sioner on Markets was presented, requirius?

Mr. Kino presented an ordinance abolishing
the Department of Wharves and Landings, and
requiring all the duties that hitherto belonged
to the Commissioner of Wharves and Markets,
to devolve on the Commissioner of City I'ro-

men, advocating the extension of Fair mount

(one hundred and forty-six acres) has been pur
chased by the petitioners at the moderate rate
of $000 per acre, and the city is asked to pur.

A bill was read providing lor the purchase,
and creating a Hoard of Commissioners con
sisting of tbe Mayor of the city, l'resldents of
Councils, Chief Engineer and Surveyor, and
ten citizens, to be appointed by the Judges of
District Court and Court of Common I'leas; sulci
Commissioners to iccelve no pay, and to carry
out the arrangements of the purchase of said
grounds.
Mr. Van Ci.kvk moved to refer the matter to
a joint Committee of Law, Finance, Wutor aud
City Property. Agreed to.
A bill was nrLseiited providing that any citi
zens desiring to make an attachment to the
culverts of the city for the purpose of draining
private dwellings, shall make application for
the purpose to the Survey Department, aud pay
87 for the privilege. Agreed to.

John K. Tyson, Lsq., member of Council from
the Second Ward, presented his certitloato of

City Controller, which was ordered to be printed
and referred to the Finance Committee.
A communication was received from Mr,
Dlxey, City Commissioner, stating that ho had
corresponded with Captain II. W. Janus, in
forming him that Moyameuslug Hall was
burned down while in charge of mo Govern
ment and it is expected that the building will
be rut iu the same condition us when it was
received from the city. The communication
was referred to the Committee on Law.

asking for the passage of an ordinance to pre

Mr. 1' H ANClsci s said that his amendment
was on the score ol economy. The laborer 1
worthy his hire. Compensation for lab'r de
pends upon the talent expended, and the
change by the Union party In caucus will bene
fit tbe city and Increase tho treasury.
Mr. l-.VANs was opposed to tho Increase, and
spoke at length on the subject. IIi said that
the present Chief Fngineer had fait hfully dis
charged his duties, but members of Councils
lnol been endeavoring to kill him.
Mr. IIknk.kv made an able speech. His fa
vored Mr. Franclscns' amendment, on the seoro
of economy, arguing that by paying a good
salary the treasury would be Increased and the
city benefitted. He was not speaking In favor
ol any engineer, but was looking to the interests
of the citizens.

Mr. Fmancisi vh called tho previous question,
nnd, pending the discussion, tho Chamber ad
journed. Equal Rights Association. At the after
noon session the Committee on Constitution
reported a preamble and constitution, which
were adopted. The preamble states:
Whcri us, The reconsi ruction of our National
Union Is tiie lilting of theentire nation Into the
practical realization of the true republican Idea
ol a Government, founded on absolute justice us
the corner-stone; therefore, to aid in this practi
cal work, we agree to form a society to bo called
"The Pennsylvania Equal Klglits Society."
The purpose of the Society, as stated by the
first article, was to secure equal rights to all
citizens, especially the right of sull'rago, irre
spective of race, color or sex.

Miss Susan B. Anthony made an earnest ap
peal to all, especially to the women of our na
tion to contribute to the financial support ol
the present society.
The following resolutions were offered:
JiisolccU, That reconstruction should begin
at home; that since a majority of the citizens
of Pennsylvania are now taxed without repre
sentation, and governed without consent, and
since those who would be free themselves must
strike the blow, therefore the primary object
ol the Pennsylvania Equal Rights Society is to
demand and obtain suit rage for the women and
colored men of this Slate.
Ite.solvcd, That we call upon the people of
Pennsylvania, without distinction of party, to
form Kqual Rights Clubs In every county,
township and ward, to demand suffrage as the
natural inalienable birthright of every citizen;
to circulate tracts, pamnhlets and petitions, to
organize meetings; to create and concentrate
public sentiment; to direct attention to the
existing grievances and disabilities of our dis
franchised classes; to catechize candidates for
all olliees, State or National, and to make the
extension of suffrage the test question in all
future political action.
After a protracted discussion, tho above reso
lutions were adopted, with various slight ver
bal modifications. After the transaction of
unimportant, toutine business, the Society ad
journed nine (lie.
The Lincoln Institution. The annual
meeting of the contributors to the Lincoln In
stitution wf.B held at the building, No. 308 S.
Eleventh street, yesterday morning. The first
annual report was submitted. It referred to
the organization of the institution from a com
munication to the Church Home for Children,
from Mr. Murrows, State Superinteudant for
Soldiers' Orphans, asking after orphans received
and that appeal resulted in ten children being
received. Mr. Murrows subsequently offered to
place out in auy Institution under Episcopalian
charge, one hundred boys, whose parents be
longed to that church, and pay $110 for each of
them until they were sixteen years old. Out of
this proposition grew the Lincoln Institution.
Subsequently the present building, admirably
adapted to the required purposes, was pur
chased lor 822,500 cash, of which Slii.Ooo yet re
mains as a mortgage upon the building, aud
which should be speedily cancelled. April 17th,
1SG6, the institution was dedicated with appro
priate services, at which Cieneral Grant was
present, and two boys were received. At pre
sent seventy-five boys are under charge, and
the quota of one hundred will soon be complete.
With tbe greatest economy exercised the ave
rage annual cost of each child Is $1'10, making
an annual deilcil of 2000 to bo provided lor by
tbe free will offerings of our citizens.
Rev. Dr. Newton presided yesterday. Major
fleneral Meade, Rev. Phillips Brooks, Mayor
McMichael and other prominent gentlemen

