Mr. V aimer, Chairman of the Committee on
J .aw, presided at the mecliitfr last evening, ami,
on motion of Mr. King, the resolution accepting
the offer was adopted. The chairman was also
instructed to prepare an ordinance for the pur
chase of tho property, and to submit tho namo
to Councils to-day.
The act appropriating ground for public pur
poses having reference to the above subject,
which was referred to tho com mil tee, was

lature of the Slate:

tiounded as follows, beginning at a point on the
river Schuylkill, at the intersection of the north
line of Iirldge street and low water mark In
said river, thence along said north line of
Jiridge street to 1'rldgewater street; thence
along the easterly side of I'.rldeewater street
to the north lino of Haverford street, as
now used ; thence along the nortbenst
line of said Haverford street to the Penn
sylvania Railroad ; thence along said
Pennsylvania Hallroad to the Junction liall
road: thence along the said Junction Railroad,
its several courses and distances, to a point
where it intersects Glrard avenue; thence west
wardly along the north lino of Uirard avenuo to
Vorty-flrst street; thence northward along said
Forty-first street to I.andsdowne avenue; thence
along said l.andsdowno avenue west ward ly to
Jielinoiit avenue; thence along said ISelmont
avenue northwardly to Montgomery avenue;
thence eastward along said Montgomery avo
nue in a direct Hue to the water line of Fair
mount dam; thenco clown tho river Schuyl
kill along the low water line thereof to
the place of beginning; excepting there
from and thereout that part of which
the Schuylkill Navigation Company, tho Point
sylvania Central, the Junction and tho Con
necting Railroad Companies are respectively
isclzed, for the execution of their franchises,
Khali be vested in the city of Philadelphia, to
be laid out and maintained forever, as an open
public place and park, lor tho health and en
ioyment of the people of said city, and the
preservation of tho purity of the water supply
of the city of Philadelphia.
Section '2. That the Mayor, the Presldonts of
the Select and Common Councils, tho Chief
Kngineer and Surveyor, and the Chief Kiiglneer
of the Water Works, together with ten citizens
of said city, who shall be appointed for live
Tears, five of them by tho District Court, and
five of them by the Court of Common Pleas of
said city, be and tho same are hereby consti
tuted Commissioners of said Park.' They shall
organize immediately arter the passage of this
act, or as soon thereafter ns convenient, and
annually thereafter, by the election of a Presi
dent and Secrotary from their number, but they
fchall receive no compensation for their .services
as Commissioners.
Section 3. That tho owners of the said ground,
liy the first section of this act appropriated lor
public purposes, shall be paid for the same by
the City of Philadelphia, according to the value,
-which shall be ascertained by a jury of twelve
disinterested freeholders, to bo appointed by
the Court of Quarter Sessiotiss of said city, unon
the petition of said Commissioners, and if tho
said Commissioners shall delay petitioning as
as aforesaid for a period of sixty days alter no
tice given of taking possession of said ground,
then said jury shall bo appointed upon
the petition of any person whose property
shall be so takon. l'rovidfd, however, that in
any case, tho said Commissioners may nego
tiate directly and agree with the owners of any
part of said ground as to tho price thereof; and
said price shall be reported to the said Court
of Quarter Sessions, anil if confirmed or up
proved by said Court, shall bo conclusive upou
Miid city; and provided further, that whenever
it sliall be necessary to have recourse to a jury
to assess the damage for any property to be
laken as aforesaid, the said Jury shall estimate
the advantage to property adjoining, or in tho
vicinity, and said jury shall proceed, and their
award shall be reviewed and enforced in tho
same manner as provided by law on the open
ing of roads in the said city of Philadelphia.
Heclion 4. That the t-'ommisslouurs of the said
Park, after they shall have secured possession
of the ground, shall adopt a plan for the im
provement and maintenance thereof, and all
moneys expended shall bo tinder their super
vision: but no contracts shall be made for said
jmpioveiii' iit, unless an appropriation therefor
sbn.it have been first made by the Councils of
said city.
ction 5. That as soon as the said Commis
sioners shall have fully organized they shall
have the cam and management of Fairmount
Park on both banks of the river Schuylkill, and
all clans and expenditures for the improvement
mid maintenance of the same shall be under
their control, subject to such appropriations as
Councils may, from time to time, make as afore
said. Section fi. That the Commissioners are further
empowered, whonever the Councils of the city
of Philadelphia shall so declare by ordinance,
take such other laud as may be necessary for
the extension of tho Park, between the Spring
Oarden Water Works and the Columbia Bridge
and between the Reading Railroad and tho
river, as provided in section third.
The meeting then adjourned.
Christianity Among the Jews. A large
number of persons assembled lust evening in
the Church of the Kpiphany, comer of Fifteenth
and Chesnul streets, to celebrate the anniver
sary of the Society for promoting Christianity
among the Jews. The annual report was pro-

the year 18t among, those over whom the So
ciety extends a watchful eye, in order to do
them good, 375 visits, and that he was visited by
112 persons, who sought from him such relief as
it was in his province to give. The number of
visits paid to faml lies in Mid was 230, and tho
number of those who visited him was 82.

