald have
liked to pass. Kejdut ultrun of obscenity, which
no mind not morbidly tottering from long
familiarity with tbe suijeci would ever bave
dreamed of were perpetiated lu language and
actions, and the parlor eyntem was, therefore
Boon done away with. The killing-room down
stairs Is a most dismal substitute for It, tbe en
tire furniture conblstlng of three solitary
wooden benches without backs. Tuese benches
are profusely adorned with improvised checker
boards, elaborately hacked with Jack-knives
And giving tbe impression lhal the leisure oi
tbe Inmates Is devoted less to playing tbe game
than to manufacturing the material wherewith
to play it.
As a rule tbe kindness In supplying witnesses,
either male or female, with books, is entirely
thrown away. To tbe old White street estab
lishment a library of over 300 volumes, together
with tbe book-case contalni ug them, was given
by Mr. Benjamin R. Wlmurop, a retired New
York merchant. Three-quarters of the books
were Boon mutilated or lost, the women and
girls especially tearing out leaf after leaf to light
their pipes with or make curl-papers of. I did
not bave tbe advantage of bearing tbe opinion
of Mrs. Reynolds, the matron, but tbe sergeant
in charge assures me that the women are worse
in this respect than even the men. Pdrhapi
this rivalry is only apparent, us It Is more than
likely tbe men never lead at all.
In tbe minute books of the House ire entered
the date on wblcb every witness Is received,
tbe full name as well as that or the defendant,
the crime In evidence of which the witness Is
detained, the name of the police tuslloe making
the commitment, the date of the discharge, an J
the age, nativity, and occupation of the witness.
At the end of every October tbe Sergeant in
charge makes an abstraot of these minutes, and
bands 11 In to Chief Clerk Beth C. Hawley, at
Police Headquarters. The capacity of lue

Tbe average number is twe ity. Tbe greatest
number at any one time has been one hundred
and twenty eight; the smallest number one. I
a witness, at the summons of the District
Attorney, leaves and does not return, it Is taken
for granted that he la dlschaiged. The various
forms of commitment and discharge are filed
away every month, so that information can at
any time be furnished to the Controller's otfioe.

The Male and the Female Departments are of
nearly equal size, the peculiarity of the locale
giving a Utile tbe advantage to crinoline In tbe
lze of bed-rooms. Those in tbe men's depart
ment are eleven and those in tbe women's
thirteen feet by eight. Tbe bouse couslsU of

Louse was very full, a joung witLess was de
talked there, who gave the name of Eugene.
He did not look more than seventeen, was ex
trtmelyneat In person, and palufully modest

witness was oharged with murder In the first
degree. The evideuce which Eugene gave was
given with evident reluotunce, and went
to exculpate his master, for be was
stated to be an apprentice to whom he was

the tour for retiring drew near, the officer la
charge of the house was surprised at Eugene's
appi arlng before him, and, wllh the most art

by himself. The tears, the attitudes, the

appial was made, aroustd the officer's suspi
clon and he at once charged Eugene with being
a woman and having concealed ber sex. The

ploy! d to save the wretched criminal's

fell upon ber knees and implored secresy.
This, of course, could not be granted. She
was given in charge of the matron, and fnr
ulslu d with clothes proper to her sex. Tbe dis
covery of tbe imposture turned the scale against
tbe criminal, aud destroyed his last chance
for 11 le. But before sentence was executed,
brain fever had done Its work for Eugenia (for
such wns her name), and when It left her, she
was found a hopeless maniac, a fit candidate
lor the shades of BInghamton, where she was
