It Is to be delivered In lumps of suitable size
for naval steamers, clean, of uniform quality,
selected lree from Impurities, unmixed, of
which tho contractor will be required to furnish

subject to such Inspection as to quality and
quuntlty as the Department may direct. Tlio
coal must In all respects be satisfactory to the
inspector or inspectors to be appointed by the
liui enu, who will have the right of peremptory
rejection.
The coal Is to be delivered on board or vessels
at such places In tho port of Philadelphia as
may be designated by the Bureau, and In such
quantities, and at such times, as In the opinion
of the Bureau, the exigencies of the service
may require, oonimencing when the vessel Is
repotted ready to receive cargo; furnishing, If
dt manded, not less tliun 000 tons per day, to he
distributed to ench vessel as maybe directed,
until the loading is completed.
Proposals will likewise be received for the de
livery of 12,000 tons of the same quality of coal,
to be delivered in tbe port of New York, on
board vessels, as nt Philadelphia.
in tbe case of failure to deliver the ooal In
proper quantity or 'the proper quality, and at
the proper time and place, the Bureau will re
ceive in the contract the right to purchase
orlhwlth, at the cont ractor's risk aud expense,
that which, may seem necessary to supply the
deficiency.
Any demurrage or other charges to which the
Navy Department may be subjected from delay
In the prompt delivery of the coal by tbe con
tractors, will be deducted from their bills.
Tbe price must be for the coal delivered on
board vessels, on the terms and conditions
above slated, at the contractor's risk and ex
pense, and without extra charge of any kind.
The oiler, as required by law, must be accom
panied by a written guarantee, signed by one
or more responsible persons, to the ell'ect that
they undertake that the bidder or bidders will.

Two or more suret ies, each In a sum equal to

per cent, will be withheld from the amount of
all payments, which reservation is not to be
paid, except by authority of the Secretary of
the Navy, until the contract shall have been iu
all respects complied with; and the remaining
eighty per cent,, or other amount that may be
tiu upon each bill, will, when a proper cer
tificate Is furnished by the Inspector, and the
bill approved by the Bureau, be paid by such
navy agents as the contrrtctor may name,
within ten days after tbe warrunts for thesame
sball have been passed by the becretary of the
Treasury.
It will be stipulated In the contract that If de
fault be made In the delivery or the coal, in the
quantity or the quality, and ttt the place aud time
uiiected by the Bureau, then, and in that case,
the contractor and his sureties will forfeit and
pay to tbe United States, as liquidated damages,
a mm cl money not exceeding twice the con
tract price, which may be recovered from time
to time, according to the act or acts of Congress

Bidders, whose proposals shall bo aocepled,
aud none other, will be notified, aud, as eatly
as practicable, a contract will be transmitted to
