our notion is wronc, and that the course adopted

France and Prussia. Prussia is now for every

It is, therefore, of meat importance ti boMi
these countries that they should keep their re
sources well in hand. Prussia has her-, au I

to the prolonged contests of either Prussia or

Of al! nations, Spain seems to be the most
Roman Oatholie, the most lethargic, and most

ters are made or unmade by revolution.; and
her subjects, while being heavily taxed in pro
poitmu' to the revenue raised, are badly ruled

vent, and by her irregularities in dealing with
all the world she has won well-merited con

rned, will very speedily improve her financial

third rate countries, following the example of

already exceeded reasonable limits, and in more
than one instance have biought themselves to a
disgraceful stoppage.
Take, for example, Venezuela and some other

are half Spaniards, with a goodlv proportion of

"bootinp, filibustering raids upon each other and
their neighbors. The result is certain to be
most disastrous. They borrow tinon ruinous
terms, hypothecate customs duties and other
sources of revenue sometimes twice, and in
variably once, until there are no means of con
ductins? their Government, when the rights of
the money lenders are put aside, the whole
revenue devoted to the uses ol the State, and,
when remoustrated with, these "chivalrous"
descendants of Spain and Spanish rule protest
that their cenduct is justifiable, and should be
mentioned in sugared phrases.
