I read with considerable pleasure your edito
rial relative to legislative corruption and
veunlllj.that are so unblushingly displayed la
theOetieral Assembly of tins State, as well as In
the Btate of New York. Tlie public mind haa
for ;year brooded over, aulleuly and silently,
this monstrous evil and wrong, without the
power to apply a remedy. The political ma
chinery of parties, both Kepubltoau and Demo
cratic,'lins been securely selztd by the lowest
order of Intelligence and honesty in all
our cities and larger towns; and the re
suit Is, like ban produced like, and we have
been represented these latter year in
our Legislatures by elections unfit to be
made. I am not very young, neither
am 1 very old, and 1 cannot tell how far back,
in our hisiory commenced the system of
bribery ouu corruption iu our public bodies
which we so much deplore, and which seems
to be breaking up the very lutindatlous of our
free itisliiiitions. The first great sate of politi
cal and personal integrity which took very
decided shape in 1'euiiNy 1 vunlii, was tuat con
nected wlih the recliarter of the old United
(States 1'iHiik, as a State Institution. From thai
time downtotlio present the public ear has
grown more and more fuml iar with such
transaetl riis, and we now cease to marvel at
any fraud or any wrong Mint those whom we
choose to ii-rcpresenl us may see lit to perpe
trate. The time was when our best citizens
were chosen lobe our law-givers men of in
tegrity, ol probity, of Intellectual culture, and
ol social and moral worth.

legislative character, wium tuo Hereuuts, the
Tolauds, the Biddies, the Dallnses, tho Pen
roses, and u host of others of like character
were selected to Uo the business pertaining to
the government ol the State.
But us your editorial, to which 1 allude, Im
plies, ulmost the entire foreground of our re
presentation has been eliuiig. d. From the best
of men as Representatives, we havo fallen down
to a class that no man who respects himself
cares to Associate with In public, und certainly
not in private lite; und we now seek to correct
ihe evil. It is easier to tain about a remedy
than to apply one, Tho present system . f parly
selection Is a cheat and a liauu; and yet how
can we escape It?
The candidate who can secure with rum and
money the "roughs," usually secures the nomi
nation, and no matter how many voles an
honorable and honestopnouent may poll at the
window of a primary party nominating coutest,
unless he has the lusidu Judge and inspectors
lie will e declared in tho minority. There Is

obvious, that hlgli-rultmeu and competent men

present. So for the jmblic good we submit to
the private wrong.
Hut, Mr. Kdltor, there is Another side to this
picture a leture of blame which attaches
itself to the press, and also to the community.
We have become to accustomed to tne cry of
"mad dog," that wo make an indiscrimi
nate accusation of corruption against every one
of our legislators. I am not prepared to judge
thus harsiily of all who go to ilarrlsbitrg or Al
bany. 1 believe that many of them are honest
and conscientious men men who go and come
untainted by corrupting influences. It does
not regit ire that the whole of a Legislature
should be bought, to pass unjust and partial
laws. Twenty bod aud corrupt men having
talent and recklessness can easily control the
balancing power of one hundred men. I can
speak from some little experience in this matter.
Therefore, when the press and the community
denounce all as venal who assume the charac
ter of legislators, a serious wrong is perpe
trated. And it has this bad eflect it deters men
of ability, honesty, and Integrity from desirlug
to fill such positions, or allow their names to be
used in connection therewith." This is the point
I wish to make In this article: As long as this
Indiscriminate hue and cry Is continued against
all who go to Harrisburg. only bad men will
seek to go there, and only bad men will be suc
cessful in their seeking. Justice requires that
we should discriminate In our denunciations as
