The flagstaff inside the fort is down, and there is iack-water all around the quarters. At Uuras settlement the levees are broken; also at Mrs. II. L. Smith's and Dr. Wester field's. The United States survey schooner was blown ashore near Mrs. Johnson s laud ing; there is a break threatened at Bernard Fasterling's; the lauding was washed away at Captain Urainard's, and the water is running ever the levee. A crevasse oocurred at Tropi cal J5end, below the place of Alfred Ruiz, and Beveral buildings are in the water. The orange trees and rice crops in the vicinity are probably ruined. The inhabitants all along Hums settlement are in great distress. The levees are also broken at Hlauchmoncs and Uellevue plantations, and at Petit Prairie. The water is running over the levees at Point Michel, and there is a crevasse at Richland, fifty miles below the city, about three hundred yards in width, with all the old and new levees gone. The people along the lower coast require immediate assistance from the Board of Levee Commissioners, if that body has any means at its disposal. AT. O. Times, 10A. Arrest of Counterfeiters. Webb, keeper of a sporting house on the Lansingburg road, J. II. Sickles, tavern keeper at Millwutt-.r, Saratoga county, and Robert Mathews, of Pittsburg, Pennsylvania. Tne two former have lawn held, while the latter was dis charged. Tho$N0 counterfeit bills, so many of which were recenH? pased at New Oilcans and detected, were mfule by t he ang lately arrested and now confined ai it ichester. The United S'ates Oun, Judere Nathan K. Hail, opened at Koche:Mrerto-dav, and U is ex pected that the counterfeiters will be arraigned to-morruw or next day. Owing to some of tho parties having turned Sta'e'e evioence, it is con fidently believed that some starUttg revelations will be made, and that the amagiog evidence thus pained will materially tend towards the break in g-up of the counterfeiting system tor a long time to come, at least in this section of the country. It is known that a large number of American counterfeiters, alarmed at the present surroundings of the system, have taken re-tune in Canada. In answer to a lady cor respondent who desires to know the meaning of the term "deadhead," the Davenport (Iowa) Gazette says: "The free tickets given to the press for the uses named are always paid for, and that very liberally. So long ad the newspaper editor la expected to give libe ral notices of entertainments before they occur, and then follow these with a generous jpuff lifter the show is over, he certainly has 110 place in the 'dead head' classification. Indeed, in nine cases out of ten the editors would be glad to receive half-pay for their work and pay two prices for the free ticket. They certainly would make money by the operation. We may add a few words ou the general subject of advertising. The publication of advertisements is as much in the business f a newspaper as the publication of the news, and an editorial notice which is de signed to supply the place of or add value to a regular advertisement, has even less claim to a gratuitous insertion than would such an advertisement. Yet there are those who ask just such gratuitous notices, and this almost as a matter of right. If these same persons should be asked to make a present of a dozen yards of muslin to each purchaser of a merino dress, or' a dollar's worth of sugar to who ever bought three pounds of tea, or hall'-a-dozen , 'free tickets to whoever encaged twenty seats at a concert, they would resent the demand as an Insult. Yet why should not their wages be given away as freely as Ehould and are the products of the editor's and publisher's labor and capital ? The mer chant makes his profit and living by selling his goods. The publisher of a newspaper makes his by selling his advertising columns, not by giving them away; and when he does thus give them in aid of a publio library or ether beneficial object, he deserves thanks as a publio benefactor, and not insults as a 'dead head.'
