President Stokley presided. The meeting was
called to consider appropriation bills. Tliere ure

the special meetings already held, the ye'ir will
close beiore the annual budget ot Council busi
ness is cleared away, unless the two Chambers
work mure vigorously.
The first bqsinpss iu order yesterday was the re
ception of a communication from the school-teachers,
requesting an increase of their salaries. It
went to the Finance Committee.
The securities of James Lynd, newly. elected
City Solicitor, were presented Dy Mr. Marcer, and
approved by the Ciiamber.
Through the same gi'ntleman was offered hu
ordinance making the appropriation to the depart
ment for lighting the city with gas for ls(i7. The
ordinance aggregated the appropriation at
Tbe lamps are "till), and the p-ice per lamp is s-trf.
This one item loots up S3ti(j,7-J0. The ordinance
was pin-setl.
An ordinance wns also presented giving the
Mayor power to renew with Henry Jlickley the
contract lor cleansing the northern district of the
city, into which it entered five months since. The
terms of the contract are Stiil.udU per annum. The
ordinance to extend it for four years and two
months, from the first of January next, passed.
A resolution requesting the Committee on Sur
veys to repurt a bill for an lLlet at Kigbtu and
"Walnut streets was agreed to.
A communication was received from the Conti
nental Hotel Company asking permission to re
place, at ibeexpenseot theownersof the property,
the cobble pavement on Ninth street, between
Cbesnuland Walnut, With the Nicolson pavement.
Mr. Little introduced a resolution conferring the
privilege Ueked for, which was passod.
Tl.e Chamber then took up the consideration of
the appropi iation to the Commissioner of Public
Proptrty.
Tbe appropriation to the debt of city property is
St-1, 710 Go, including an item of soooo for improv
ing Fairmount Purk.
This item Mr. Evans moved to make 13,000.
The Chamber voted It down.
Mr. Evane moved to make it 14,000.
Mr. Marcer called the previous question, when
the Ltixey men refused to vote.

usual business, tbe report ot the President and
Secretary, Professor Morton, on novelties in sci
ence and art, was rend. Iu this were noticed the
very successful experiments in ventilation lately
maue ut the Philadelphia Almshouse, aud on
steam cultivation; the improvements on the river
T lie; ou ihe water-works ot London; the Chictgo
tunnel, and oiher like mat'er; ths patent cutter for
f (holographs; brewer's revenue stamps and round
abels generally, by Theodore lWguer. The L?f
flugweil gas regulator, A-c, were exhibited, as
alto model steam engines and locomotives from J.
W. lueen &. Co., and some new polarizing appa
ratus made by J. Zeutmayer. Many interesting
scientific novelties were discusaed.

Jeflerson to Oxford, was yesterday completed. Iu
this square ihe Nicolson paving, so buccessfully
introduced Into western clues, bus been substituted
ior cobble. The Common Council yesterday agreed
to allow the owners of property along Ninlb Bireet,
between Chesiiutand Walnut, to pave that square
also in tbe new method. Several blocks on Krottd
f treet will be so paved in the spring, and move
ments aie on loot to have it introduced throughout
the city.
Almost a P a nic Towards the close of

chii Tuentre, Walnut street, a portion oi the

tire, causing quite an alarm. A number of the
audience nished towards the door, but before
the alarm became general the tire was extin
guished and the performance went on.
A Torpedo. A bottle containing mineral
water exploded at Koussel'8 factory, .yesterday,
and Joseph Ware, a lad, was severely out in the

Is it A MuiiDKR ? The Coroner held an
inquest yesterday on the body ot A. it. Price, a
lious-e carpenter, who wa reoorted to have died
ol heinorrhutrt' of tbe limps. Deceased wa-i
lound (leud 011 tlio footway near tbe steps of a
bouse in Mount Vernon street, with a bloody
chisel at his side, with which he had been
working. A post-mortem examination dis
closed tlie fact that there were fcve stabs iu tlie
abdomen, as if made with a chisel, and his
skull was fractured. Tlie collar bone on the
lelt Hde was broken, and two ribs were stove
in. All of these injuries, except ihe stabs, were,
it is Ik lieve d, caused by falling heavily ou the
pavement, niul the stab's were thought to have
been inflicted by himself. The evidence was to
the etleet that he bad been laboring for some
time under depression of spirits. A verdict in
accordance with tho tacts wnc, rendered.
CoKFEiiiuNG Diplomas. The Directors,
Teachers, and pupils of the Northwest Grammar
Schools assembled at the school-room, Race
street, above liroad, yesterday afternoon, lor
the purpose of conferring upon their graduates
of the present year the diplomas and certificates
of merit which bear witness to their industry
and pood deportment while m tlie institution.
Mr. Edward Shippen, President of the Board of
Control, delivered an eloquent address, iu which
he spoke of the preat. excellence of the schools
of tie city, and dwelt energetically upon the
miserable salaries paid to our touchers iu com
parison with those ot other cities.