The Treasurer's report showed that on Janu

Death of A Well-known Citizen and
MrsiciAN. Thomas Loud, Esu., died at his lata
residence, on Saturday last. Mr. Loud came to
this country from England when a youug man,
mtwI heiran the manulaciure of pianos in thii
n'.v in 1H20. He became well known for the
mineru.rito of his instrument, and his interest
in the ailuirs of the Musical Fund Society, of
wuieh he was a member, and in whose sci-'mvc
concerts and musical interests generally he took
a very prominent part lor some years,
Recruiting Officer Shot. Between 9
and 10 o'clock last evniner. a reeruitmir ser

Kneitieer, he makes mention t the great im

he uses the following language: "I do not wish
to be understood as Renin? forth the present
system as perrect, lor it Inn us objectionable

With the Thame?, and small as Is our population
compared with that of London, yet we have a
large area of territory which may be as extn
slvely ami densely populated as either London
or Paris; nnd notwithstanding manv years may
elapse before our population will reach a
number which wiJl bear the same comparison
to our water capacity as London does to that
c.f the Thames, yet it is not too soon to give a
thought a to what shall bo done with the
sewage. More fears may be justly felt as re
gards the Schuylkill thau the Delaware, for
already have we at least one-fourth of our popu
lation delivering their reiuse into it, and tho
progress of improvements in West Philadelphia
has been, and will continue to be, very ranid.
"The Delaware, between the island and tho
city, has a delivery of about 12,000,000 cubic
feet per minute, with about 600,000 people
draining in it; in the Schuylkill 2,000,000
cubic feet per rniunte, with about 200,000 of
population.
"The Thames, at London, Las a flow of
about 4, 000,000. cubic feet per minute, with a
population of about 2.000,1100 in the city, and
000,000 additioual above the city, and even
then 1 find in a Parliamentary report of 18G5
these words: "In the investigationfrelating to
London sewage, and its effects on the Thames,
and the injury to health inflicted thereby, it is
conclusively shown that the createst part of
the nuisance lies in the sedimentary matter
which lines the banks, and is in an active state
of putreffl'-tion.' I state this to show that we
need not have any immediate fear of injury
to our rivers should wc continue the water
closet system,".
Stealing Raiment. Mary Dillon was up
betore Alderman Beltler at the Central Station
yesterday. She was chartred with stealing
wearing appaiel of considerable value from a
woman named Catharine Mcllit, in Mahlon
street, between Filth and Sixth and Race aad
Vine. Policeman Waterhouse recovered mo-.t
ot the property. It looked rather queer to see
the occupant of so obscure a residence pos
sessed of toggery that a merchant prince might
have been proud to purchase for his household.
Such, however, was the fact. The silk dresses
were elaborately trimmed with Iloniton, the
furs wereot true sable, nnd the under garments

mitted for triaK
Oub Fire Dkpaktmknt. The Fire De
partment of this city embraces, at the present
time, 88 companies, of which 47 are steam tire
engine companies; hand engines 13, used
altogether in the outer districts; 107 hose car
riages, 9 hook and ladder companies, having
1574 feet of ladders, C2 hooks and 162 axes. The
department has also 03,450 feet of hose, aud
1274 feet of saction hose. There are 47 engines,
40 drivers, 04 horses, and 13 ambulances con
nected with the steam tire companies. The en
tire membership of the department numbers
14,035.
Appeal by the ho uthwaek Soup
Society. This Society has made an earnest
appeal tor help. The finances of the Society are
in a very meagre condition, and the demands
upon its resources are largely on the increase.
The destitute people In the lower part of the
city are suffering, and starvation and death
from cold and privation stare many In the face.
Soup and bread are distributed daily at the soup
house, in Sutherland street, below Queen, where
contributions are qli-o received.
Tayino Watkb Rents. The water
duplicate for 1867 having been completed, the
Register of Water is now receiving rents.
