Istkuehtinu (Vcasion. The Annual Kxatni
nation ot the New Jersey UnSlish, .Scientific,
arid Unusual Inntitut., at Hightstown, took
place a few days sina". Those examinations
are public; and for two daya the Spacious and
Vrnutiful Baptist Church was crowded with
citizens, parent and. othurs .int.-re-sted, fidin
nhroad, to listen to the unusual attainments
nnl proficiency 0f these, pupils. II. K Smith,
who has long heen connected with the
educational interests of I'hiladelphia, was pre
sent, and in a few remarks expressed the
opinion that for twrmtthiirui the school was
second to none in the land. He had not seen
classes exhibit such prolicii ncy in the Calculus
and other mathematical studies on any former
occasion. This rellects preat credit upon Pro
fessors . and K. Haas, the Principals of this
rising insiiuuion. rroies-ior Daipe lias charge
t)f tho department of languaKes, and the
promptness and thoroughness of his classes
showed that the Professor lias an aptness to
teach which few men possess.
The young ladies and gentlemen recite toge
ther, and the refined manners of hoth proved
to the public that the system has worked
well; and we learn that, in order to appear to
ood advantage in tho presence of each other,
a commendable rivalry is promoted. Miss
Shepherd conducts the department of vocal
and intrnincTiUl music with marked skill and
taste.
On the hist evening of the examination the
Rev. A. M. Jelly, of I'hiladelphia, was present,
and delivered an address w liich will not soon
1-e forgotten in Hightstown. The students and
audience nianifes'd their appreciation by fre
quent demonstrations of applause. At the
close of his address lie congratulated the lioard
of Trustees and Managers of the Institution
on their good fortune in securing the services
of such gentlemen as Professors Haas and
Dalpc, who, under Hod, could make the Insti
tute whatever they pleased. And then, turn
ing to the audience, ho congratulated the citi
iens of Ilightstown on having among them so
many young ladies and gentleman who had
proved themselves competent to appreciate
such instruction.
Ci iiioi's Claim for Wiiahkaok. A matter
of considerable interest to shipmasters and
wharf-owners has been argued before .fudge
Cadwalader for the past two days, while sit
ting in Court of Admiralty. It was a libel to
compel the payment of wharfage to Charles
M. Weidner, by the master of the shin Jane
1). 'Southard, of Maine. The circumstances
under which the claim was made are these:
Many years ago the United states caused to be
built two piers at Chester, for the protection
of the shipping ice-bound in the I'elaware.
About four years ago Mr. Weidner built an
intermediate pier, and during the past winter
the ship Jane I). Southard, being for a month
ice-bound, made use of one of the Government
piers, and to better secure the vessel, a line
was fastened to the wharf of Mr. Weidner.
For this he claimed wharfage, and it was in
sisted that he had a legal light to it, though
during the period the ship was detained at
Chester it was impossible, the other aide
alleged, by reason of the river being filled with
ice, for the pier to have been used by the
libellant.
Judge Cadwalader was of the, opinion that
the libellant was entitled to wharfage, but
upon a suggestion that the land between the
two Government piers belongs to the Govern
ment, and that a Port Warden's certificate
could not give the power to build a wharf
there, he recommended Assistant District At
torney Valentine to apply for an injunction to
restrain Weidner from collecting wharfage.
Pknnstlsakia's Quota. The United States
Military Asylum at Augusta, Maine, is rapidly
rilling. Jay Cooke, manager for the Middle
States, yesterday sent to the asylum forty-six
Pennsylvania soldiers. They were all dis
abled veterans. At their new home, sanitary
care and comfortable apartments will be fur
nished, and they will be taught some light
husiness, suited to their manned condition.
The men left under the guidance of Chaplain
John Long. He gleaned them from the Alms
house, from the Soldiers' Home at Sixteenth
and Filbert streets, and from the hedges and
byways of the city. About the first of April
he will return for a second company.
Am Fon tiik Soi-th. A meeting of our citi
zens has been called in aid of the suffering
'people of the South, to relieve the wants of
the destitute there in the prosent impending
famine, at the lioard of Trade Rooms, at noon
to-morrow. The call is indorsed by Mayor
McMichael, ami has the signatures of many
of the most prominent business men in this
community.
Hand Mutilated. A lad named George
Tinker, sixteen years of age, living atNo. 2015
"Virginia street, below Coates, met with a seri
ous accident yesterday afternoon at a factory
in Cherry street, between Sixth and Seventh,
hy which three of his lingers were cut off.
He was removed to the Pennsylvania Hospital.
Anotiier Safk Roiihkhv. The safe in the
counting-house of Messrs. Watson Malone &
Co., Noble street wharf, was broken open
'about noon yesterday, during the absence of
those in charge, and several checks stolen,
which, with due bills, etc., carried oil, amount
to twenty-four hundred dollars.
Crushed Hktwekx two Cars. About 2
o'clock yesterday afternoon a lad named Wil
liam Jones was seriously injured by being
caught between two cars at Ninth and Parrish
streets.
Death fkom an Ovkrikish of Laudandm.
Thomas Adams, forty years old, who resided
in Wood street, helow Twenty-third, died
last evening, from au overdose of laudanum.
Fenian Mass Mketino. A mass meeting of
the Fenians will bo held at National Hall this
evening.
"Advancement of Scihnck in Australia.
Mr. Orubb, an optician of Dublin, has com
pleted an enormous jeflecting telescope, which
was ordered by tho Victoria Legislature, for the
sum of XTjOOO, for Melbourne. Tho tube of
the instrument is four feet and a half in

