6. Tbe Cenbtttution of the United States, and the
laws made Hi pursuance thereof, are the supreme law
ol the land, anything In tbe Constitution or laws of
any htate to the contrary Dor withstanding. No (State
or combination of mains have the right to wltbdraw
lrom the Union, or to exclude through their action In
Congress, or otherwise, any other Htate or Htates
from tbe Union, The union of these Stales is per
petual.
. 'ihe confession nfThaddens Stevens, trie driver of
the Republican party, that the legislation of Congress
necessarily and absolutely repudiated the Constitu
tion, "outside ot which all agreed they were acting,"
adds to 1 he treason of usurpation tbe crimen! perjury,
and unless signally rebuked by tbe President and the
people, will result In anarcny and ruin.
7. That II Is the sense or the .Democracy throughout
the land, and nowhere more clearly than here In
Philadelphia, where the Constitution was created,
that If we are standing amidst its ruins, they are
lacred rulus for us, and we will never pause, until by
concurrent sympathy and action, we restore and
build up In ail Its parts tbe Constitution radicalism
boasts It has destroyed.
8. That it Is the clear sense of the Democratic party
ol Pennsylvania that the contiguity of tbe great negro
communities on onr borders Is dangerous to our
peace that auffrnge Is exclusively within the scope
ot btate legislation, and that if Congress attempt to
say who shall vote In Maryland, Kentucky, or Penn
sylvania, Htates whose fidelity to the Colon has never
been questioned, It will be submitted to by none, but
resisted by all.
. That the suspension of Kdwln M. fit an ton was
demanded, and Is endorsed by all men who abhor a
despot and detest a spy, and tbe President of the
United estates is Just'fied In h i expulsion by tbe
unanimous concurrence of those who love national
unity and respect Individual rights.
10. That we will sustain and heartily co-operate
with the President In bis patriotic efforts for tbe pro
tection of tbe Constitution, the maintenance of the
Union, and the preservation ot liberties "Inestimable
to us and formidable to tyrants only."
II. Tbat the passage, by tbe last Republican Legis
lature of Pennsylvania, of a law forcing negroes into
passenger ral way cars, notwithstanding the compa
nies offered special cars for their accommodation. Is
but tbe prelude to a forced association with while
citizens at the ballot-box and In tbe domestic circle, a
political amalgamation and a social miscegenation
which we utterly repudiate.
12. That the Democratic party is pledged so to revise
' both Federal; and btate legislation, as to put an end
to ducal Imposition on the necessaries of life, and the
interchange of commodities which enter Into tbe
domestic use of every family, and to modify or abro
gate all laws which restrain tbe intercourse of friends,
and tbe Innocent amusement and rrcreatlon that In a
busy world should be vouchsafed U tolling industry.
13. Tbat tbe hypocrisy of tbe Republican party has
its best expressloD in tbe action or its lam nominating
conventions, where, with unusual promptness and
decision, tbey spurned the soldier they once petted,
lrom the list of their nominees.
14. Tbat tne action of the Democratic Conventions
In nriwnntlns the names of valiant soldiers for the
suffrages of tbe people, wblie It attests the sincerity of
their protessions, is iiKewms an hciiiuwicubiuoui ui
the debt ot gratitude due to tbe memory of the
lamented dead and the services of the heroic living.
A letter was read at tbis staire of the proceed
ings from General McCulloiigb, as followe:
Philadelphia, Sept. 4. Sir: Having been placed
In nomination yesterday by the Convention overwhlch
you preside, tor the Sheriffalty of this county, 1 beg
leave to withdraw mv name. In doing so 1 desire to
Join In the almost unanimous expression of the people
of this county In favor of tbe tried and true soldier,
General Lyle. enpeoviuiiy,
' Gen. THOMAS McCULLOUGH.
A proposition was then made to go into a bal
lot for a candidate for the office of Sheriff. The
motion was lost, and, on motion, General Lyle
was declared to be the unanimous choice of the
Convention for that office.
As soon as quiet was restored, General Lyle
was introduced, and made an address, thanking
the Convention tor the honor tnus shown him,
and pledging his influence and efforts for the
advancement ot the interests of the Democratic
party. General Lyle, on taking his seat, re
ceived coutinued applause. He was followed by
Mesbrs. Mesrary, Campbell, and others. The
Convention then adjourned.
The Latk S-sngerfbst Presentation of
Testimonials. Yesterday afternoon a number
of cuizcLS, appreciating the eflorts of the com
mittee in charge ot the Stengerfest, determined
to convey to the parties concerned a testimonial
of their regard. At 3 o'clock the party assem
bled at the rooms of the German Society,
Seventh street, above Chesnut; there two mag
iticent watches, and five silver goblets were
displayed. Upon one of the watches was in
scribed: "Testimonial to Prof. L. Engelke,
Musical Director of the Tenth National Btenger
fest, from citizens ot Philadelphia. M. Richards
Muckle, Lorenz Herbert, Joseph Kinicke, Com
mittee, July, 18G7." A watch was also pre
sented to J. Ilenry Camp, President of the 8ieu
Eeriest. The silver goblets were presented as
follows: To L. Braun, Vice-President; M. Lan
denberger, Treasurer; H. G. Ruukle, Recording
Secretary; C. Marcus Bauman, Corresponding
Secretary : ErneBt Reistle, Financial Secretary.
When the company was assembled, Mr.
Muckle introduced the recipients of the gilts,
whereupon Mr. J. B. Nicholson made the pre
sentation speech in a few pertinent remarks,
returning the gratitode of each recipient.
On behalf of those receiving the watches and
goblfcts Mr. Camp responded.
Mayor McMicbadl was called upon to respond
to a toast. The Mayor said that he was glad to
it bin r.prman fellow-citizens at this time.

General Patterson was called out. The Gene
ral, in a humorous speech expressed his surprise
that thirtv or fortv thousand oeooie could meet
together and pass the day without b row. He
bad been a witness ol the harmony and union
that characterized the giand picnic, and he con
fessed that he was surprised at the uood order
that prevailed. He hoped the Germans would
continue to ensrraft uoon American institutions
tbe snorU and amusements to which they were
attached.
