is a sad evil, and retarded the completion of the

withheld. Attention will be also given in future
to the school registers, to see that they are cor.

officers and members of the American Philoso
phical Society, the Academy of Natural Sciences,
tbe Franklin Institute, the Trustees, Faculty and
Alumni of the University of Pennsylvania, the
Facnltv and Alumni of the High School, the Con-
Hollers of the Publio Schools and the Faculty of
Girard College, met at half-past four o'clock P. M.
yesterday afternoon, in the chapel of the Univer
sity of Pennsylvania, to take measures for the
proper reception ot the remains of the late Alex
ander Dallas Bache, Superintendent of the United
States Coast Survey.
The attendance comprised many of our most
prominent citizens, the military being represented
by Gea. Meade.
Frederick Fraley, Esq,, called the meeting to
order, and moved that Major McMicbael take the
chair.
The Vice Presidents named were Major Gen.
Meade, Dr. Hayes, U. S. V., Prof. J. W. Oresson,
S. V. Merrick. Secretaries, G. T. Frazer, Dr. J.
Leconte, U. S. A , Prof. G. I. Kiche, Prof. R. S.
Smith, J. Vaughn Merrick.
Mr. Fraley pronounced an euloglum, upon the
deceased, and ottered the following:

tator had made numerous efforts to learn the
whereabouts ol his nephew, and failing in his
efforts, left his money to trie Hospital.
Thk Pennsylvania IIoktiu'lttrai, Society.
The monthly meeting of the Pennsylvania Hor
ticultural Society was held latt evening a their
hall, corner of Broad aud Walnut street. The
display was unusually tine. Among the speci
mens worthy of particular notice may be men
tioned a fiencral display of plants from the
pardens of Messrs. Rodders, Bullock, and l.ona
streth; basket of cut flowers, from the carden of
E. (J. Merrick; six plants, in pots, and flower
bulbs, from the earden of James Kodtrers; a
number of fine bouquets, from 'he par den of
John Dick: radishes, twenty-lour root. from the
garden of Mr. I u tiring; also, a tine collection of
peas. A larc number of ladies and gentlemen
were present.
Election of Officious of the Mkcantilr
Library. The election for otlicera of the Mer
cantile Library took place last eveiiintr. There
were two tickets, one headed by T. Morris Pr-rot
for President, and composed of the old officers
and directors chiefly; the other headed by
Edward D. Brooks for President, and called tbe
"Slock holders' ticket." There were 158? votes
polled, of which Mr. Perot received 1100, and
Mr. Brooks. 487. These were about the average
votes on tbe respective tickets, Mr. Perot's ma
jority being 644. The ladies polled 156 votes, of
which 131 were for the Perot ticket; 25 for the
opposition. '
Personal. General Robert I Bodine, the new
ly appointed Flour Inspector, entered npon tbe of
ficial discharge of his duties yesterday, and Gol.
Jomea P. Perot, who has officiated in that capa
city during the past three years has retired to pri
vate life.
DOINGS IK CONGRESS YESTERDAY.
Senate.
A petition was introduced, asking that colored
troops in the tegular army be ' ollicered by
colored men. Proceedings of a meeting of
Southern loyalists In favor of the Louisiana bill
were presented. A resolution was presented
allowing national banks to receive from the
treasury excess ot taxes paid by them over the
proper amount due. A resolution was adopted
calling on the President to inform the Senate if
there has been aDy correspondence between the
State Department and the Minister resident at
Portugal relative to the payment of hU salary,
and whether said Minister has received pty, and
from w hat fund. A bill quieting titles to certain
lands in Calitornia was passed. The bill to pro
vide for the tafcty of passengers on steam ves
sels was passed. Bills were passed restoring
Lieutenant Joseph P. T.vlle and Lieutenant
Comniander Breesc to the active list of tbe navy.
Mr. Williams moved that the Senate insist on
the amendments to the Reconstruction bill, and
agree to the Conference Committee called for
by the House. After some debate the motion
to insist was agreed to, and a recess was taken.
EVENING SESSION. .
At the evening session the President sent
a response tj tbe resolution calling for informa
tion whether any violations ot tbe Civil ttia-bts
bill had occurred, and what bad been done to
brine the offenders to justice. A bill was passed,
authorizing the investment of unclaimed boun
ties. A bill was considered, giving army officers
on the retired list the benefit of the longevity
ration. A bill to facilitate the settlement of
paymasters' accounts was introduced. The bill
prohibiting peonage in the Territories was
patfeo. The Din in relation to brevets ot volun
teers appointed to the regular army was passed.
It provides that such officers shall be credited .
with tbe service performed by them as otticers
of volunteers. The bill to temporarily increase
the pay of the army was CRlled up and finally
passed. Adjourned.
House of Representatives. .
Leave was asked to Introduce a joint resolu
tion directing the Secretary of the Navy to
assign' United States vessel for the transpor
tation of supplies of too J and clothing to various
Southern ports, for distribution to the suffering
people of the Southern States. Objection was
made on tbe ground that it might give rit-e to
debate. A communication was recew'tl from
the Secretary of the Treasury relative to the
rules by which the beginning point of tbe
claims of the Union Pacific and Central Pacific
Bailroads was ascertained. Tbe bill for the
more efficient government of the Rebel States
was taken up. Tbe motion to concur in the
Senate amendments was lost yeas 73,
nays 98. The motion to refer to a com
mittee of conference was then agreed to, and
Messrs. Stevens, Shellabargcr, and . Blaine
weie appointed the Committee on the part of
the House. The report of the Committee of
Conference on the Tenure of Otlice bill was
agreed to yeas 113, nays 40; tbe bill has there
lore passed both Houses. The Indian Appropria
tion bill was passed. A message was received
from the President announcing the death of
Samuel Downing, the last soldier of the Revolu
tion. The bill providing for arming, organizing,
and drilling the militia was then taken up and
discussed. A vote to lay the bill on the table
was voted down, but the close of the morning
hour cut short further action. The Senate
amendments to tbe Joint resolution for the
election ot a Congressional printer were con
curred in. The Post Route bill was passed.
Tbe Army Appropriation bill was thtn taken uo,
but during its discussion the hour for recess ar

the Secretary of the Navy to assign a natiouat
vessel to convey food and clothing to Southern

Senate.
A number of petitions were presented aeralnst

supreme law of tbe land, and extend over and
bind every citizen of the Kepttblic tn every
portion thoreof, that the Habeas Corpus act can
not be suspended; that noi person shall be held
to answer for crime unless indicted by a grand
jury; and that tbe military shall be in strict
subordination to the ctvtl power. They were

The session was devoted principally to the
reading of pi ivate bills. The Coventor sent a
message announcing that he had vetoed the bill

tional notaries public in Philadelphia was
passr-d. A bill was passed relative to the Court
of Quarter Sessions in Philatlelpbia. Several
