members ot Silcaro. M. E. Church, asking permls
slon toereo' a temporary frame building on the lot
adjoining their church in which to hold a fair for
church purposes. Referred to the Committee on
City Property.
A petition largely signed, was presented by Col.
Page, asking that the law prohibiting the sale of
liquor to minors may be rigidly enforced, liefer
red to Committee on Law.
Mr. Fox presented a statement of the condition
f the city treasury up to February 1, 1817, as

Mr. Barlow offered a resolution asking tor the
grading of Tenth street, First ward. Referred to
Highway Committee.
Mr. Van Oleve offered a resolution asking for the
grading and paving of Ontario street. Referred.
A bill authorizing the construction ot sewers in
various parts of the city was offered by Mr.
Stokely, and referred to Committee.
The bill to increase the salary of tbe Chief Engi
neer of the Water Department to S5.000 a year was
taken up. After some debate it was concurred in.
Tbe Common Council bill requiring tbe Trustees
of the Oas Works to open their regnlar meetings
to the members of Councils who do duty as the
Committee on Gas was taken np.
Mr. Smith (Twenty-second ward) called the
attention of tbe Chamber to the fact tbat tbe only
way for Councils to exert the needed control in
the matter was to raise the necessary funds, and
to take possession of tbe Oas Works. The proper
, course was for the city to own the works, and take
their management into its own control.
The annual appropriation to the Department of
'Water for 1867 was taken up and concurred in.
Also, a resolution of inquiry as to the right of
any one to throw refuse coal oil ,into the Schuyl
kill. Also, a resolution of instruction to the Chief En
gineer and Surveyor.
Mr. Gillingham offered a resolution that a joint
special committee be appointed to consider tbe
propriety of paying off the Oas Trust loan, and
making the Gas Department one of the depart
ments of the city. Referred.
An ordinance making an appropriation of $100
to pay witness fees was concurred in.
Also, an ordinance making appropriation to the
county prison inspectors for lb(7.
Common Council not concurring In the amend
ments of Select Council to the "salt bill," the
question was again taken np. Select Conncll re
insert to recede from Its amendments. The ayes
and nays were taken on tbe question. The ayes
were 12, the nays ditto. As Select Council did not
recede, a committee of conference was agreed upon.
The ordinance making extra appropriation to
tbe board of school control for extra pay to teach
ers was concurred in. Ad journed. i
Common Branch. President Marcer in the chair.
A communication from the Guardians of the
' Poor, requesting an appropriation of S-'MM) for a
piano for tbe insane department of tbe Almshouse,
was referred to the Committee on Law.
Mr. Franciscus presented a resolution directing
the best bidders for the stationery of the Commis
sioners' office to enter contraots in the City Soli
citor's office. ;
Referred to the Finance Committee.
To the Committee on Police was referred an
ordinance to Inquire into the propriety of allowing
private enterprise to construct telegraph lines in
the city.
A communication was received from the lessees
nt the landings at Green and Coates streets, stating
their belief that on Wednesday last the landings
were at enormous prices relet to speculators who
will not occupy them. Referred.
A netitlon from the watchmen of Penrose Ferry
bridge, asking an additional watchman, was also
referred. ,
Mr. Dirrien offered an ordinance to place a lire.
alarm box at the office of the West Chester and
Philadelphia Railroad Company, Thirty. first and
"Wainnt streets, the company paying the bills.

Mr. Harper moved to reconsider the vote on the
Salt bill on the previous meeting. This was the
vote which defeated Seiect Council's amendments

The other two entered the Girard House, and
Wilson was left in the reception room, while the

$600 note changed. Wilson waited until 9
o'clock, nenrly one hour and a half, bv which
time he began to realiz" the astounding fact
that he had been "done" out of two hundred
dollars.
MEETINO OF TDK AMERICAN UNION COM
MISSION. The American Union Comtm-tMon of
Pennsylvania and New Jersey held a meetine at
the rooms of theYouni? Men's Christian Associa
tion, at 4 o'clock yesterday afternoon, Samuel
V. Merrick, Esq., in the Chair. The Aseocta
tlon, by a resolution, concluded to continue
their labors in carryine on the seho jla in Geor
gia for another year. Tbe manacers manifested
much interest in the wellare of the Association,
and are determined to assist the rising genera
tion of the South. Their Collector, Kev. James
Hopg9, will call upon the citizens lor contri
butions. A Sew Academical Building . The
new Academy buildiuir of the Sisters ot Notre
Dame, near Kitten house Square, will soon be
completed. The edifice is one of the largest
and most, complete in our citv. and rellccts
much credit upon the ladies of the Order who
hnve tbe master in charge. The buildintr,
which is being finished under the direction of
Mr. E. F. Duron g, architect, has a front ot 60
let and a depth of 130 feet, and is four stories
bieh. A Cue chapel is to be fitted up on the
second floor, and the exhibition-room will be
on the fourth floor.

Sealed Proposals will be received at this Depart
mcnt until 12 o'clock M., on MONDAY, the 4th of
March, 1867. tor the erection of the Jail in and tor
the District of Columbia, authorized and provided
for by the act of Congress approved July 25, 1866.
The designs, detail drawings, and specifications
can be seen at the architect' office, in tbe eastern
grounds ot the Capitol, Washington city, everyday,
except Sundays, between the hours of 9 A, M. and S
P. M., on and alter the 28th instant
Separate bids will be received for the masonry
work, brick work, iron work, and carpentry work.
The contractor whose bid may be accepted will bo
required to enter into a sufficient bond, to be ap
proved by the Secretary of the Interior, tor the
faithful completion ot his contract. Payment will
be made as the work progresses, on estimates certi
