jfarmen. The evil eHectg ot the anticipated
windiall hare already begun to be visible among
those ol the worin classes who expect to re
ceive the money under, the law; and numerous
casts have come under our notice in which
steady and industrious hands have either so
depoTted themselves hs to eudnneer their places,
or to have threwn up their situations in antici
pation. To them we will say a word, after
explaining the bill. The Urn part to be noticed
is that the utiy dollar section bat nothing to do
with the ftuldier of this State. It wax intro
duced tor the benefkof the "two year" reciment
of New York and Indiana. Pennsylvania sent
no to-jear rceiinents out. Men irom our State
who have served two years In a three-year
regiment do not come under this section, and
they take nothing under the act unless dis
charqed for wounds.
Pol diets who had enlisted for three yean, and
have been discharged lor disability belorc their
term of service had expired, do not full under
the provisions ot the law. It is probable that
they will be attended to next session, but under
the present Pountv bill tucv are not entitled to
any pay. Thv.-t ceems to us like inimtlce. It N
certainly only lair that men who have expressed
a dotire lo serve three years, and who have oUy
been prevented bv their health failing them,
wLile stiivine to do their dut, should be treated
the same as thou'.h they had served out their
enlisted time. It was because of no fault of
theirs that Dature was not sulliciMitly trontr.
Tbe spirit indeed was willing, though the flesh
was weak.
Again, veteran volunteers do not crime under
the law. They have already received more than
the one hundred dollars, and this extra bounty
is expressly erantcd only to such as have not
received heretofore that' stun. As the law at
present stands the only persons clearly entitled
are the soldiers of 18GI, 18H2, or 1803, who have
served out three years, or have been discharged
lor wounds; or the widow, orphan children, or
parents of those soldiers who have die! or bPe n
killed in service, or have died ol wounds
received or disease contracted in tlie Fervice,
always providing that tbe claimant has not
ahead received more than oiie hundred dollars
Government bounty. We have a few words of
advice to add. It will require months before
thofe who are entiiled tinker the act will be ena
bled to receive their due. A commission has
been appointed by the War Otlice to pro
pose a plan by which it can be carried into
effect. It will require weeks to perfect a plan.
An appropriation must then be made, and
finally, after all preliminaries are arranged, it is
piobahle tbat the discharges will have to be
presented in order, and thus it may bo a year
uetore it will be really paid into the recipients'
bands, minus fees to' brokers and atrents," price
of stamps, transmission throush mails, and the
hundied other et cetcraa which will csiuso the
sum to grow beaut itullv ic-s. Meanwhile, let
all continue In their regular routine, as though
nothine had been allotted them. The littlo sum
should be laid aside, when it is received, in an
ticipation of any untoward emergency. Let it
not be spent in rioting, and, above all, do not
assicn it to agents, receiving in return a frac
tion in cash tc rwhat will surely come if you
have but patience to wait.
New Bates for Storage and Commis
sion. The Philadelphia merchant? have adopted
the folio wine rates ot commission and swage:
On Flour, not less than three cents per barrel
for labor, three cents per barrel tor inspection
and coopernae, ttirio cents per barrel lor storage.
On Wheat, when received by rail, not le-a
than one cent per bushel for measuring, storage,
and labor.
All other grain, when received by rail, one
and-a-hali-ctnts per bushel tor measuring, sto
race, und labor.
On Wneat and other grain when received
afloat, one and a.halt cents per bushel lor mea
curing ii' d actual expenses incurred when
stored, which shall not be loss, than the charge
made bv rail. .
On Seeds. Dried Fruit, Butter, Drcsed Hogs,
Feed, and Meal in bags, aud other miscellaneous
produce, two and a ball per cent, commission,
and one Der cent, lor measuring, etc.
A charge ot not lees man ono-eigutu ot one
per cent, tor Fire Insurance shall oe added in
all cases, except where sales are made alloat.
Alter the first month shall have exnired, the
charee lor storaire shall not be less than ihrey
cents per month on Flour, and one 1ml cent per
bushel on grain, with one-u'ghth of one per
cent, per month Fire Insurance.
Hearing on a Charge of Arson.
William Van Fleet, the keeper of a small con
fectionery establishment at No. 918 Noith Third
stieet, was arraigned at the Central Stacion yes
terday attornoon upon the charge of having set
lire to his premises, on the morniau of the 2iith
of July last, lot the purpose ot defrauding the
Kojal Insurance Company of Liverpool. The
testimony wa9 to the ertect tbat there had been
a mysterious fire kindled in the cellar of the
building on the '21st iust., about fa ween before
the aforementioned; that the last one was
equally as mysterious, and that the defendant's
stock and fixtures were not worth more than
$0011. Van Fleet bad a policy of insurance for
$1200 in the atorcaid Company. The accused
was held in $1200 bail lo answer.
A Queeb Case Summarily Disposed
Of. A rattier odd and mixed up case of crim. con.
was tried jesterday. William Nolens was com
plainant, before Aldermau Boltler, against
Christian Neeley and the wife of Nolens, who
badletthis domicil In Kcadin, Pennsylvania,
and travelled together to Wilmington, Dela
ware, and there were liviutr w hen Nolens dis
covered them and had them arrested. He had
couipromi'ed the case upon the payment of $25
. by Neeley, the wiie promising to return to
Heading with her li!ii-b:iud. Am she had de
clined to comply with th terms of tbe compro
mise, tbe husbiind nad them rearrested here.
Atter the Alderman heard the facts he dis
charged the prisoners, much to Nolen's sur

Fire. The roof of a dwelling at No. 327

Burning of a Gi.de Factory. -The
alarm of file last evening, about 11 o'clock, was
earned by the destruction of A. C. Miller's glue
factory, on Sixth street, below Montaomcry
avenue. The! loss to estimated at about $2000.
The New Asberbob of the Third Dis
trict. Peter A. Keyser, Esq. the newly
appointed Assessor of the Third District, in the
piece of J. Fletcher Budd, resigned, has entered
upon bis duties. No chances have yet been
made in tbe subordinates in the office.
Hurry up tiie Taxes. The taxes are
coming in very slowly. The daily receipts do
not avernee over Uve thousand dollars. In a
lew weeks there will not onlv no discount be
allowed, but a percentage will be added.
