French Diplomacy at Fault.

out reflecting that they were thereby playing
Into the hands of our enemies.
. Jules Farre and his Democratic followers now
beglu to see that they have committed a groat
imprudence. The head of , the Democrats has '
jut published a collection of speeches, with a
preface, In which he says, "Tee map of Ger
many has been changed without our participat
ing In ' the alteration, and much to our dis
advantxge. A most formidable national and
military unity Is now taking place at our fron
tiers." The illustrious orator is now as much an
tidvocRtc for enlarging our military system ns
he was formerly opposed to our expedition to
Mexico.
The It (organization of the French Army.
The Jdonileur has published the definitive
jilan for the reorganization of tho army. It Is
as follows: The forces of France will be com
posed as we have already anuounced First, the
Active Army; necoud, the Kcserve; third, tho
National Guard Mobile. There .will be called
out each year by lot 30,000, to form part of the
Active Army, and 80,000 wil be comprised in
the Ket-erve. " 1 1 '
According to official calculations, the former
will represent the permanent force of about
417,000 men, whilst the reserve, will amount to
424,000, , The period of active service Is reduced
to sis years, as is a)o the time for remaining in
the service.
In the National Gmyd the period of service

ing to the number of ro-enlistmcnts effected in

It is reported that Marshal Itanilon, not feel
ing equal, on account pf his age, to carry out
the new reforms contemplated, will shortly re

We ore now informed that M. Mousticr, the
French Minister for Foieijju Affairs, has for-
mally informed Mr. Bigelow, late United States
Minister at the Court, of the Tullerles, that
the French troops , will leave-Mexico in the
month ot March. ..This report, however, la uo

year, which staled that, according to an agree
ment entered into between the Government of
Washington and that of the Tullerles, the French ,
troops were to leave America in three divisions,
