A communication was received from Lawman
A Co., ottering to sell to the city the portraits
cf I'reeidf nts Harrison, Monroe, and Jackson,
lately in the Pcale Collection. Eel erred to the
Committee on Cltv Property.
Mr. Ilodudon, from the Committee to verify
the cash accounts of the City Treasurer, re
ported the tollowtog as the statement ot the
accounts up to May It Cah balance on hand,
1.0!6,636'66; trust funds, f 39,l(;7-30.
Mr. Wagner, from the Committee on Law,
reported In favor of the ordinance authorizing
the deposit of United States, State of Pennsyl
vania, or city securities, instead of real estate,
as security lor heads or departments, the par
ties making the deposit to receive the accruing
interest. The bill wag postponed.
Mr. Van Cleve introduced an ordinance re
quiring every passenper railway company to
place guards aiound the wheels, in order to
prevent accidents. A penalty ot $50 is affixed
for non-compliance with the ordinance. Before
any plan Ik judopted by the railroad company it
is to he submitted to a special committee in
Councils. Postponed. '
A communication was received from the
Chief Engineer of the Water Works in regard
to the stand-pipe at Kensington, lie states
tbat the stand-pipe is liuifhcd and in use, but
no appropriation was made for ornamental
work.
Mr. Freeman, from the Committee on fiirard
Kfctatc, reported that $!)()0(f had been collected
of the Lawrence Todd Legacy.
An ordinance directing the amount to be
invested in City Clonus us reported and
adopted.
Mr. Van Cleve submitted a resolution lor the
appointment of a special committee of live mem
bers Irom each chamber to pxamine the inven
tions lor preventing accidents on passenger rail
ways, and report the test. Agreed to.
Mr. Cattell presented a certified copy of the
act of Assembly dividing the Twcuiy-t'eurtb.
Ward into two wards, and creating an additional
ward, to be called ttie Twenty-seventh Ward.
Mr. Cattell submitted in connection with this
act two ordinances dividing the Twenty-fourth
and Twenty-seventh Wards into election dis
tricts. Mr. Sperintr, from the Ccmralrtee On City Pro
perty, to which was referred tlie communication
oi J. Boss Suowden, Prottionotary of the Su
preme Court, af-king to be furnished with a
rre-proof, reported against eranting the request.
The committe state that tne court officers are a
source ot expense to the city, while the emolu
ments of tne oQice go into the pockets of the in
cumbents or into the treasury of the State. It
is suggested that the emoluments are sufficient
to warrant the officers in furnishing the office.
The committee ask to be discharged lrom the
lurtber consideration of the subject. Adopted.
the ordinance providing for the public health
and cleanliness, under consideration at the last
stated meeting, was again taken up on third
reading. A debate on the general features of
tne bill ensued. Objection was made to the sec
tion which require connection to be made with
sewers m cases of the overflow of gutters to
houses already erected. lu answer to this, it
was urged by the friends of the bill that it ap
plied only to cases where there wa-i an excessive
flow ot water over the pavement.
On the final pHssaee ot the bill the yeas were
12 and the nays 10. 8o the bill passed.
The resolution from Common Council, provid
ing for the appointment of a special committee'
to invebtigate charges against the Chief Engi
neer of the Water Works, was referred to the
Committee on Water.
The ordinance Irom Common Council chang
ing the site of the new Court House was con
curred in. Adjourned.
In Common Council, a communication was
presented from tbe Thirteenth and Fifteenth
S'reets Passenger Railroad Company, stating
that the said Company have the right under the
charter to lay out and construct a passenger
railway, with a double track, on Broad strpet,
and the convenience of the travelling public re
quires additional railway accommodation north
of Columbia avenue, which can be as well given
by a single track on Broad street, as by a double
track, provided the said Company bo permitted
to extend their track upon Thirteenth street
from Columbia avenue to Diamond street, and
on Diamond street from Thirteenth to Broad
street; that the said Company have also the
rifiht to lav a double track on Spring Garden
st eet west from Broad strret; and a connection
irom- Broad to Thirteenth street would avoid
the necessity of laying a track upon Broad street
south ol Spring Harden Mi eet.
That a resolution was passed by City Councils
rcquiiibg paid Company to tiike up and remove
their tracks upon Twentv-titth street, from
Spring (iardpn street to the Fait mount gate, the
ri.eht to lav which track is claimed by said Com
pany as incident to their right to run .to Fair
moiiuS. " ,
The petition of said Companv, therefore, re
spectfully asks leave to lav down tracks upon
streets hereby designated. '
Referred to the Committee on Railroads.
Mr. Billiogton renorted an ordinance appro
priating $6100 to pay for renairs to tne 2d, 10th,
11th, 12th. 15th, and 10n District Station
Houses. Adopted.
Mr. Little, of the Survey Committee, reported
an ordinance fixing the charge for constructing
sewers at $125 per lineal loot per frontage.
