Congressional Iteprwrentatlon Under the
Proposed Amendment I
The effect of the proposed Amendment to the
Constitution upon the Congressional representa
tion of the slave States under the census will be
as follows. The first column gives the popula
tion of slave States In 18C0; the second, voters In
1860; the third represents the number of male I
citizens of color above twenty one; the fourth,
the present number of members each Slut ) Is
entitled to, and the last, the number to which
she will be entitled when the proposed law shall
have been carried into effect: !

Important Letter from General Grant

Cane a.
The Nashville Banner of Monday says, after
the refusal of Governor Brownlow to recommend
the withdrawal of the prosecution by State
Courts against Colonel Dick McCann, Geueral
Reuben Koddie, and Caiu, in accordance with
the recommendations ot General Grant and
the Secretary of War, those gentlemen addressed
a letter to General Grant touching their cases,
to which they received the following:

Itoddie, and McCann Gentlemen: I am directed
by tieneial Grant to sav to you that vours of the
loth came duty to hand, and he immediatsly for
warded it to tne Booreury of War, with the T. 3om
tnendation that tne petitioners be released on parole,
and if, upon invcrileatioD, it was aso-itiined that
they have been puilty of any act not recoguized bv
the rules of civilized war that they be tried by a
United States Court and not by a ijrtte Court,

The Case of Major Ge.
The followine is the telegram recently sent to
Governor Worth, ot Nortb Carolina, with refer
ence to the effect of the lato proclamation upon
the case ot Major Gee:
Washington, D C, Apr 1 27, 1866. To Governor
Worth: I am directed by the Frea dent to inform
you that by his proclamation ot April 2, 1P66, it
was not intended to interfere with military commis
sions at that time or previously organized, or trials
then ptndinff befoie such commissions, unless by
special lnstiuotions the acensea wore to be turned
over to the civil authorities. General Euger has
been instructed to proceed with the trial to which
you reler, but belore the execution oi any sentence
rendered by said commission to report ail proceed
ings to the War Department for examination and
revision. 'Ibere has been an order this day pre
pared, and which will soon be issued, which will
relieve and settle all embarrassments growing out
ot a misconstruction of the proclamation, of which

Fennoter has, we believe, never belore performed in
this city. 1 he whole bill, afternoon and evening, is
a least ot sensation.
Nkw Americas Variety Theatre This Is
the last night of ihe engagement oi the child wan
der, El Kino Eddie. A splendid bill of attractions
is offered thin evening including every variety of
stage performances. On Monaav evening, Miss Leo
Hudtou, the sole rival of the Menken, appears tut
"Mazeppa." The "Wild Horse of Tartary" on this
occasion will be a thorough bred mare.
Academy or Music. A most brilliant pro
gramme lor the Kavei matinee, to whfob the pnoes
ot admission -yill be fifty cents. "Young America"
and the three brothers Itavel, together with the
Martinetti ballet. In the eveiiing, The Schoolmaster
and The Contraliandist, and other delightful enter
tainments, including the Flying Trapeze,
Arch Street 1 hkatrb. Madame Celeste eon
eluded her engagement last evening. Tbi evening
the ever attractive and popular Streets of New Yorlt
will be given a capital taiurday night bill. Mon
day, McKee Kank n tates his first benefit in this city.
Walbut Street Thbatbi. Mr. Booth's house
last evening was more crowded, if possible, than on
the previous evening. Humlet, in its present form,
has met with universal approbation
Haiidbl ao Haydn Concert. The closing
concert ef the regular subscription series is an
nounced for l uesdav eveniug. May 16, and a card
from the uireolors, in our advertising columns, cans
the attention of tne subscribers to the change of date
and locality. The tickets originally issued were
cated Mav 8; but as the Academy of Music could
not be secured tor that nirht, the penormanoe has
been postponed. By presentation of these tickets
at rrumplers Mus.c Store, they will be exchanged
for reserved seats in tne best parts of the Academy.
Itebearsats are being held t vice a week, and the
whole of Haydn's beaut' la 1 cantata of "Tne Sea
sons,' will be sung at the ooncert. 1'be soloists en
gaged lor the occasion are Miss Kiohings, Mr. Goorge
Simpson, and Mr. J. K.ilbomai, the well-known
bass singer and ballad compo-er. from Now York
Carl Sent is laoorin with his usual energy in
drilling the choruses and a flue rendition ot the
wor may be expected.
Musical Fund Hall. This is the evening that
Mr. Wolisohn will receive the great compliment to
his gen ill' and perseveration by the presentation of
the works of Beethoven, the geulu of tne age, and
in whose fame Mr. Wolfsohn must heucefortb share.
The concert will consist of Beethoven mus'o, with
orcliostra. piano Mr. Wolisohn, and violin, Mr.
Thomas, iroin New York.
Howe's Circus. This celebrated troupe of Olym
pians will ainve in Philadelphia on Monday morn
ing, ana make a tour, of the city with all of their
, artistes, animals, aid extensive brass band. The
tent will be pitched !n Locust street, beyond Broad,
' and a grand performance will be given in the

MATTERS OVER THE RIVER.

An Aged Man. There is now residing In
Camden a gentleman named Martin liclislo, who.
en the 1st ol Marca last, was ninety-nine yrnr of
age, belnv now In his one hundredth year. He was
born in 1766, and at the bicakinr out of tne Knvo
lutionary war, ho was t' O years o'd. In 1812 he
entered tl e service ot the United States, and served
in the Corp of '-Sappers and Miner." third regi
ment, during that war with Great B'itain, at the
elrseof which ho was honorab v di'charwd, and,
being wounded, was entitled to a bounty of 160 aorei
oi land.
Ills lather, Barney Belisle, was killed in the battle
of Banker's Hill, and fell o'ose by the sldo of Gene
ral Warren. Mr. Bolls'o'i health is remarkably
good tor such an aged man, his eyesight sufficiently
preserved as to stable him to read larpo print with
out glasses, and bis memory, although faultyi in
some mpects, i quite goed. His physical powers
aie not rtrong, yet be oan walk about ith consider
able sprightiiness. tie is, indeed, n representative
of the past, linking the presont with the years that
were.
Ai.tekvd Cikcdmstancks. The "Moun
tain Partridge" i not done drumming yet, but is
daily losing caste here his former demands were
respected. On Friday he sent an ' order" to the
officers of tbo Camden and Atiantio Railroan Com
pany, demanding a pais to be left at the ticicet ollioe
for one ol h s lrienda; but this morning, when the
friend made his appearance, the tickot was not thore,
.tames' graces having been considerably damaged in
that quarter. Whothor he will make another at
t mpt to "dely the world, the flesh, and the devil,"
and thus stand like "Gibraltar," or wbothor he will
at last consent to "ween over Heouba," and thus aro
down to oblivion gracefully, after the manner oi the
Cumberland, the tutuie alone can develop. But
tie is "growing little by degrees, and beautifully loss"
in influence every riav. ,

unhcsltbiut places, removing filth and dirt from the
alleys and street, and of filling up stagnant pools, is
being thoroughly done, and housekeepers are
equallv active in whitewashing their yards, lenccs,
eto. This exhibits the right tind ot spirit, and will
add very materially to the sanitary condition of the
ptople and the city. ,
Sevebely Lnjtjhei. One of the men
emulovcd on the cars of the Camden and Amboy
Kailroad Company was severely injured a day or
two fines, by boing knocked from the car by a
bridge, while he was standing np, near Borden 'own.
