Wife' Effort at Uw Llvlug Under High lrle. Such is the title of a small book published y Ticknor & Fields. The writer Accepted ie sum of six hundred dollars exempted from txation as an assumption by Conaress that Jhat sum would bo sulhcient for the mainte- mco of a family, and that all bevond was radically a surplus which the receiver could ell aHord to have taxed. She adds : "The '9ple have assented to this view of the case. lUlhave patiently borne the burden of the lost obnoxious tax ever imposed upon them. uo uui snow wuctuer any 01 tne legislators ho passed the law have ever tried the ex erimcnt of living on so small a sum; but, idgiiig from the high salaries they receive, leir extravagant allowance of mileage, and ie great additional sums which they last inter voted into their pockets, I am disposed think they never knew how hard it was to !?e, themselves, on the small allowance which ey considered sulucieni for us." However, thousands had to live on such a ttance, and the record of one is given in this oic, irom which we proceed to make a few tracts, lne l idy thus describes the "situa- on" at the outset : Humble as wus our position in the creat orla, we had a certain status to maintain. e must, live iu a respectable house, we must .'est genteelly at leasr, and Keep a pprvant too. fjduatlthpse was now a heavy raw Prices r eerythinp were steadily lisinc, thus con- untly encroaching on the uxed income wilted y.htitibiiDd received. Provisions and clothing were thus so hirrh at, notwithstanding the recent addition of ,o hundred dollars to our lormer income, we ill bud but the old Sam of six hundred a year hie upon. The landlord had doubled our nt, and lrom the scarcity ol dwellings we had en loiced to remain where we were, or give housekeeping altoaether. His salary of eutu huadred a year us very small, but he hoped to wiu promotion a close attention to his employer's interests. had seen union j our friends so many lament. lie instances 01 trying to oeeoine suddenly ch, miitiy times by speculation, that we had iselv determined to be saasued tor the pre- nt with a bare competency, rather thnn come prirt through extravagance or business veu res on h false capital. The writer gives numerous details of nisehoid expenses and econojiies, tells of r little garden, and what came of it, and iters into minutitc which cannot be quoted re, but which presents the problem ol life i a narrow income in simple and intelligible rms. As to her table, she says: fcut r luuit; nnD 'icuuiui, uui piiiin. r or ureaii j.itwe always haa ood bread or rolls in sum ler, aud in winter e riddle-cakes of buckwheat, OHt. or Indian meal, with fried nntnti.ps oiled mackerel, or lresh hsh. an omelette. uled egtrs, or a meat stew, made of the remains yesterday's dinner; but omy one of those ms at a time. But, on principle, we re nin d from useless prolusion. In my own visiting expe- tec, however, I always found that a warm :ome and a cordial spirit was a surer source traiiucation to the euest. than a table loaded ,tb costly viands. In the last year of the war "Arthur" was alted. and went into the service. She says: I began my history with tho Intention of ShoWiMJT now we uiat;a;jea to live, In a tolera- THE DAILY EVENING TELEGRATII.PniL a bly comfortable and centeel way, oti six bun L died a jpor, and think 1 hnvp proved by actual imuresinat u was cone, rnces of evervthinr then were high very liiuh bat now, iu this venrof lstifi, ttiey are still limner, and where they hip to stop no one appears able or willing to tell. It we bad not received that acceptable and most timely increase of our income, we must have made up our minds to one ol two tilings either to cut dorn our expenses by doiiur without tiituiy of the articles named on my list as among the most ordinary comfort" of lile, or we should be compelled to go in debt. M the two evils we should certainly choose the lesser, and so pteferred to Jive on mush or poiHU,e rather than go beyond our means, vvith. our present thirteen hundred dollurs, clear of house lent, we were, indeed, very com lottable; but even this sum in paper money Is not very ditlerent from six hundred iu itoid a lewjcursaeo. Whei. we bought suuar at nine cents the pound instead of twenty, aud cotf e lor sixtien instead of fifty when the servant's wages weie a dollar and a quarter instead of two dollars and