Mr. Skries Editor: As the fast mail dog train is about leaving, I must enclose, for the benefit of your readers, some little account of the new territory that will soon seek to send JT8 REPRESENTATIVES to Congress. This is the abode of the Walrus, the Polar Bear, the Sable, and other citizens of foreign birth; and wliile your Government is doing so much for their Southern sahle brethren, I hope they will not forget their mm s-" ...r.fl, N0RT11ERX SABLE CITIZENS, who are in as great need of reconstruction as any race can be. The fraternising qualities of many of the natives here are beyond all praise. The first day I landed I was -n'i RECEIVED WITH OPEN ARMS by the principal resident of tho place, and he pressed me very hard to stay, although I was desirous of pushing on farther. I see that a great number of people are going to make au excursion this summer to the East: if I could only persuade them to make it to the North mst, I could promise them any amount of pleasure. For a summer residence this place has no superiors: ice is abundant, and the landscape always presents a clean, white appearance, as if whitewashed, as far as the eye can reach, The fishing is good, and V THE FISH BITE FREELY. The wftather is what might be callel "bracing," and the towns and burgs are all ice-bercg, and the magistrate is quite au ice- . - The RuBBian settleineut here is a very eu terprhdng place. In the middle of the town you can turn and see a snow hut in almost any direction. But the "wooded tract" Mr. Seward speaks ot is rather poor this year. No one need Bing, "Woodman, Spare That Tree 1" as the trees are quite spare enough already. Stopping at the "Continental" bf the place, I made arrangements with the landlord to furnish me with something to eat. The agreement was closed by him setting the official Stal on it, but it was such a rare ? dish that I had to hold off for a better appe tite. The walrufjpK supply the place of cows. They pasture them on cakes of ice, and of course they furnish the na tives with all the ice-cream they use. You are not troubled with mosquitoes nor worms on the trees, and early frosts never threaten to injure the peach crop, rs we are told they always do in your part of the country, and the North Pole is always at hand to affix the telegraph wires to or to grow beans upon. The "skating riliks" are on the most extended scale, and but for the coolness that exists between everybody hero, 1 have no doubt they would be well patronized. The prin cipal occupation of the natives is trying to get something to eat, and of strangers to keep from being eaten. I visited all of the important points along the coast, and found them quite slippery and covered with ice, and I do not think nn enemy could easily get a foothold on this land, on that account. Your political meetings are more than rivalled by the "big fish" out here, and some of the tallest "spouting" I have ever seen I have seen here. I think any enterprising person could strike oil I out here without much difficulty, as it abounds everywhere, and with a few derricks erected over some of the whales a Sperm City could be built up that would rival any Oil City of your own State. I think our Government has done well in buying this place, for I never saw a place that was so much in need of buying; and as a country to emigrate from, it is not equalled by any. If Andy and Billy ever want to "swing the circle" again, they can use the Arctic Cir cle for that purpose, without asking anybody's leave. Yours, P. Bear. TIIE HOUSE FAMINE. In view of the "impending crisis" of no houses to live in in the city, we think some thing might be devised to relieve this want. Around Kichmondpeople are going to pitch tents for the summer, and. the subject of doing the same thing has been canvassed in some of the eastern cities, but we think our Real Estate Agents might issue in their next month's "bulletins" something like this, and make a good thing of it: Vii TO LET A FIRST CLASS FUllNITUUE Car, located iu llidye avenue, ubove Ilro.ul. Owner to use the Mime during too day. Terms, 20 a month. l'ossu.-,siou given immediately. J&- TO LET ONE SETTEE IN FAIU.MOUNT Park, when, not wanted by visitors. And so forth. By availing themselves of some 6Uch style of accommodation, homeless and shelterless people who will insist in living in the cities can be provided for, and many other "eligible sites" could be got together, and make the fortune of the Real Estate agent who should strike out in this new field; or a btock Company might be formed, to be called the ' City Home and Bed-stead Improvement Company," capital 1,000,000, shares 10 cents each putting it within the reach all. Judging from the success many Oil Companies had in selling stock on a far less tangible thing than this, we see no reason why the same capital ists could not be induced to go into, this enter prise, particularly as it has so many "ground floor" positions. Important Telegram. Mayor's Office, Philadelphia, April 12. To Major-General Hallcck, San Francisco.
