The Importance of Primary Meetings.
Tn season for our primary mectluirs bein
tt hand, the occasion Is a favorable one for n
few reflections roncerning tho Importance of
these Catherines, as constituting an insepa
rable port'on of our present system of politi
cal machinery. We do not seem able In this
country to get alonjr, without parties. Th y
appear to be essential to the actualization of
ideas. But whether our system of party ma
chinery is the best that might be devised, Is
open to serious doubt. Mill, so long as all
parties seem inclined to adopt it, the part of
wisdom is to get out of it the best results
possible.
The caucus or party convention Interposes
its action between tae voter and his choice of
officers. Ihe theory of these primary meet
ings is one thing; the practice is quite an
other. The theory is that nomiuatioas are
made fey tho general voice of the members of
a party; the practice Is that the primary
meetings are attended and controlled by a
very small number of persons, and they gene
rally of a character least fit for the important
functions they exercise. But when nomina
tions are once made, then the whole force of
party organization and discipline la brought
to bear to secure the'r ratification at the polls.
Nor is there any longer a practical choice left
to the voter. He must take either the nomi
nee of his own party or that of the opposite
party, cr he must throw his vo e away. If his
own party have nominated an unworthy man
personally, he must either support him, or, by
supporting his opponent, must contribute to
the success of what he regards as disxs rous
principles. It is thus that in every election,
and by both parties, unworthy men are loisted
into office.
It is true that sometimes the action of a
party caucus Is so glaringly obnoxious to the
members of the party at large that they
refuse to ratify it, but far more frequently a
bad man is allowed to pass unscathed rather
than hazard the supremacy of the organiza
tion. Still more, wherever, as In a great majority
of cases, cither party has a decided prepon
derance over its opponent, then a nomination
becomes eqsivalent to an election, and the
supposed choice exercised by the mass
of the voters becomes a mere fiction. The
real election is made in the primary maetins,
the public and formal election is but a mere
ratification of a choice already made. It thus
olten happens that a mere handlul of active
political tricksters really dictate offices to
tens of thousands ot honest and intelligent
people.
The great vice of our system of political
machinery is that these important primary
meetings are left almost wholly to tho profes
sional politicians. The great masses ot tae
people do not attend them. The sobi-r, the
reflecting, tho prudent men the very ones
that ought to be present are rarely there ; and
the roughs, the bummers, the tide-waiters, the
follows who live off of the plunder of portical
camps, have it all thir own way. They do not
always nominate bad men. Indeed, it is won
derful that ihey so often nominate good ones.
The tone of public sentiment makes iiself felt
clear down to this "lower deep" of politics,
and the party mill prinds out some good grists.
But the general result is to put the control of
patty machinery into the hands of a low
style of men men to whom no prudent mer
chant, or shipper, or other business man would
intrust his pecuniary interests. Another re.
suit is that to too grt at an extent the best
class of men we have, those who would most
highly adorn public station, and most worthily
fill public offices, are crowded off of the politi
cal arena. There ore notable exceptions, it is
true, but the general statement is indisputable.
The remedy lor all these things is to be
found with the people themselves. It does
no good to rail at the political parties. The
doors are open at the primary meetings lor
all citizens to attend. J his they should do,
and exercise a direi't and positive influence
upon the nominations. It is quite as much
of a duty as voting upon election day.
Tho manner, too, of holding these primary
meetings could be improved. Instead of
doinsrthe entire work during a few hours In
an evening, it would be better to follow a
custom In vogue in many parts of the West,
and devote an entire day to the primary
meetings, conducting them with all the for
mality of regular, lawful elections. In this
way a much more genera' expression of the
public sentiment of parties would be ob
tained, and a much higher style of nomina
tions secured. But so long as the better class
of citizens abandon the entiie machinery of
parties to the protesslonal politicians, we shall
be obliged to endure evils which all must see
and deploie.
The Almshouse Lectared a Nuisance.
Tub Sanitary Committee of the Board of
Health vis. ted the Almshouse yesterday, and
their report of its condition is such us to fully
justify their action In declaring the insane
Department a nuisance, and ordering, a$ the
guardians of the public health, that as a
nuisance It be abolished. The report of the
visitors, made by them to the Board, gives
details of horrors which It seems almost
inaredlble to believe. According to their state
ment, the Black Hole of Calcutta has a rival

nicipality, w hile pretending to support and
protect the poor creatures thrown upon her
charity, is really exposing them to almost
cettain death. Lest we be thought to ex

