THE DAILY EVENING TELEGRAPH PfflLADELPHIASATOItDAY, SEPTEMBER 28, 1867. Long before the hour announced for the com mencement of the meeting at Motional Hall, It W nlled to Its utmost capacity by a vast audience of ladles and gentlemen. The hall proper, the gallerleH, the private boxes, the stage, the stairway, and every available spot was occupied. The platform was occupied by many of the most distinguished and eminent leaders of the Kepubllcan party, and as his Kxcellency Gov ernor Geary took bis seat the applause was actually deafening. The hall was handsomely and appropriately decorated, and with Its en thuslaatio and cheerful audience presented a truly grand and mngnltloent scene; . A great number or transparencies were brought into the line of the multitude as they swept into me nan, ana among trie many In scriptions were "Soldiers In war, Citizens In Peace I" "In Union there is Strength," "The True Holdlers know their Friends," "In Peaee, as In War, Faithful to our Country, ' "InPeaoe or War, Faithful to the Union,'' and many others of like Import. In tlie rear of the stage was a magnificent transparency, bearing the significant words, "bheridan not Ave miles away." Prominent on the stage was Miss Anna E. lilckinson. The meeting was called to order by Clayton McMlchael, 1-sq., after which the Throne of Grace was solemnly Invoked by Itev. George D. Ay res. General Louis Wagner, Commander of the Grand Army of the Republic, was chosen as President of the meeting. General Wagner, on taking the chair, made a brief speech, review ing the course of the Democratic party previous to and during the recent war, and contended that their record was of such a character that they could not be trusted with power, norcould the soldiers vote for the ticket they had nomi nated. A long list of Vice-Presidents and Secretaries Was then announced and approved. Colonel B. B. Wylle Mitchell, M. D., late of Sheridan's aavalry corps, then read a series of resolutions. Dr. Mitchell served as a surgeon In the army. On one occasion he led a charge, dashing among traitor cannon and bayonets, and for that service was breveted; a Colonel, lie read resolutions as thus: Betotwd. That the unnatural war waged for four years by the misguided men of the South, at the In stigation ol their corrupt leaders, with the conni vance and aid of prominent Democrats of the North, for the avowed mimosa, of nernetuatlnir alaverv and dissevering the Union, was definlti ly concluded and extinguished by the surrender of all the armed forces ot the Confederate Rebels to ihe armies of the ' Union, under Generals Giant and Sherman, in April, lb5. Jtetolitd, That the emancipation of the slaves of the South obliterated the cause of the war, and that the continued victories of the Union armies, the severe punishment, retribution, and desolation they lnliloted on the South, exhausted the resources of that rebel- . llous section, and convinced at last their armies, their generals, tuelr political leaders, and the entire Boutn ern Deonle. ol the madness of their schemes, andldeter- mlnea them to abandon every and all resistance to constitutional rights and Federal authority: and that, taught by lue inexorable logic 01 war (wmcn tuey themselves had Invoked I. they were prepared to ac knowledge allegiance and discharge their duties to the republic ana peaceaoiy to concur in recun Btructioa on the principles of true republican govern- miiriL Kesolved, That the liberal terms allowed to the South bv General Grant, and approved by President Lin coln, and the hearty and generous response to these terms hv the neon I e of the ioval States, and the cheer ful acquiescence by the people of the South In the same, and also In all the rlgbtB and relations of the colored race growing out ot their new condition, gave assurance at this time tbut the whole people ol the ntira noiintrv would strive In emulation to repair the Ills ot the past and unite to make the future of our common country alike nourisnnig in every section.
