of all airs in that country as previously commu
nicated to jou, is tully contiruied Tee French
Government have asked lor a delay of the time
lor the withdrawal of the first instalment of
their troops until the 1st of January, with the
promise tbnt il this tune is prantcd it will waive
the time allowed lor the removal of the remain
ing delachment!i, aud remove all substantially
at one time. To this our Government has not
assented, but insists tliat the withdrawal shall
commence at once, and proceed as vigorously as
possible. It is more than, hoped that the whole
body of French troops will leave Mexican soil
within tbree n.ontns.
In view of the possibility of disturbance In
the country and tne anarchy arieing Irom the
numerous factions and cliques that have lor to
iong cursed that laud, our Government will be
prepared to protect the recognized republican
Government of J a are a and establish it on a
firm and secure footing. In consideration of
these services, the cession ol Lower Cali
fornia and the northern portions of the States
ol fcinaloa and Chihuahua is made to the United
States. It is no part ot the agreement yet made
that the United States is to guarantee the
claims ol France against Mexico, though such a
couise may jet appear expedient and proper,
in which CBse the Government of this country
will not besiutc to take the responsibility.
The main point souzlit is to enfjrec the
Monroe doctrine by removing European inter
vention Irom Mexican attains, and securing to
that country a stable republican lorra of gov
ernment. The responsibility of this nnder
takme has been fully discussed by the Cabinet,
and the decision has been uniniioouly arrived
at that the time has come for tne energetic
action indicated in the proceedings above fore
shadowed. Toese proceedings have now taken
clednite torm and Bbupe, and have entered so far
in to prosecution as to he beyond recall.
Col. Campbell, the Minister to Mexico.
The statement printed to-day In a .New York
paper that Colonel Campbell, MinU'.er by ap
pointment to Mexico, has not received his in
structions, is altogether untrue. These instruc
tions were prepared on Saturday last, but as
Colonel Campbell did not arrive iu town nntil
Sunday, they were not delivered to him until
to-dav. He now has tbem, but is doubtful if.
in justice to himself, he can depart for Mexico
immediately, as required by the instructions.
Colonel Campbell has been a very heavy loser
by the recent floods near Cincinnati, and his own
interests demand his piesence there at this time.
He has this evening asked the President to erant
him leave to remain here long enough to fix up
his personal affairs. It is understood that the
President's rerly is that the urgency of the case
admits of no delay, andthat if Colonel Campbell
cannot depart at once, another Minister must be
appointed in his place. At this writing it is not
settled whether Campbell eoes or not: but if he
declines going, another Minister will be ap

The Gazeta de Madrid publishes the following
decree:
In conformity with the plan laid down by my
Colonial Minister, and alter consultation witn
my Council of State, I decree as follows:
Article 1. On and alter the date of publica
tion in the Oazeta de Madrid of the present de
cree, every perscn of color, of whatever age or
sex, who may be in a state of slavery in our
possessions of Porto Rico or Cuba, shall become

the emancipated slave, on arriving In the penin

the payment ot damages and costs according to
the terms prescribed by the laws.
Article 6. The Colonial Minister shall issue
instructions for the proper en-
w.mpnt of the nresent decree and lor the
establishment of prisons on a basis that will
allow the DroDer execution of the sentences
spoken of in article 2.