Adopted.
The same gentleman rrported an ordinance
fixing its w hart line on Wind mill Island, so as
to rxtend the eaot line :outh. from the canal.
Agreed to.
Mr. Griifiths, of the Committee on Trust
and Fire, to whom was relened the petition of
the fiiemen asking that the Slate House bell
should be rung lor fires, reported in favor of
granting the request ot tbe petitioners, with an
ordinance appropriating $('.;u-66 to pay the sala
ries of two additional bell-ringers tor the Stale
House.
Mr. Fox moved that the bill be indefinitely
postponed.
The motion to indefinitely postpone was
agreed to yeas, 18: nays, 14.
Mr. Hancock, of the Sptecial Committee to
whom was referred the resolution providing
for changing the plans and site of the new
Court House, reported an ordinance favorable
to the change, and provididg that the change
fhalj nof involve any greater sura than $8000.
Adapted.
Mr. Hetzell ottered the following:
Resolved, That the City Solicitor be and is hereby
requested to inform the.e Councils, whether or not
Id his oinulon, the Act of Asa rubly, of February 2,
1864, gives these Councils the power to compel the
attendance of witneises befom Committees of Iuvea
taxation, aad if the power la so grail tod, in what

Mr. Evans submitted a resolution, providing
for the appointment of a Joint Committee of
five irom each Chamber, to investigate cert iiu
charges made in the (Jermantown Teleirapti
again 6 1 tbe Chief Engineer ot the Water Works
and his annual report. Agreed to.
The resolution tr jra the same Chamber, pro
viding for the appointment of a committee to
examine inventions to prevent accidents on rail
roads, was laid on the tabic. Adjourned. ,
Counterfeit Money. Two brothers,
named Augustus and Harr - King, were before
United States Commissioner 8raith yesterday
afternoon, charged with having counterfeit
fifty-cent notes in their possesion. They were
arrested yesterday morning tv Detective (Jeortre
H. Smith, Joshua Tapgart. and Charles W.Wood,
on SnnHom street, above Broad. The first named
defendant had in his possession HUM in counter
feit tilty5iut notes, and on the person of the
other oetndant wa found but one counterfeit
note. Th prisoners were held to answer.
THE DAILY
Ufitid States Naval TJoeprTAiv for
FHiLinxLrBiA. Tbe General Government in
tends to build a large and' commodious Naval
Hospital, on the grounds occnpled by the Naval
Asylum, on the Gray's Ferry road. Tbe bnild
ing is to be 300 feet long, by 63 feet In depth in
centre, and 27 feet in depth on the wings. The
centre building Is to be 147 feet In front and each
of the wings 81 feet. The structure Is to be in
part or Connecticut brown stone, in part ot
hammered stone from the Delaware county
quarries, and in part ot dressed brick. The main
front is to be ornamented with a brown stone
portico, with columns, pilasters, entablature,
and cornice of elegant style. Proposals for the
work are invited through Tn Evbnino Tele
graph this afternoon, by Dr. HorwitK, Chief or
the Navy Bureau or Medicine and Surgery. The
plans and specifications maybe seen at the office
of John McArthur. Jr.. architect. No. 200 South
Sixih street, whose drawings were adopted by
the Govern m ent,twlthont alreration. '
Folice Items. Benjamin Murray, arrested
at Manayunk on the charge of passing a twenty
dollar bill, purporting to be an issue of the First
National Bank of Portland. Connecticut, had a
hearing before United States Commissioner Mer
peant yesterday. James Brown testified that
Murray passed a note of the kind dcribcd, on
him, and Lieutenant Uolgate and Sergeant.
Petcrman testified that three counterfeits, all
twenty-dollar bills, were found in defendant's
possession after his arrest, besides $24'35 in good
money. He was bound over to answer.
There is no such bank as the First National
Bank of Portland. Connecticut, and it i nnita
probable that the same plate will be altered to
the First National Hank ol Portland, Maine, a
eor.n as a notice of this counterfeit is widely
circulate!. Ihe note is capitally executed, and
would deceive any one but an export.
A Final Commitment. Sam iel Bera
man, a colored man, who was arrested by Spe
cial Ollicer E. W. Cailin, had a further hearing
before Alderman Bcitler yesterday afternoon,
charged with stealing iron from the freight can
ot the Pennsylvania Railroad Company. Jacob
Trump, charged with, receiving tbe stolen pro
perty, also had a hearing. Both prisoners were
committed to answer the charge at the next
tti in of the Court.
Arrest of a Beogab. Officer Reedcr,
of the 1'epgnr Detectives, arrested a man on
Wednesday afternoon on the charge of vagrancy.
He gave the name of Lewis Schnygle. The
accused was taken before an alderman, when it
was stated that at the time of the arrct he had
his head boui.d up undtr the pretext that his
head was broken. Two small children were
found in the care of Schnygle. They were sent
to the Home lor Friendless Children, and the
defendant w as held to answer for the offense.
