Passage of the Constitutional Amendment
by the Senate.
Thb Constitutional amendment, as proposed by
the Reconstruction Committee, and as modified
tj the Sonato, passed that bodjr yesterday by
fie unexpectedly large vote of thirty-three to
eleven the affirmative vote, being Just three
fourths of the whole vote cast. It is geucrally
understood that th Houso will promptly concur
In the 8cnate's amendments, so that we may pro
bably consider the measure as In its final shape.
It will then go to the Legislatures of the se feral
States for their aporoval or rejection. The cor
respondentof a morning contemporary predicts
that the President will veto the measure. Tats
assertion Is based upon a misconception. It is
notat all certain that the Presidont would veto the
amendment as tt now elands, even if It were pre
sented to him for h's approval. But proposed
Constitutional amendments do not need the Pre
sident's signature. The language of the Consti
tution upon this point Is as follow: "The Con
gress, whenever two-thirds of both Houses shall
deem it necessary, shall propose armndmcnts.to
this Constitution, or on tho application ol the
Legislatures of two-thirds of the several States,
shall call a convention for proposing amend
ments, which, In either case, fbull bo valid to
all intents and purposes, as part of this Consti
tution wheu rntilied by the Lcpwlatures of three
fourths of the seveial States, or by conventions
in three-fourths thoreof, as the one or the other
mode of ratification may be proposed by the
Congress."
It will be seen from the above that, the pro
posed amendment does not go to the President.
It Is true, Congiess sent the Anti-Slavery amend
ment to President Lincoln, and he signed tt, but
ho explicitly affirmed that there was no neces
sity for his signature to secure its validity.
It is fortunate that this great measure, in its
final form, goes to the people with what may
fairly be claimed as the unanimous approval of
the Union party. It has been thoroughly dis
cussed, and all its provisions well weighed. It
carrios with it the moral power of the endorse
ment of three fourths of the Senate, aud more
than two-thirds of the House of Representatives.
It embodies the matured Judgment of the repre
sentatives of the loyal masses of the people. As
such, we have no manner of dou'it it wilt ba
overwhelmingly endorsed by the people them
selves. Tl.e mnin modification of the amendment
made in the Senate was in tho third section. As
that section stood in the amendmeat as it cane
from the House of Representatives, it disfran
chised, for ten years, all persons who had taken
part in the Rebellion. The Senate has substi
tuted lor this a provision excluding perpetually
from all office?, civil or military, under the
United States, or under any State, all such per.
sons engaeed In the late Rebellion as. had pre
viously, either as members ot Congress, officers
of the United States, Legislative, Executive, or
Judicial officers in any State, taken an oath to
support the Constitution of th? United States.
This will ioiever exclude from ofice all the in
telligent ieading tiaitors, while it extends cle
mency to the humble and scluced masc?.

The 8tock Market opened very dull this morn
ing, but prices vtere steady. Money continues
plenty at about lormer rates; loans on call are
freely oflered at 6 per cent.; mercantile paper
is scarce, and ranges at from 7 to 10 per cent,
per annum, as to quality. In Government bonds
theie is very little doing. 5-20s sold at 1022; ll)9j
was bid for 6s of 1881; 10?J for730s;96 lor HMOs;
State and City loans are in fair demand. Penn
sylvania 6s sold at 90j; and new City 6s at 96
964
Railroad shares are unchanged. Camden and
Amboy sold at 129; Pennsylvania Railroad at
05 ; Reading Railroad at 54j54J, a
slight advance; and Catawissa preferred
at 26, a slight advance. 39 was bid for Little
Schuylkill; 55 lor Norristown; 62 for Lehigh
Valley; 30 for Elmira common; 43 for preferred
do.; 31 for Philadelphia and Erie; and 43 lor
Northern Central.
City Pa'sengci Railroad shares continue dull.
Cbesnut and Walnut sold at 58. 21 was bid
for Thirteenth and Fifteenth; 38 for Spruce and
Pine; 18 tor Hestonvilie; 13J for Ridge Avenue;
and 38 J for Union.
Bank chares are in good demand. Mechanics'
sold at 30. 140 was bid tor First National; 141
for Philadelphia; 123 for Farmers' and Me
chanics'; 53 for Commercial; 30$ for Mechanics';
95 tor Kensington; 50 for Pcnn Townnhip; 52
for Girard; 80 for Western; 62i for City; and
57 for Union.
Canal shares are Crmly bold. Schuylkill Navi
gation preterred sold at 33i13j; and Lehigh
Navigation at 65 je5j, an advance ot J. 26 was
bid for Schuylkill Navigation common; 120 for
Morris Canal preferred; and 15 for Susque
hanna Canal.
The New York Tribune this morning says:

slipped and fell down upon the pavement. His
fall upset the other horse, and he turned a com
