All those who wore able to get away from work, and the thou sands of foreigners now wintering in Taris, availed themselves of the fineness of the day, which reminded one more of the month of April than tho month of February, to sally frth and see tho Emperor and Empress go and open tho Legislative session. tub empkror napolbon's spkrcii. Napoleon III, who has quite got over his lato illness, opened the French Chambers in 1 rson, in tho grande sallo of the palace of the Louvre, yesterday, the 14th of February. The members of tho Senate and of the Legis lative body who had not yet taken the oaths, did so yesterday. The Einpero was accom panied by the Empress and the Prince Impe rial, l'rinco Napoleon, the Princess Clotilde, the rriiuess Mathilde, and other members of tho Imperial family. His Majesty told the Assembly that events of much gravity had taken place in Europe since he last bad the pleasure of addressing it, and that France had remained ft neutral looker-on during the con test between tho two great German Powers, as her interests were in no way compromised. As regards Mexico, his Majesty went on to say that ho had withdrawn from that country, A J 1 .It tt x . as the sanrinces required oi f ranco lor the upholding of the new empire were too great, and that he was desirous of remaining on a good footing with his allies the Americans. As was expected, the Emperor informed us that, as neighboring powers had so consider ably augmented their military forces, it was his duty to maintain France in an invulnerable state, and consequently the army of this onntry must be reorganized and increased. His Majesty makes some very slight allusions to the scourges with which France has been visited during the past year; he hopes that the country will not grudge the'sums which he trusts will be voted for those who have lecn cruel sufferers by the cholera and by the inundations. However, notwithstanding these partial calamities, the progress and general prosperity of the country have not slackened. Within the present year the public revenue has increased by fifty mil lions, and foreign trade by more than a million. His Majesty thinks that extended liberties may now be granted to the press, and that there is no longer any reason to withhold the jight of meeting for commercial and other son-political purposes. The Imperial family, on its return to the Tuileries, was very much cheered by the thousands standing in the way of the cortege. Tin? RETIREMENT OF THE ITALIAN MINISTRY. Tublic attention in France is now turned to the affairs of Italy. Our correspondent in Florence writes vis that public opinion is ore and more pronounced in Italy against the Ull on ecclesiastical property. The system of a complete independence of the Church, ap plauded at the commencement of the Revolu tion, when its whole bearing was not well understood, and when it was looked upon as an infallible means of obtaining Rome for a eapital, has, little by little, encountered Church opposition. This fact is not very surprising in a country which lias been the theatre of continual and inveterate struggles with the Church of Home. The theory of the supremacy of the State is the traditional one of the lawyers and publicists of Naples. In such a country the Mil, as may be imagined, meets with a great number of adversaries, particularly amongst the lower clergy, who fear, whether rightly or wrongly, to find themselves delivered up to the absolute authority of the bishops. Never theless, the most complete accord continues to prevail between the civil power and the eccle siastical authorities in the province of Naples. The Cardinal has been to pay, with great pomp, a visit to tho Prince de Carignano, which Lis Royal Highness has returned with enual cremony. It is even reported that the Pope Las expressed a wish to see the coming of the King of Italy, as he passed through Rome; but Lis Holiness was dissuaded from so doing by the Jesuits. CERMAN AFFAIRS. We hear from our correspondent in Berlin that tho Commission for the Liquidation of the Oermanio Confederation has submitted some propositions to tho late Federal Government. The whole of the movable property of the Diet is to be sold, except some objects having an historical interest; the library to be added to that of the city of Frankfort-on-the-Maiu; the documents of the archives, relative to cer tain fortresses, to be handed over to the Gov ernment, their present possessors; all the papers relative to the Navy and defense, of the coast to be transferred to Prussia; lastly, the whole of the Federal archives to lie given to the Frankfort Library, on condition of placing them in a separate collection, preserving them carefully, and holding them always at the dis posal of the former Federal Government. THE WINCHESTER RIFLE IN SWITZERLAND. Councillor Challet-Venel, head of tho Swiss Federal Finance Department, is at this moment in Frankfort, negotiating with the house of Rothschild for a loan of twelve millions of francs, to be used in introducing the new Winchester riile. THE UNIVERSAL EXHIIHTION. The French jury for the section of painting, sculpture, and architecture at the Universal Exhibition has terminated its labors. The French school will be represented by 110 pic tures, 102 statues, 40 busts in marble or terra cotta, and 83 engravings. TUB CHURCH OK THK TRINITY IN PARIS. The Church of the Trinity, one of the largest of modern Paris, will cost on its entire comple tion 3,888,911 francs.