mutes." Ihe almost unlimited power conferred by
the law on the Board of Health enables it to
exercise powers which are not allotted to auy
other body of men ; and In their capacity of
watchmen over tho lives of our ci izens, it is
their duty not only to declare the institution
a nuisance, but alio to have that nuisance
abolished. "Dclcnda eat Culhargo"te the only
law which should be brought into play, it is a
crj ine disgrace to the gr at city of Philadelphia,
that such a statement of the way It cares f;r
those who are thrown by nature helpless upon
its hands should go abroad. The dissrraco does
not lie in its being known, but in its existing.
As the report stntes, there have already been
fcrty fatal eases in the pestilential den into
which we have thrust the pauper idiots ; aud un
less prompt measures be taken, the epidemic
will spread, like Ore on the ; rairies. amoag the
wards, and from the wards of the Ilospital to
the wards of the city. It a sense of what is
due to common humanity does not prompt
the City Councils to attend to the recommen
dation of the Board, a ucno of selfish conside
ration should uige ihein to obey its dictates.
Unless we protect the residents of the Alms
house, we oursalves arc liable to bo attacked,
aud in protecting them we protect ourselves.
TVhat is now needed, what is now impera
tively demancVd, is that we follow the recom
mendation ot tho Board, and cause a new
Almshouse to be at once erected further out
of our city. In the course of a very few
years, what is now tho bare and marshy
meadow of the property over tho river will
be the site of houses and factories, of
mechanics' homes and railroad dspots. Tho
intersection of four powerful roads directly
opposite the Almshouse marks this locality
as the destined situation for those vast ware
houses in which goods cau be stored.
The presence of tLe pauper asylum will tend
to retard this advancement, while, i! it be re
moved, the advance in value of tho public pro
perty will be such as to probably cover all the
expense of erec ing the new building. In
order, however, that this advance bi secured,
it is necessary that some means of communi
cation be established between that part of
West Philadelphia and the east bank. A
bridge anywhere along the front of the Alms
house property would cause, beyond all ques
tion, such a rise in its value that the entire
coBt ol the structure would be covered, and
sufilcient left to pay for the new Almshouse.
The old one seems to us to be well fitted for
a depot or warehouse, aud could probably be
disposed of at a fair price for such a pur
pose. It is a mistake for the city to allow the
vast lots belonging to her to He year after
year unimproved. If prompt steps were
taken, a mighty revolution conld be wrought,
ai d the disgrace of thrusting paupers in the
pen described by tho Board of Health wiped
out. However that may c, it is certain thatf
unless our City Fathers act promptly In the
matter, the Board will, and we earnestly hope
they may have nerve to compel the total re
moval of the nuisance, 'i he seeds of cholera
aud disease generated there will spread over
our fair city, and sell-interest, if not a sense
of Christian charity, demands that the vile
wrong now being perpetrated on the insane
be at once corrected.
The Attempt to Make Party Capital Out
ot Goueial Grant.
A persistent attempt has been made to
attach great significance to the presence of
General Geant during the late interview
between the President and a Committee of
the Convention recently ho.d in this city.
Partisan journals, with that easy logic bo
characteristic of tbem, have jumped to con
clusions which would identify the General
wita the political divisions of the hour. We
are sure that ell these manoeuvres must be
exceedingly distasteful to their illustrious ob
ject We have seen nothing to indicate that
General Grant dosires to appear before the
people at all aa a politician. He undoubtedly
cherishes political opinions, and on proper
occasions would not hesitate to express thom :
j but, as the highest military officer ol tho na
tion, be cultivates a just sense ot propriety
which forbids his mingling in the turmoils of
mere partisanship. We are not surprised,
therefore, at the auohorieed announcement
that his recent presence in the White House
on the occasion referred to had no political
plgnificance whatever, he having been sum
moned there on matters of buslnoss by the
President. We hope new that General
Gbat will be allowed to rest In peace for a
Wblie.

gone beyond the strict bounds of propriety.
We have merely assailed his public course.
His private lite has been held sacred, and if
li is character has been impugned byus.it
is merely because his acta as a
public seivant laid him opon to
attack. If we have said anything which had
no foundation in fact, we have bsen ever
ready to make ample correction, and our
editorial columns have been no less than four
times opened to Mr. Scovkl, to give his
views modified by us. That we desire to act
perlectly fair is evidenced by our Iavin
before our leaders the above letter, with its
rellectioKB on ourselves.
Mr. Scovkl is mistaken when he says "he
never has been away from home." He did
leave bis political homestead, and has now
alter living with political rioters and feeding
on the husks of sophistry, come back once
moie to his friends, and we welcome him back
with sincere joy, "because we have received
him safe and sound." When he voted with
twelve Democrats and against twelve Repub
licans, he certain'y was not on the side which
he now advocates. But we are willinjr to let
bygones, ba byfones and commence "all over
again." He has changed his crime into an
error, and as an error let it le forgotten.