In New Y'ork states that the Board of Public Health
for the Kingdom of Portugal having learned that all
ports ol the I. uited Stales are free from cholera or any
other Infectious disease, all vessels arriving from this
country at the Western Islands, or other Portuguese
ports, are henceforth not required to perform quaran
tine. MISCELLANY.
One of the Sandy Jlook pilots reports that on the
llth lust., from six to nine miles sE. to FI.SE. of the
iliuhlands, saw a sunken vessel In twelve fathoms
water; the upper half of her mast-head poles were
painted white, with ball trucks supposed her to be a
iull-rlgged brig steamship, and British.
Brig Perry, late belonging to the navy, has been pur
chased by Messrs. Williams & Barnes, ol New London,
and is to be fitted for the sperm whale fishery from
that port, under command of Captuin Htopheu Lolles,
of that city.

AN ORDINANCE CREATING A LOAN TO PAY CER
TAIN IlKFICIKNC'IKS, FOR THE PURCHASE OF
Til & LANSllOWNK ESTATE, AND FOR. OTHER
PUHPOSKS.
Htctlon 1. The Select and Common Councils
of the City of Philadelphia do ordain, That the
Mayor ol Philadelphia be and he is hereby
authorized to borrow, at not less than par, on
the credit of the city, from time to time, one
nuniun einiii, nunureu inousanu uouars, to be
applied bk IoIIowh, viz.:

pay deficiencies, one million flv
bundled thousand dollars.
Hecoud. For the purchase of the Lansdowne
Ebtae. and improvement of the name, one
hundred thousand dollars.
Third. Fora House of Correction, one hundred
thousand dollars.
Fourth. To pay the increase In the
School Teachers' and House Cleaners'
salaries, one hundred thousand dollars for
which interest, not to exceed the rate of six per
cent, per unnum, shall be paid half yearly, on
the first days of January aud July, at the office
of the City Treasurer.
The principal o(. said loan shall be pay
able and paid at the expiration of thirty
years from the date of the same, and not
belore, without the consent of the holders
thereof; and the certificate theretor.in the usual
form ol the certificates of City Loan, shall be
lwmed in such amounts as the loaders may re
quire, but not lor auy fractional part of one
hundred dollars, or, if required, in amounts of
five hundred or one thousand dollars: and It
shall be expressed in said certificates that the
loan therein mentioned, and the Interest thereof
are payable free from ail taxes. 1
Section & Whenever any loan shall be made
by virtue thereof, there shall be, by force of this
ordinance, annually appropriated out of the
Income of the corporate estates, and from the
sum raised by taxation, a sum sufficient to
pay the interest on said certificates; and the
further sum of three-teuths of one per centum
on the par value of such certificates so Issued
shall be appropriated quarterly out of said In
come aud taxes to a sinking fund; which fund
and Its accumulations are hereby especially
pledued for the redemption aud payment of
said certificates.
