Common Council, at a special meeting on Friday
last, paused the l.howiDf? resolution. provldiDK
lor the appointment ot a committee to Inquire
whether Alderman William McMulIln and Coun
cilman William H.P. Barnes have not been sruilty
f pross violation of the ordmanceof Councils,
nd to report whether their conduct has not
been such as to warrant an Unpcacbmcnt by
Councils:
"liesolved. By the Common Council of the
City of Philadelphia, That a special committee
of ove members be appointed, to inquire and
inveMlpatc whether William McMullin, one of
the aldtrmen of the Fourth Ward, and William
H. P. Darner-, a member ot Common Council
from the Fourth Waiii, have not been guilty of
a prof s violation of the ordinance of Councils
and the laws of this Commonwealth, and to
report to Councils whether their conduct has
not been such as to warrant an impeachment by
these Councils."
The committee appointed consists of Messrs.
Littleton, fiardsley, Palmer, Armstrong, and
Tyson, yesterday afternoon the committee as
sembled in the Council Committee Room. Pre
sent Messrs, Littleton (Chairman), Palmer,
and Tjson. Absent Messrs. Armstrong and
Bardtley.
Mr. F. Rcilly wa the first witness examined
belore the committee. He testified as follows:
I was at the tire in South street, above Seventh,
on the morning of the 14th of July; saw Alder
wan McMulliu there; we haJ a plug at the
corner; the Alderman made use of some very
disgraceful language and took one of our
equipped members away; he said he would give
him enouvh of bebtinar; a mob then drove ns
away, and even moved our steamer a few feet;
McMulliu's conduct tended to increase the Hunt;
did not see him strike any one, but there was
fighting done.
Edward Pay son sworn I live at No. 741
Pasvunk road; was preent at the fire on the
morning of the 14th Inst.; saw that the Hope
boys had charge of the plug; the members of
the Moyameming came up and commenced a
Cent with those around the plug; Alderman
McMullin cauebt hold of Mr. Mc An ally by the
collar with one band, and in the other he had a
bluckiack; several policemen came up and the
affair ended; had I not spoken to the Alder
man I believe he would have struck Mr.
McAnally.
Michael McAnally aworn I was close by the
engine when the Alderman caught hold of me;
be dragged roe down Bedford street, and made
use of ibe remark that "he would get bumble
bees around my bead;" I finally managed to get
away: can't say whether he was under the in
fluence of liquor or not; begets very excitable
at a tire; Mr. Barnes was In the attack on our
members by the "Mova" In the altcrnoon of the
lfith Inst.; Barnes remarked, "Come, let us tear
them out, boys;" the policemen Interfered, and
the assault was ended; the mob did not get in
side the engine house.
Mrs. Uanga sworn I reside next door to the
Hope Ensine House; on toe atternoon ot the
16th instant, between 6 and 6 o'clock, I saw a
crowd attack the members sitting in front of
the engine-bouse; a small man struck a man
over the head with a blackjack; Councilman
Barnes strucx a man in the back with a brick
bat; Mr. Phillips came across the street with
bis lace bleeding, and Barnes advanced and
attempted to strike him, but I prevented him.
Miss Haggle McCool sworn I was coming
down Fitzwater street on the afternoon ot the
16th instant, when I saw a crowd, and one of
them remarked that "they were going to tear
out the engine." meaning the Hope; I at
tempted to get ahead of them, but they ad
vanced rapidly: Barnes was with the crowd;
when I got to Sfxth street I saw the righting;
Mr. Barnes attempted to strike Mr. Phillips,
but Mrs. Baugh prevented him; on the morning
ot the 16th instant I saw a crowd running down
Fitzwater street, headed by Alderman McMul
lin; tbev were going towards the Hope Engine
House; heard the firing of pistols soon after.
Henry Cozzens sworn I reside at Ho. 414
German street; at the fire on the morning of the
14th, I saw McMullin have bold of Mr. McAn
ally; another tuembir of tne Moyameniing
struck and knocked down one of our members;
was present on the afternoon of the 16th, when
the attack was made upon us by the "Mova"
members; Barnes came up at the bead of a
crowd, and remarked that "he could tear out
the engine:" Frank McDeviH headed the second
crowd; saw Barnes throw a brick at a man, and
attempt to strike Mr. flumps: Mr. uurnes
also kicked the door of the engine bouse, en
deavorlne? to get in.
Officer Bewlcy testified that Barnes beaded
one ot the crowds that attacked the engine
bouse on the afternoon ot the 15th instant. He
recognized Barnes in the attack the next morn
lug.
Officer Hammond testified that on the morn
Ins ot the 16lh iustant he wao stationed on
heard a noise at Sixth and bhippen streets, and
ascertained that two men, Murtland and
McGabev. had been beaten: Alderman McMal
lin and Barnes appeared to be at the bead of
tbe crowd: there was firing from the assem
blage: did not see the Alderman do anything;
bad there been a strong force of policemen on
band tbe w hole party would have been arrested,
including the Alderman and uarnes.
Other witnesses were examined, but no add!
tl nal tea imonv was elicited.
Mr. Palmer tnen moved to adjourn, and to
reassemble on next Tuesday week.
The motion was agreed to, and the com
mittee adjourned.
Fbnkbtlvania Bank Building. The marble
exterior of this building, which Is now being
removed to make room fur a Government ware
house, is to be shipped to Mnchias, State of
Maine, where it is to be erected tor a custom
bouse. This banking-house was once much
admired, being the most pure model of Grecian
architecture in the country, with the single
exception of the Bank of the United State. The
design was from the Temple of the Muses, on
tbe Hybsus. near Athens, Attn two ionic por
ticos, of six columns each, supporting entabla-
- tures and pediments. Tho whole building is
126 by 61 feet, and is of white Pennsylvania
marble. It was begun in 17!)i and finished
in 1801.
Installation Services. A large congrega
tion assembled last evening at Bt. Peter's Evan
gelical Lutheran Church, Christian street, below
Sixth, to participate in the installation exercises
of Rev. J. Q. Waters as Pastor ot tbe Church.
Kev. J. V. Krotel. D. D.. President of the Synod
of l'ennsvlvania. conducted the services. He
was assisted by Rev. Dr. Krauth, who preached
tbe sermon, and Rev. lr. Seiss, Pastor of St.
John's Lutheran Church. At the conclusion of
the rernmn ttiA new naslor was Installed. The
congregation then united lu singing, after which
they were dismissed with a benediction dv tne
new pastor,
Accident. About 3 o'clock yesterday after
noon, two men, wtile carry lug a heavy piece of
, timber over a temporarv s'aging erected on the
premises at Nos. 819 ann 821 Market street, were
severely injured by tbe staging giving way and
precipitating them to the cellar. Tiielr names
, were Thomas rlynn and Jarnes' Htzsiinmons,
the former residing at T-nth and Chnstian
streets, and the latter in Briar place, in Locu6t
street, between Tenth and Eleventh. j
, Drowned. Daniel Crowell, a married man,
native of Nova Scotia, and first mate of tbe
brig J. F Benton, was drowned in the Delaware
yesterday afternoon. His &ody was recovered
Jn a few hours. T je brig was at anchor on the
east side of Windmill Island. Mr. Crowell was
engaged in washing the deck, and while draw
ing a bucket of water from the river he lost his
balance and f'll overboard. Coroner Daniels
took charge of the body.

