BIsnnlal Sessions of Territorial Leclsla
turi, The bill providing for biennial sessions of Ter
ritor'ud Legislatures was cou-ildered to-day. The
Senate Committee ou Territories authorized its
Chairman to report favorably thereon.
The same MM fixes the ualarits of Governors
of all territories at $2500 per annum.
Territorial Oillcers.
Fowler's bill, providing for the election of
(lOveicoTS aod Secretaries of Territories by the
people, was laid over for this session.
Health of 8tator Urluis.
A letter was received here to-day lrom Senator
Griuie?, dated Data, Mune, which says ttitit his
health is almost wholly restored, lie hus gained
,n fir sh, and does not tind any difficulty in usiog
his limbs. He does not propose returning to the
Senate this session, but will shortly leave for his
home in Iowa.

The Republican Congressional Committee
have meived letters to-day from Mississippi
giving some account of the condition of affairs
in that Stale.
The Chairman of the Republican State Com
mittee Kays thut although the returns are not
all in tbe iudicatious ate thut the St.ite has gone
Democratic.
Tli Election Frauds.
The committee of five appointed by the late
Convention to investigate the frauds are in
session at Jackson, and the result of their labors
so fftr shows that in nearly all counties gross
frauds have been perpetrated.
Governor Sharkey,
wilh others, threatened the Committee with
violence ou the 3d of July, if they did npt cease
their investigation.
Vloltacs In Procuring Votes.
The Committee tay tn many instances the
neeroos were compelled to vote the Democratic
t'eket under threats of violence. The official
returns from twenty-seven counties have been
received, and they show a total Kcpublicun
majority of 7433. Thirty-four counties are yet
to bu heard from, most of which have given
Democratic majorities. The Committee of Re
publicans arc now on their way here to lay
before Congress tho condition of affairs in the
State.

General McDowell arrived here to-day, and
had interviews with the I'residont. He leaves