Anniversary op the Woman's Hospital.
The sixth anniversary of this Institution was
celebrated yesterday afternoon, at tbe Hospital
Building, North College avenue,
A large number of ladies and gentlemen were
present.
The annual report, as read, showed that the
total number of patients engaging the care of
the Hospital, had been Increased during tho
year by three hundred and nineteen. The num
ber received as residents was less by two than
during the twelve months preceding. Tho in
crease has been in the Dispensary Department,
which numbers lour hundred and forty-eight
in excess of last year.
In the lying-in department, especially, the
managers hail reason to congratulate them
selves upou the successful warding orl of
threatened complications, but one patient
having been seriously ill. The numbers in
this department might have been increased
but lor the regulation excluding unmarried
women. Among the out-door patioiits a few
denthsoccurred, mainly from clioleraiiiiaiituui.

at houses, 384. Total, 21 10.

North Eleventh street. Mr. Weaver came to the
city yesterday morning with a photograph of
the thiel, and stopping in at theCcntral Station,
nsked Serjeant ('rout "If he knew a man like
that?" exhibiting- the photograph. The oflicer
replied that he did. Both then repaired to
Alderman Hurley's office, and a warrant was
issued lor the armrebenyion ol Schnadcr. crseaut
Crout visited his boarding house, and secure I
his prisoner, and e-corted him before Alder
man Hurley, who held him to answer in default
of $1000 bail. He will be taken to Lancaster
county jail this evening, by rhe Senreant.
Schbader Is at present under $000 bail for stnal

Revenue Cases. Before United States
Conimis'ioner Hibler yesterday, Edward Marley
had a hearing on the charge ol distilling spirits
without a license. Defendant's place, atTwnty
third and Naudain streets, was visited on the
11th of January, and two stills found therein
operation, with mash in them. No special tax
had been paid. Held in $1000 bail ior trial.
Before United States Commissioner Smith.
James Robinson, K. L. Paniora, and J umes
Clary were ch irered with distilling without a
license. The distillery of defendants is said to
be on a farm on Oxford turnpike, three miles
above Frnnkford. The arrests were made by the
Deputy SlarsUul, who testified that when he
visited the place the still was in operation. Held
for trial.
Installation Sekvk es. The installation
services of the Kev. S. A. Mutchmore took place
last evening, iu the Cohockslnlt Presbyterian
Church, Gerniantown avenue, above Fifth
street, nnd were conducted by Lev. William O.
Johnston, Dr. Keed, Ir. ISeadle and Kev. T. M.
Cunningham. The usual exercises attending
occasions of this kind were engaged in. The
attendance was large, and was composed of re
presentatives from the different churcues in tho
neighborhood. The new house of worship in
tended for this congregation, which ha been
erected at the intersection of Franklin street
and Columbia avenue, will be ready for occu
pancy In a lew weeks. The building will ac
commodate about one thousand persons, and
will be one of the most substantial and neatly
built structures of the kind in the city. Tho
congregation is increasing rapidly lu numbers.
Row in Common Council. Last evening
after the adjournment of Common Council, and
while tho members were conversing in the
main aisle of the chamber, Mr. Charles Miller,
one of the Gas Trustees, made a remark which
was not altogether liked by Mr. Iluy, member
from the Eighteenth Ward.
The latter replied to Mr. Miller, and receiving
an answer from him similar to the remark ho
had previously made, Kay caught Hold of him
nud dealt him several blows, nnd would have
followed it up had not the members interfered
and separated the belligerents.
Reported for Duty. The following named
ofticeis have reported for duty at the United
States naval station at League Island, viz: Com
modore Olivers. Glisson, Commandant; Com
mander George W; Hansom, and Liuuteuant
Commauder E. W. Henry. This is now a new

Water Main Burst. The water main in
Eighth street, below Arch, burst yesterday af
ternoon, causing many of the cellars to bo over
flowed, ami much valuable property to be
destroyed. I'p to a late hour last liight the
flow oi wihci had not becu stopped.
Old Cents Not Received. The United
Stales Mint does not receive old copperor uicltel
cents in exchange for tho new five cent nickel
coinage. The coins mentioned are not received
at the Mint at all, as Is generally supposed.
