That the lawd passed by Congress having for ther object the reconstruction ot (he Union on tho bans of liberty and justice to all men, ref ectinp, as tbey do, the loyal sr-ntimeut of the country, oiler to tbe people of the South tbe mort favorable terms upon which they can reasonably hone to be reinvested tvlth the rights they voluntarily relinquished in their mai at tempt to destroy the doverntnent which con ferred them. 3. That the public acts of Congress under the C(ntitulioii are the supreme lews of the laDd; that It is no less the duty ol the President to see that they are faithfully executed, than it is of the people to obey them; that whether those laws relate to tho reconstruction of the Union or to other subject, every attempt of the President to frustrate or delay tbe execution ot them is a violation ot his mist, and an abuse of the power of his ollice. 4. Besoived, That impeachment is the solo defense of the people against ihe incapacity, negligence, or perhdy of the Chief Magistrate. Madison. That with a view to the exercise of the power of impeachment, tho House of llepresentatives have a ritfht to investigate the conduct of all public officers under the Government, and in such a case, tbe safety of tho Republic is the supremo law; and tho power of the llouse in this pursuit reaches the most secret recesses Of tbe Executive Department. James X. Folk. That the abuse of power confarred upon the President may be as criminal as the usurpation of power which has not been granted, and would justify the House of Representatives in Toting an impeachment. James Buchanan, That a wanton removal of meritorious officers "by the President is an abuse of power which subjects him to impeachment and removal from bis own high trust. Madison. 6. Besoived, That the prompt and indiscrimi nate pardon of persons duly convicted and sen tenced, in the courts of the United States, for counterfeiting the national currency: The attempt to nullify the act passed by Con jrress over the Executive veto, lor the recon structlon of tbe Union; The suspension of Edwin M. Stanton from the Office of (Secretary of War, the duties of which Le had perlormed not only with fidelity to the country, but with distinguished ability; The removal of General Sherldau, an accom plished and illustrious officer, from his com mand, at the instance of prominent traitors whom he had offended by his faithful execution Of tbe la we; And the recent proclamation of amnesty, issued, as we believe, without authority, aud for the purpose of restoring to influence and power persons who incited the South to re bellion, and who are yet under an oath of uuegmuce-io a ijovernmeut unknown to the Constitution, which they hope to re-establish, are acts whlcli constitute, prima facie, such abuses aud usurpations of power as to demand the Impeachment and trial of the offender, in order that the Constitution may be vindicated ana the National Government preserved in its integrity. 6. That in the present alarming crisis of tho country, we conceive It to be our duty to use all proper means to exclude the political influence and patronage of tbe Democratic party from all offices within tho gilt of the people; and to that end we appeal to the loyal citizens ot Philadel phia and of the Common wealth to attend the polls at the approaching election, and cast their votes for the candidates preeented by the Re publican nominating conventions. 7. Besoived, That we do most especially and earnestly recommei d the election of Henry W. Williams, of Pittsburg, to tho Bench of the Supreme Court, as a learned and accomplished jurist, and a truly loyal and upright citizen. And in like manner we recommend to our fellow-citizens of Philadelphia the election of M. Russell Thayer as Judge of the Court of Common Pleas, assuring them that in Mr. Thayer they have a caudidate of tho highest legal ability and of the purest character, and One whose loyalty is inborn and above suspicion. 8. That a Committee of fifty members of the League be appointed by the Chairman of this meeting to carry into effect the sixth of these resolutions. Assault opon Renendb Offices Brooks. Five of the men who were engaged in the attack upon Mr. Brooks at a distillery at Beach aid V.ORAes.Btreets had shearing before Alderman Eed as being pYeeent at the assault. They gave the names of James Hippie and Henry Brogan. and were held in $1500 bail each, on the chaive of assault and bat'.cry with intent to kill, and the other three were discharged. As Mr. Brooks is a United States officer, aud was In the performance of his official duty when assaulted, it is probable that other means' will bo taken to secure the persou9 who assaulted him than these described.