inquest yestcroay on the body of an unknown
w hite mau, wuo committed suicide by hanging
himself at Lopan's Woods, on the North. Penn
sylvania Railroad, near Tioga Station. Ttie
deceased hud lipht brown hair and whiskers,
lie w as dressed in light plaid pants and vest,
and wore n black cloth cap.
CAMDEN A FAIRS.
The Mas Meeting of Colored Men.
Last evening, a number of the colored men of
cur city assembled in mass meeting at the new
Liberty Hull, Lombard street, below Eighth,
for the purpose ot selecting delegates to repre
sent them in the National Convention, to be
h;ld in Washington, January Hi, 1SG7.
A temporary organization was ell'ected, and a
comuiittte ot three were appointed to select
olhcers for the meeting. Duriup the absence ot
the Committee, Mr. Uasseit explained tbe ob
jects ot the nieetnip, which have been set forth
above. Dr. Council was then introduced, and
spoke as follows:
Mr. 1'iesident: I came here this evening in
rcsnouse to the call iu tha pupers. I hoped to'
lina the hall filled to overflowing, but ray hopes
have only been partly realized. I think the
steps you are taking are decidedly right right
in ail the relations that right bears to the rights
of num. Nor do 1 think that, under the present
circumstances, there is aught iu the world to
discourage you iu the eilorts that you are
making. Everything, on the other hand, is
encouraging.
I deem it, sir, that the present is God's own time
for the accomplishment of the great object of
re-establishing the colored. men of our State
and country 111 their legal rights. Thoy know,
tis well us I do, that the colored men of our
laud have been lobbed of their rights. They
now simply ask to have thorn restored. For
the first time iu the history of our national ex
istence, Massachusetts, that good old State,
who bus always been true to freedom aud the
right, admitted into her lulls of legislation, by
the ballot, two colored representatives. (Ap
plause.) In the District of Columbia, within a very
short time probably tho next election at all
events colored men long resident there, iu
tbe very mart of chattclim in the past will be
admitted by act ot Congress io the right of fran
chise. What Massachusetts has done, Congress
is doing in the District of Columbia.
The prejudices that remaiu iu ihe minds o!
some portions of our coiutiiiiuiticM will certainly
bo broken dowu, as it is true that truth will
always overcome error. (Applause.) I cannot
understand why a reeoeetable, educated, intel
ligent, .noral, and religious colored man, who
pays national, State, and munu-iiiil taxes, iiU$
not au inherent right to the franchise. He is
vastly supciior iu position 10 tho man who
emigrates from a foreign land, and who is tlie
oru toe to freedom and the right, aud who
cannot read the ballot put into his hands, aim
who always votes ugaiust the rights ot liberty.
I say 1 cannot uuuirstand why these men are
pennitted to exercise the elective frauchise, ami
the loyal black mau, who fought lor his coun
try's ting, u denied it.

surreptitious means, put into their hands;
while those bom and educated upon the ..oil ot

(Hear! hear!) It was a great doctrine Hint
Friiuce announced, but she didn't understand
it to be a universal doctrine liberty, equality,
and iraJernity. She meant, when she made thii'
iiuuouncemi-iit, liberty for the privileged,
equality lor the wealthy, and frat:ruity for
those who could shake hands with Mammon.
We uudersi and that word "lib-.-rty" to iuon
liberty to every mun, liberty everywhere, liberty
id mind, liberty of tbe conscience, aud liberty of
tics to extend through tbe length and breadih
ot the land. The word equality U not merely a
woid ot sound or ot tinsel, but is what it nivalis
iu its natural acceptation. Fraternity exoresscs
a true brotherhood of feeling, that one G id, one
Futber, 0110 Redeemer has made us brothers, to
take each otherjby the hand, and be brothers
in truth and in fact. We are to extend these
thrco words to the colored man, and with
shoulder to t houlder, heart to heart, and band
to hand, you are certain, in my opinion, and 1
that, too, In a very shmt period of time, to
attain the objects lor which this meeting has 1