Anton Proust Communicative. Chief
Franklin visited Antoj Probst yesterdav, and
was told by him that an umbrella which he had
carried oil irom the Bearing farm house, and
which had not been missed, was to be found at
the public house of Mr. Leckleldt, in New Mar
ket street, w here the travelling bag of Miss Dolan
was recovered. In no part of tbe conversation
v. ith the Chief yesterday did Probst speak of an
accomplice, as h had always done previously.
Malicious Act. -On Wednesday evening
Mrs. Hannah Adams, residing in Fotilkrou
street, Frankford, while walking not far
from her residence, met an unknown man, who
threw into her face and eyes what was supposed
to be vitriol, as it burned her considerably.
Before assistance reached her the villain had
run off, and has not since been arrested.
Accidentally Stiot. Early yesterday
morning, as Mr. Leo Itichined, residing at No.
1344 Frankford road, was passing a burglar
alarm pistol, which be had attached to his
yard-door, his elbow came in contact with it,
and the weapon was discharged, and the load
entered his shoulder, causing a painful wound.

(Nevaoa) Apjwal reports that a Chinaman of
tbat section recently caught a trout weighing
thutj-eight pounds.
Tub Amewcan Medical Association. The
nineteenth annual session of the American Medi
cal Association was held in Baltimore,. May 1.
About two hundred delegates weie present.
1 III. Professor Alexander Dallas Bache, Chief
ot the Coast Survey, is seriously ill in Washing
ton, and little hope is entertained ol his recovery.
He is said to sutler greatly from the disease,
which will probably close his career.
Ex-Mayor Stith fob Alderman. Gerard
ftilh, formerly Mayor in New Orleans.land now
foreman of tbe composing room of the Picayune
of that city, has been nominated as candidate
lor alderman, vice J. O. Nixon, resigned.
An Expensive Vineyard. A vineyard was
lately sold by auction at Gevry, in the Cote d'Or,
France, at the rate of $5000 an acre the
highest price ever known to have been given in
that country,
5 Gold in New Hampshire. A New England
company, with a capital of $200,000, has leased
lor one hundred years a tract of six hundred
acres in Lisbon, N. II., where theie are valuable
gold, silver, and lead mines.
Gambling in Pabib. It is said that the ave
rage money which has changed hands in 'play"
every month this year, since January, at one
Paris club alone, is $800,000, which gives a re
turn of $9,600,000 per annum.
A "Bummeb" in Wilmington, N. C Tne citi
zens of Wilmington. N. C, are exceedingly in
dignant at the efirontery of a man who followed
Sherman's army as a "bummer," and now ven
tures to advertise himself as a drayman in that
City. .
Thb Zoological , Society of London, This
society has recently made an addition to their
valuable collection ot Hooker's eared seal, more
commonly called the sea bear., It is a native ol
the Falklaud liles and the neighborhood ol
Cape Horn.
Smuggling. Smuggling is so extensively prac
tised on the Kusso-Prussiun frontier that "it has
been calculated the loss of revenue, in a district
covering about one-third of the whole frontier
amounted in 18t;o to 11,610,000 roubles, and in
18C1 to 10.490,000 roubles. ' .
Tub Choleba Cases in Halifax. The pilot
who brought the steamer Enqland into Halifax
lias since died, with two members of his family.
He said, boiore his death, that he did not board
the vessel, but merely towed in her wake
whence he gave the necessary directions. '
A Sunday Market in Mobile. The Mobile
(Ala.) Times has "no desire to stir up any reli
gious controversy, nor even to wound the sus
ceptibilities of any class of men," but neverthe
less feels ll to be a public duty to advise the
opening of a market on Sunday morning be
tween daybreak and 9 o'clock A. M."
A Life Inbcbancb Decision. Joseph Easter
brock, Jr., of Camden, Me., insured bis lite for
$3000 some time ago, and afterwards became
deranged and committed suicide by shooting.
Tb insurance companv refused to pay the
policy, but the Maine Supreme Court decides
that they must pay the $3000, and the costs be
sides. . , . ' -
Professor Blot in Boston. The stringency
of the Massachusetts Liquor law has stirred up
"Quilp," of the Boston Post, into the subjoined
effort:

Death of Dr. Hodoktn. We (Lmdon Star)
deepl? regret to announce the death of Dr.
Hodgkln, the well-known philanthropist and
man ot science. This unexnected event too
place on Thnrsdav last, at Jaffa, whither the de
ceased gentleman had accomnanted Sir Moes
Montetiore. Dr. Hodgkin was a man of large
hearted benevolence, of great and varied attain
mentf, and ot unquestionable anthorit in many
branches of ethnological as well as medical sci
ence. His loss will be keenly lelt by a large
class of bis country men.
