Mr. A. Welsh, Chairman of the Committeo on
. Signal" and Safety Regulations, male a report,
in which he recommended the ue of safety sig
nals on all the railroads. Ho stated that it was
the practice now to use danger signals which
were very unsafe. When the danger signal did
aot appear, the eneineer would take it tor
grantee mat every tiling was ail right, tie re
commended that there should be no danger sig
aals used, but that, la case the safety signal was
aot seen, the engineer could take it for granted
that there was danger, and would, therefore, be
compelled to stop. He thought it was much
better to spend money In caution than to pay
damages tor acciclpnts.
General D. 0. McCullum, Chairman of the
Committee tor Preserving Timber, reported that
he had examined several plans for the preserva
tion of timber, and would recommend that a
committee be appointed to witness the experi
ments of various plans for accomplishing this
end, and that they report to the Convention.
Several communications were received from
inventors explaining the merits of their various
patents, which were relcrred to thi Committee
on Patents.
Messrs. Welsh, Hulme, and Hinckley were ap
pointed a committee to superintend the printing
of Mr. Welsh's report aud iis distribution to the
ditiercnt railroad companies.
Mr. Isaac Hinckley read the report of the
Committee on Post Office t-ervice. It recited
that there was a ereat want of similarity in
regard to the mode of carrying the mails, and
the pay. A revision of 1he rales of payment
was suggested, and attention paid to the tonnage
et mail matter. The Committee were of opinion
that It was impossible to dispense entirely with
Sunday trains.
A Committee on Hail Service was appointed,
consiwting of Messrs. Hulme, Jewett Twltchell,
Elevin, Ogden, Bridges, and Pollard.
A report was made upon the subject of several
alleged improvements in railroad machinery.

a specimen. Of the specimen itselt, it stands
alone in America. Mrs. Carter, of New York,
has ottered me five thousand dollars for it. It
is a einpular tact that,under the microscope, tna
thread used in it is of the same exquisite fine
texture as thut employed in the nnest point
d'aicuille to Brussels, aud finer than the liont
ton ot Eneland. So much for tlie linen looms
of the middle ages. In giving this dear relic to
the Southern matrons and orphans, 1 feel that I
am giving them a bit of my heart. I kept it out
of the celebrated set I recently sold for mv only
child. In giving it to the orphans of the Ameri
can heroes. I leel I dedicate it to as holy aud
aw a purpose.
