The Tesn Squares Tukib Proposed Im
provement. Yesterday afternoon the Commit
tees of Law, Finance, and City Property of Phi
ladelphia Councils convened in the Mayor's
Office, to consult as to the propriety of obtaining
legislative enactment lor the improving ana
building up of the Penn Square. The Evening
Tileobaph some time ago save a detailed plan
on which it was proposed to proceed in the im-
?rovemeuts, The Academy or Natural Sciences,
he Library Company of Philadelphia, The
American Philosophical Society, The Academy
f Fine Arts, and The Fraulclin Institute
were represented by Messrs. N. B. Browne,
John Welsh, Frederick Fraley, 8. V. Merrick,
Edward Shlppen, Henry C. Lea, and other
gentlemen.
Mr. Ell K. Price favored the plan, and sub
mitted a statement to the effect that the plan of
the city of Philadelphia, as laid down by
Thomas Holmes, the firt Surveyor-General,
and adopted by William Penn, had laid upou it
. five public squares, on which were no lots num
bered tor first purchasers; but on the eastern
two were written the words "eight acres were
for public uses." On the western the same
, words. On the centre square were the words,
"Centre Bqunre, ten acres." These were to be
kept open, and not built upon, lhat not to be
kept open, but to be built upon.
The first use made of the Centre Square was
to build a Friends' meettog-house on the south
west section in 1685, then a natural forest of
oaks and hickories.
On the 20th of October, 1701, the Friends'
Heeticg-House was yet standing on the Centre
Square, as appears by William Penn's first
charter of that date to the city of Philadel
phia; for thereby the Proprietary granted to
the inhabitants of the city, until taken in for
building, the use of bis vacsnt lands, with this
proviso "That nothing herein contained shall
debar me or my heirs in time to come from
fencing in all the vacant lands that lie
between the Centre Meeting-House and the
Schuylkill, which I intend shall be divided
from the land by me allotted for the Delaware
side, by a straight line along Broad street
from Edward Bhippen's land, through the

In the spring of 1799 the Philadelphia Water
Works were begun, and erected in the centre of
Centre Square.
"No written deed of conveyance," continued
Mr. Price, "appears to have been made by Wil
liam Penn of any of the public squares to the
city or btate. They were but dedicated to public
uses in laying out the plan of the city." Mr.
Price, in concluding his statement, said that
there can be no lisk in respect to the public's
right in the squares, for there is no dedication
upon a condition to revert, and the required
legislation will be so framed as to have the con
current authority and consent of the State and
the city. If it should be thought expedient to
make productive of proQt the two great busi
ness fronts of each of the squares, as they will
become in the future, by adapting the lower
'. story for places of business, the legislation de
vised will provide that the rents shall subserve
the public purposes of the institutions if taken
in whole or part by them: and if in part by the
citv. lhat they shall be applied to maintain or
extend kindred objects of public use.

The erection of ten dwellings on Walnut street,
west of Tbirtv-fourth. has been commenced.
and it is in contemplation to build sixteen more
. on the same street. All of these will be first-
class houses. A handsome dwelling, to be
26 bv 98 feet. I? to be erected ou Walnut street.
past of Fortieth, and preparations are being
made for the building ot six dwellings on Lud
low street. At Twentieth and Tioga streets
two flue houses are to be put up, one of which
is to be occupied by a store ou the first floor,
and a public ball ou the second floor; the other
will be used as a dwelling. The sizes ot these
ore fronts 22 and 26 teet, depths 88 and 75 feet.
In the city proper, anions; the improve
ments about to be made, the toilowing are de
prvinff of mention: A church is to be erected
nn (he southwest corner of Hancock street and
Susquehanna avenue, which is to have a front
of 60 leet, and to be 90 feet in depth, the mate
rial to be brick. It is designed for the worship
of a Roman Catholic congregation. A chapel is
to bo erected at Twelfth and Oxford streets, to
be 86 bv 69 feet, and one story high. On the
Bouth west corner of Tenth and Market streets a
storehouse is to be put up for Meisrs. Ellis &
Co., druggists, which will have a Iront of 22 feet
n Market street, and be 100 feet doep. It will
be four stories in height, with a French style of
roof. This will add very raueu to me appear
ance of the neighborhood, lately Improved by
ih erection of a handsome storehouse tor
Messrs. French, Richards fc Co., on the north
west corner of Tenth and Market streets.
Fikk. Last evening, about 11 o clook, a
fire was discovered in the glue aur curled-hair
manufactory of Kessler & Delaney, at the S. K.
rnrner or Hancock and Jefferson streets. The
flames were found cousuunug the floor imine-
riintclv over the boilers, and had already charred
the loists. Had it not beeu for the prompt dis
covery, ve would have bad a very disastrous
rnnflaerration to record. The factory is in tr
vpi-v thickly settled neighborhood, wilh cotton
factories and dwellings roundabout; is four-and-
a-half stories niou, anu exienas irom us iorty
feet front on Hancock street along Jefferson to

were held In $2000 ball each, by Alderman
Fitch, to answer the chsrae of attacking the
private residences of Mary Kelly and Mary
Jones, at Fifteenth and York streets, yesterday,
di maliciously stoning the premises ana com
mitting an assault and battery, with, as is
alleged, bd attempt to kill. The defendants
offered no plea in extenuation, and the attack
is saia to nave oecn entirely unprovoked.
Razed to the G bound. Yesterday, the walls
of the American Theatre were pulled down, in
order to prevent accidents. Mr. Fox, the pro
prietor of the establish mnt, proposes to rebuild
upon the site of the old theatre, and an architect
1 now engaged In preparing the drawings for
the new structure.
A great deal ef fun is poked at the mar
ried men who made such queer excuses to
attend the great prize-fight near Washington.
The Star of that city says a Baltimore council
man, who got leave of absence from his spouse
(a lady of much force of character), on pre
tense of having to come to Washington to see
some coast survey plans for the improvement
of the Baltimore Basin, and whose name, un
fortunately, got into the papers, has not yet
dared to return to his domestic circle, it is
said, but is waiting in Washington until a
pardon can be negotiated.