upwards, and cood butt-r coul 1 be had all the year nt au average ot thirty in stead of sixty cents, I urely need not arg'ie the question. Two or three chapters treat of cookery, making preserves, etc., and will bo of special interest to the ladies. The recipes ate tooth some, and show that "six hundred a year" is not without its luxuries. Another chapter treats of the education ot children; and the last chapter d scourses ot the laying up of money, ti e tax on Incomes, etc. We quote : It is singular how ea-y the business of accu mulating money becomes, when one has ac tually begun to save. A very rich man declared that his meatet aifliculty had been to get posses-ion ot the lirst thousand dollar.;; but after that, it was the easiest thing to acqui'-c a for tune. I do not know how this may be, never having been the self-complacent p'osi-essor of the preliminary sum referred to; but I do know that when we discovered that there wns a small surplus over our wants, it was remarkable how easily we were enabled to increase it. Iu our lowest condition, we never deapaiied of seeing better times. It a sailor wete to turn back whenever a head wind came on, he would never make a voyage. We thus rarely permitted our selves to be battled by adverse circumstances; otherwise, like the sailor, we should have made no head way in the voyage of Me. As to weulth, the prevailing idea is that its chief power is to supply wants. In our case it was really so. But from the course pursued b some of our ae (itiaintttnces, it appeared to have no other power thn that of creating them. Anew and rough as essor was appointed to inquire into the incomes. The writer says : ibis new appointee was exactly calculated to rentier the collection of a disagreeable impost even more unpleasant. Under any eircmn stances, we all dislike to make revelation of ojr pecuniary condition of bow much we are worth, what is our income, how we mad our money, etc. People speak freely of other do mestic incidtuts; but this of income is a sort of forbidden topic. It was the invasion ol this general family sileitco made by Government, when it levied the income tax, that rendered it so unpopular. It compels us to lift tho ve;l from tumily secrets that we are all unwilling to have exposed. The satisfaction ot knowing how much oui neighbor was worth was uo compensation lor the exposure of our own affairs. Up to this time we ba.1 been in the hbitof having no re serve among our friends, as to how we got alone in the world. They all knew what salary Arthur had received, and what rent we pai l, and that six hundred a year allowed no surplus. But no sooner was our income increased, and we hud begun to save n little, than we became reserved, never afterwards going into particulars, as we had done w hen we were saving nothimr. Hence the rude inroad of the newly-appointed assessor was peculiarly unpleasant. Well, Arthur filled up the schedule, anl sent It to the assessor. Of course we were no longer exempt from taxation; for the difference be tween the six hundred dollars of former neces sitous jenrs and our present more adequate til tee n hundred, must now be reported for taxa tion. Our tax was now forty-seven dollars, in stead of two, as in previous years, yet wi were abundantly better able to pav it. Though thus obliged to tell exactly what we were worth, still we congratulated ourselves that no one knew anything of tho matter but the assessor. Judjre, then, of our vexa'.ion, when, a few weeks uttei wards, we saw the list of incomes of the whole town publishcl in the newspaper. We hud seen similar lists in the creat city paper, but our publishers at home bad not had sufficient enterprise to serve up the same kind ot local information until uow. It seemed that just as we were getting a trifle to report, we were to be exposed in this public mauner. No doubt every other person so reported lelt ex actly as we did. Indeed, there was a trei.eral denunciation of the editor lor committing so preat, an outiaire. fcvery one. of us thoue.bt that evprybo.lv else was scrutinizinc his indi vidual condition; for we are all apt to tuiutc curelves of much more importance than we really arc. Tho lady philosophically comforts herself by saying "that so Ion? as we report ; Ringlo dollar, there is a guarantee that behind it will be lound the really all-sulllcicnt six hundred a year."