No. 1647 Federal street, was entered on Wedues
uv while Mrs. Carrick was at market. Coats.

2d of July to the 8th, inclusive, at trie same
hour, the lowest point was 88 and the blithest
88$. On the 12th of July, at tue same hour. It
marked 93. aad Irom that timo to the 18th, In
clusive, was never lower at that hour, and on
the 17th it marked a temperature of 101. It will
be remembered that It was universally conceded
that tbe whole of July of laat year wai hotter
than it bad ever been known before. During
the whole month, at 3 In the afternoon, it was
only below 80 on one occasion, tbe 2 1st, when It
marked a temperature of 79 degrees. We have
every leason to congratulate ourselves on the
mildness of the weather dunnj the present
month. ' ' ;
Fort Mifflin. The Government has re
cently mounted at Fort Milliin, in addition to
the former armament, three splendid 15-lnch
guns. The battery now established comprises
also several rifled guns of the latest and most
Improved pattern. The Government has been
making other improvements at this post during
tbe last three months, and has constructed,
among other things, a subterranean magazine,
capable of containing one hundred and forty
thousand pounds of gunpowder. United States
vessels coming into port are compelled there
to land their powder before coming up to the
Navy Yard. The fort is under the command ot
Sergeant Bromley, who has been, in this posi
tion for eighteen years, except during a brief
interim, when the post was commanded by
Captain Thomas Br1ngbur6t.
CAMDEN AFFAIRS.
Mbetino op Councils. The stated meeting
of Councils was held last evening, John S. Lee,
req., in tne en air.
a petition waa received irom a nnmDer ot
residents in the neighborhood of Second and
State streets, requesting Councils to order the
lining up or a pond ot stagnant water at tne
S. W. corner of those streets. Referred to the
Sanitary Committee, with power to act.
Also, a petition tor a culvert on .Benson
street, from Fourth street to Broadway. Re
ferred to the ordinance commute, with in
structions te prepare an ordinance.
Tbe report ot the f inance committee was re
ceived. In addition to the taxes collected, men
tioned in Tim Evening Telegraph of Thursday,
Joseph C. Nicholls coliccted on account of
licenses
The Committee on Accounts reported bills to
the amount of $126950, contracted during the
month of July. Tbe report was received and
orders were directed to be drawn upon the City
Treasurer for the respective amounts.
The License Committee reported a number of
applications for licenses. They were all granted.

rized, and is hereby directed, to make ont and
deliver to the property owners their bills tor the
construction of the culvert in Delaware avenue
and Market streets, from Front to Second streets,
immediately, and to notify the said property
owners to pay to the City Treasurer their respec
tive bills within thirty days.

spiked.

tion to Captain C. H. Hoyt, A. Q. M., Browns
ville, Texas, and any information desired may
be obtained from that officer, or from tbe oltloe
of the Chief Quartermaster, Fifth Military Dis
trict, New Orleans, La.
A condition of tbe sale will be that trans
portation shall be furnished for all Government
troops and supplies whenever required, al rates
not to exceed those paid by the United States
to other railroad companies In the Fifth Mili
tary District.
Tbe terras of payment accepted will be those
considered the most favorable to the Govern
ment. Ten per cent, cash, in Government funds, to
be paid on acceptance of proposal.
Tbe Government reserves the right to reject
any or all proposals.