been signed by numerous persons, but there
were a low places lelt on the paper tor names
jet, and It was hoped those present would come
forward and put their signatures to it.
The President then addressed tho mooting as
follows: I adies and Gentlemen The gentle
man who addressed ou a moment nco stated
that when be came into this house he expected
to lind a larger number of people here than he
did tind. I did myself; but, 1 am glad to see the
kind ot iiicn here thot nre here, and I am sntis
lled it they do not now, thoy will fully under
stand the purposes ot this meeting by the reso
lutions which arc to be offered.
The enterprise which we have now on hand
is one which, lor the first time in the history of
our nation and of our people, has been ottered
tons; and it is one which, if we do not avail
ourselves of, will not only be a lusting di-pracc
to us, but to our chi.dreu. Jf wc strike this
iron while it is hot we will succeed. Tho nation's
I curt is now fined, waiting to be moulded into
the shr.pe that is desirible.
If there is one thing irue more than nnotlie'-,
it is that the American people havii to-day one
sixih of their whole population living in the'.'
midst without being acquainted with them; and
it there is anything more important for us to do
than another, it is for us to place ourselves in a
position where wc may mukc tl-.cni acquainted
with us, nud the holding of 11 national conven
tion is the most teasihlo method. And whether
that national convention shall correctly ai.d
luirlv ropiesent our people depends upon the
citizens ot Philadelphia at least, a part o
them.
A population of over twenty thousand people
should not allow themselves to go unrepre
sented in a convention 11s important us tlie one

We must keep ourselves before the world, that,
they may understand what wc meat. that we
do not mean to take anything clFe than what i
right lor man, without regard to bis intellect or
his wealth, but solely on the score of his ninu

Mr. Uassctt then stated, by way of preliminary
remark, th.it at the time the hist Convention
was called, in 18t!4, to liwt at Syracuse, New
York, he led made but little effort to send dele
gates to represent Philadelphia, but iu the pre
sent case he had done all in hi power to secure
n pood attendance at this meeting to elect dele
gates. He bait circulated notic'js throughout
the dillcrent churches last Sunday, but sup
posed, owing to the Inclemency ot the weather,
they had not been announced. Ho then sub
mitted the following resolutions, which were,

colored men of the nation to assemble by dele
gates in Washington cily, D. C, on Thursday,

that we, tbe colored citizens of Philadelphia,
should not be unrepresented in a convention at
which the colored men of the nation are ex
pected to be present; therefore be it
Acsvtved, That at a time when brutal out- I
rages on civil and personal liberty, murders
and untold villanies ure daily and hourly per
petrated by unrepentant KebPls aud peritired
traitoisupon the loyal and patriotic people of
the South, to such -an extent as to bo made the
subject of two special commissions of inquiry
by Congress within a session of two weeks;
while the Con.-titutionul Amendment abolishing
slavery is nullified, men being bought and sold
at public sale throughout the South to-day:
while the Civil Eights bill is scolfcd at ana
hissed; w hile, indeed, here inotirmidsr, men who
helped to light the battles of tlie country are
insolently denied the right to ride in our city
cars a right almost as clear and indisputable
as the right to walk the highway; while, in a
word, thcie is a strong disposition to please,
pacify, and pander to the men who sought to
ruin the country by lerrlble rebellion, who
deluged our land with rivers of tears and blood,
who murdered, maimed, and starved to death
iu Southern prisons the brave sons of the
North, and at. the same time a purpose to ignore
the republican principle by denying to fo'ir 1
millions oi industrious, brave, and patriotic
people born, on the soil, the full meed of Ameri
can citizenship. it is meet that the colored
men of tbe nation should come together to con- ;
suit and devise means lor action in their own ;
behalf.

adapted to carry forward to realization the

am certainly in the position of the man sud
denly called on in a crowd to deliver a speeco.

What I have to say ou the present occasion I
do not suppose will bear auy weight, or shod
any light ou the purposes and objects of Hu
mecting. There are men here who are older aud
wiser, and who are abler nud more capabl" n:'
shedding light on political matters, at the pre
sent day, than myself. I have not ot late nied
died with matters of this kind but I wiil sav
that theie is not a single individual iu this co'u
munlty who leels n deeper interest in the groa
purposes and the public demonstrations no v
going em in thi country, thou tlie humble indi
vidual whom you have called ou to address yo 1.

the wide expanse of the country, who bear
the impress of Irecmen on their countenances,
must and ought to feci a deep interest iu tu
political situation of their clas. (Applause.)
There was a day in the past when I lea red tha
tbe political elevation of tho colored race was
not to be in my or In my children's day, but J
think God, for the preat light that breaks upon
us, so hopeful and encouraging. (Aoplausc.)
There is throughout this laud a deep and
abiding interest in the welfare of tbe colored
man, and it is on him now that of this
community nay, more, the whole world have
their eyes at tho present time. Therefore it i;
for you to stand steadily, and secure tho single
purpose the elevation ot your class. Do this,
and you leave tho legacy, it voti leave no
othei, that you have used your' best eilbrls 10
elevate yourselves to tho loved of tno class that
you ure identified with in complexion uud con
dition. (Applause.)
The Pi evident then made a few remarks, a', tho
conclusion of which the Committee reported
