September 21. John Gyper, Eq. Dear Sir:
lu answer to your inquiry, "What effect the
success of the President's views will have on
tne national securities," I am opinion that its
efleet would be very injurious.
The President contends that the body of men
act. up as a Congress has no Constitutiona.
poweis, and can do no valid acts in the absence
of the excluded States. The Congresses that
authorized the war debt aud laid the internal
duties lo pay it were composed of precisely the
same number of Representatives from the same
States as the present. It it should be decided
that those Congresses bad no Constitutional ex
istence, then tne 6-20 10-40s, 7'30s, and the
lecal-tender Greenbacks will have been issued
without authority, aud will be worthless.
Whether they would ever be redeemed would
depend on what the President would consider a
Constitutional Congress, alter the admission of
the RetMl Representatives, when the condition
of the debts of both belligerent would be con

The Mobile papers publish the following de
cision: "Officf of Internal Revenue, Washington,
September 11, i860. Sir: In reply to your letter
of tbe 5th inbtant, that when lease are exe
cuted in duplicate, triplicate, etc., all require
stamps as originals, but mere copies are exempt.
If notes are given for the consideration of a
lease, they muse be stamped as well as cue lease.
