Fenianism Again.
Anotheb Fenian campaign ia said to be upon
the tapis, with Canada again as its objective
point. A call Is shortly to be issued for a
-'Grand National Fenian Council," in which
- the full plans of the approaching campaign are
to be discussed, estimates for supplies of war
material to be received and considered, and
arrangements generally for the grand move
ment to be made. '
-. Is it possible that the folly of this whole
Fenian business, as a military enterprise
looking to the forcible overthrow of British
rule in Ireland, and especially through an
attack upon Canada, is not yet apparent to
everybody f Can even Irishmen be duped
; any longer into supporting sach a chimerical,
not to say criminal, undertaking f What
good results ha3 this Fenian business yet
0 produced f Look at that miserable Cana
' Kan invasion of last summer. A few poor
Canadian farmers killed, and now a half-score
or more of infatuated men wearing out the
weary hours of a long imprisonment, having
v barely esoaped the halter by the kind interpo
, eition of our Government, are all the fruits it
can boast. So, too, of the late attempted
v rising in Ireland itself; what has it amounted to?
There, too, a few victims have been furnished
' for the prisons, and that is all. Who can show
. that this whole Fenian movement, from its
; etart down to the present time, has accom
plished anything whatever for the cause of
-Irish liberty ? . Grant all that is said aboui
English oppression, grant that the object of
Irish independence is a noble one, grant all as
to the ends to be achieved that the most ardent
Fenian can claim, and it does not help the
matter any. Many a noble object has been
sacrificed by the folly of those pursuing it.
1 Brains are needed for success even in a good
cause. It is our deliberate opinion that the
i' cause of Irish liberty is being hindered and
put back by the follies of the Fenian leaders.
We look upon the proposed invasion of Can
.ada as an illegal and oolish enterprise, which,
if persisted in, will simply result in putting a
few more victims in prison, or perhaps in
bringing them to the scaffold. Ireland is not
to be liberated by making war upon Canada. '
There is just one way for the people to put
a Stop to these foolish proceedings, and that
ia to cease, giving money to be squandered
upon them. ' What has become of the im--.
mense sums already contributed? What
have the donors to show for it all ? The mass
i of these contributions are collected from
.poor men who are unable to afford each gifts.
':' They had much better spead the amounts on
their families.
' It is time that an enlightened public senti
ment was brought to bear upon this business.
r If the desire is to embroil our nation in a war
vith Great Britain, we are opposed to any
such thing. Our national debt, is large
enough, and our taxes are high enough, with-
out being still further augmented by a foreign
war. The true policy of the United States is a
: peaceful one. We are in favor of the liberty
And enfranchisement of every people, but we
cannot fight the world's battles. We have
enough to do, just now, to take care of our
selves. The New Orleans Failure.
The failure of the First National Bank of New
Orleans is calculated to cause great distrust
throughout all the country. . The revelations
' made by the ruin of the concern let us into
the secret of the management. It would seem
"that the collapse was owing to its attempt to
- reconstruct many of the leading Rebel gene
rals. Beauregard, by a note for $40,000 and
overdrafts amounting to $72,000, was recon
structed one hundred and twelve thousand
" dollars' worth. General Dick Taylor, $37,500;
General Harry Hays, $20,000; General F. J.
Ilerron, $200,000; Colonel J. O. Nixon, $80,000
worth, and General Wade Hampton and others
in considerable Bums. !
The destruction of the fortune of the venera-
We Jacob Barker is also secured by the
j downfall of the First National. It will be
1 remembered that, Bome time since, Beaure
' gard was elected President of a new railroad
' in Louisiana. It seems probable that he
gave his note to the Bank for the large sum of
indebtedness, and, depositing railroad stock
as collateral, secured the loan, which will,
while aiding the railroad, run the bank into
' the ground.
Tub New York Herald has been devoting
Hs energies to investigating the corruptions
- f the police, and has revealed a number of
' cases startling in the disgraceful condition of
'. affairs which they reveal. Describing parti
. cularly the fluid of counterfeiting, it sums up
its estimate this" month: '

t While we do not anticipate such a condition
of affairs in our city, yet we think that a
casual eye turned upon the doings of the
I)etective force, might see some things which
would prove the system anything but Imma
culate. . . .
TOE : DAILY EVENING : TELEGRAM PHILADELPHIA, . SATURDAY,
Has 'Ant Traitor I!erh Fardohkd ? The
recent decision of Chief Justice Chase in re
gard lo the confiscation of the real estate of an
alloged Rebel is of vital interest at the present
time. The Chief Justice held that no man was
guilty of rebellion until he was convicted, and
no man could be convicted until he had been
tried by a jury of his peers. This is the literal
law in the question of treason, and, viewed in
its light, we have really no traitors in our
country. The gross negligence of the Govern
ment in refusing to bring any to a trial, has
really left them all legally innocent, although
we all know thorn guilty. We have in the United
States not a single traitor. Not one has been
tried, and hence, not one is known to be guilty.
In this light anothor question arises, which
has already attracted the attention of jurists.
If we have no traitors in the country, could
the President grant any pardons ? It is cer
tainly logical that if there are no criminals
there can be no pardons. Hence it is a very
doubtful question whether all the pardons
granted are not utterly worthless as Riche
lieu says, "Parchments for battledores." The
President is not a Pope, to grant dispensa
tions for deeds in prospectu. He cannot for
give a man for a crime of whioh he is not
guilty; and as the Chief Justice has decided
that there are no State criminals in America,
we greatly fear that all the funds paid as
retaining fees to the female pardon-brokers
will have to be set down by the pardoned South
erners to the profit and loss account.
Tiierb appears to be no prospect of a general
Indian war at present, despite the surmisings
of many to the contrary. The Indians,
although hostile, are quiet, and the policy of
General Hancock in talking them into sub
mission, appears just now to be as successful
as he could have desired. '
