Distkkssinq Accident. An Klpeult Lady
Drowned. Shortly after 3 o'clock yesterday
afternoon, a distressing accident occurred at
'.Chesnut street wharf, involving the death, by
drowning, of an elderly lady named Mrs. Louisa
Lyons, of Chester, Pa. The steamer Ariel was
at the wharf taking; on passengers and freight
for Wilmington, prior to her 1 o'clock P. II. trip,
to that city. It appears that Mrs. Lyons and a
young man, name unknown, were in the act of
stepping on to the boat, when the nans plank,
which barely rested on the edge of the boat,
slipped, and one end of it fell downwards, car
rying Mr?. Lyons and the young man with it
and precipitating them into the water. The
young man caught hold of something on the
side of the boat and 6aved himself, and Mrs.
I.j on attempted to take bold of bis clothlnsr, but
being shaken ou" tell into the water.
The steamer Commercial blowing off waste
fcteam at this moment, from a valve near the
paddle-wheels, partially hid the unfortunate
lady from view, and belore assistance could be
extended to her she was drowned. The young
man v. as rescued. The body of Mrs. Lyons was
recovered about one and a half hour after the
ead occurrence and taken to the Coroner's under
taker, aud information of the nil air was tele
graphed to Mrs. Lyons' relatives, at Chester,
some of whom immediately left for Philadel
phia. The deceased was about nrty years or ace,
and a widow lady. She leaves a family of lour
grownup sons and one daughter, nearly all of
whom are married. She was very respectably
connected, and was much esteemed by all who
knew her.

Skeak Thieving. A very large number, of
the thelts committed at this season ot the year
are due to the manner in which residences are
luttonen In the evening. The depredators sneak

into the parlors aud sweep the tables of valua

There is scarcely a day in which thefts ot this
kind are not reported at ponce stauon. a
niBtt or two ago, the residence of Mr. J. Z.

tered and robbed of nine volumes, handsomely
hound, chiefly poetical works, Cowper's,
Holmes', Reed's, lleman's, etc.
Rebels Do As Thcy Please in Kentucky.
Mrs. A. M. Meeker, a former Rebel spy, has
written a novel, and Is trying to get it pub
lished In Louisville, iu order to raise some
money. She is allowed to use the following

Mr. Henry Blackburn, author of several
bo;ks of travel upon the continent, has been
drawing Don' into wervice as an illustrator of
his last work, "The Pyrenees; a description of
Bummer life at French watering places." The
volume, which is a handsome octavo, con
tains upwards of one hundred illustrations by
the great French artidt. Whether the designs
may have done service in Franco before or
not, they are new to Americans, and exhibit
Doie's peculiar powers in a very pleasant aud
attractive manner. The work is included in
Messrs. Scribner, Welford it Co. 's latest con
signment of English publications, together
with Sophia Jex Blake's account of her "Visit
to some American Schools and Colleges;" a
walking tour arourid Ireland in 18(j.r; a volume
of the marvellously cheap and exceedingly
handsome editions of Waverly now issuing by
iioiten; uoionei Ltivireheirs biography ot Abd-el-Kader,
the Arab chief; the domestic aud
religious life of the Penns and Penuingtons of
the seventeenth century, etc. etc.
Messrs. Whittington k Wilkina. of Lon
don, are about to publish a collection of
seventy-nine old black-letter ballads and broad
sides, printed in the reign of Queen Elizabeth,
between the years 1559 and 1597, and reprinted
from the celebrated folio volume formerly in
the library of the late George Daniel, Esq., all
of the highest interest and curiosity, nre-
sumed to be unique, and hitherto unknown.
The volume will be accompanied with an in
troduction and illustrative notes, and will range
with the collections of Percy Ritson, Evans,
and Ellis, and the publications of the Percy
Society. A limited number of copies have
been secured in advance by Messrs. Scribner,
vv etiora x co., who will receive subscriptions.
Mr. W. Chappell has found the original
words to the old tune of "Thomas, you can
not," which he has long searched for in vain,
in Bishop Percy's Folio Manuscript. The
words are not such as we are accustomed to
hear sung in publio now, and, what is worse
to the bibliographer, parts of the fifth and
sixtn verses nave been torn oil in the nianu
Script.
Messrs. Charles Reade and Dion Bouci
cault are writing, in conjunction, a new serial
Story for the Atlantic Monthly, for which they
are to receive a larger sum than has yet been
paid by an American periodical to an English
author, witn the exception, perhaps, of Mr
Dickens.
William Elliott is about to publish in
England, "Carolina Spirits by Land and Water,
including Incidents of Devil-Fishing, Wild Cat,
Deer, and Bear-Hunting."
The new printing club, the Spenser
Society, is nearly complete, lacking, at the
last accounts, only ten of its limited number
of two hundred members.
Mrs. Austin, well known as a translator
from the German, died recently at Weybridge,
of heart disease, in the seventy-fourth year
of her age.
Lord Brougham, who is. within a month
of his ninetieth year, is about to return from
his estate at Cannes to his seat at Brougham
Hall.
-Miss Sarah Tytler has just published a
charming little novelette, entitled "The Dia
mond Rose."
Lady Blake has a new novel in press, en
titled "The Sisters of Saint Hill."

pleted, ready for sea and for work, and the trial
trip had by the 15th day of January. 1808, and
no unnecessary delay thereafter must occur in
her delivery at the point designated. . .
Payments will be made as follows: 75 per
cent, of the contract price on approval of the
boat, after the trial trip, by the duly authorized
officer or agent of the United States, provided
the terms of the contract shall thos far have
been complied with, and the balance on, final
acceptance at the point of delivery.
Bonds for the faithful performance Of the eon
tract, in the sum of 525,000, will be required,
with two sureties, whose sufficiency :muBt be
certified by the Clerk of the nearest District
Court, the namesof the sureties, with the cer
tificate, to be submitted with the bid.
A full ropy of the specifications, and of
this advertisement, must be attached to each,
bid.
Bidders to use the printed forms which will

Model and detailed drawings can be seen, and
copies of specifications had, at this office. Copies
of the specifications ean also be seen at the
United States Engineer Offices in Philadelphia

The Government reserves the right to reiect
any bid deemed to be unreasonable, or made by

tioned. In order that no time may oe lost after
the contract shall be signed, full detailed draw

17th of Beptember, 1807, for the erection of the
j an in ana ior tne District of Columbia, autho
rized and provided for by the act of Congress,
approved July 25, 186U. and the joint resolution
approved March 2, 1807.
The designs, detail, drawings, and specifica
tions can be seen at the architect's ofllce, in
the eastern grounds of the Capitol, Washington
city, every day, except Sundays, between the
hours of 9 A. M. and 3 P. M.
Separate bids will be received for the ma
sonry work, brick work, Iron work, and car
pentry work.
The contractor whose bid may be aooepted
will be required to enter into a sufflcient bond,
to be approved by the Secretary ot the Interior,
lor the faithful completion of his contract.
Payments will be made as the work progresses,
on estimates certified to by the architect; but
twenty per centum of the estimates will be.
retained until the contraot Is completed.
The contract will be awarded to the lowest
responsible bidder, but the Department re
